Op-Ed by Khmer Academy
The defamation lawsuit and counter-lawsuit between PM Hun Sen and MP Mu Sochua have blown out of proportion with more troubles to come, and neither side will have anything to gain from such unwarranted personal saga.
In hindsight, it was overreacted that MP Mu Sochua decided to launch a defamation lawsuit because she was referred to as strong legs (a mere or common expression in Khmer language) during a public speech. Likewise, PM Hun Sen was either overreacted or ill-advised to continue with the counter-lawsuit even though MP Mu Sochua offered to drop her lawsuit. Had PM Hun Sen made a good will gesture to accept the offer, he would have earned praises and respects from the public and media outlets.
The country has many far more important issues than this personal defamation to deal with. It is in the best interest of both sides to put an end to this defamation case, and one way to end it honourably is to:

i think the point is what is the lesson in this personal saga between ms mu sochua and the prime minister? who to decide? and is the court seeing the same reasonable analysis like above? it's a case of drama for the tv hit soap opera.

I personally reject this suggestion as it is horribly biased and totally unfair.
There are several problems associated with this suggestion:
1. It implies that Mu Sochua is wrong and therefore must pay the fine.
Here the victim is victimized further and this can only happen in a dictatorial state like Cambodia.
2. It upholds the biased decisions of the three unfair courts (municipal, appeal and supreme courts), acknowledging that they should be respected and honoured even though they are dependent courts that receive orders from the executive branch of government.
3. It uses dictatorship and power arbitrarily to force her to pay the unjust fine by withholding or deducting her monthly pay without her consent.
4. It sends the wrong messages to Cambodians to continue to be docile, timid and lacking the courage to stand up to defend their rights as citizens of Cambodia.
5. It is a suggestion which does not value equality of any citizen before the law of the land.

You can see from the whole story that the court in Cambodia is not independent and does not exist separately from the government. It has always been its tool to silence its opposition.
Cambodia has many important issues to deal with. One of those important issues is the independence of the court from the government!

I disagree with Khmer Academy complete. "JerngKlang" is a perjorative label in the Khmer language. Even CPP DAP-NEWS called Mu Sochua a "JerngKlang". It is not nice to go around labeling people. Here are some entries from Khmer English dictionary regarding the label "jerng".
(1) Jerng+lbeng = a gambler.
(2) Jerng+luoch = a thief, a cheater, an embezzler.
(3) Jerng+Sar+Jomnuonh = a broker; a middleman; a compardor.
(4) Jerng+Pheck = one who drinks alcohol.
(5) Jerng+Preah = wife of a demon or spirit.
(6) Jerng+Srey = playboy
(7) Jerng + Oahbosh = intimate frinds or companions
(8) Jerng+ Aek = an expert; person well-known of some specific talent or endeavor; champion;...
(9) ...
So it is a label created by Hun Sen, who is well-known to curse and put down people. He is a crude and never formal in speech because of his rural origin.
However, even Hun Sen got angry at the label the Thai Foreign Prime Minster used on him and even asked the Thai premier to submit his apology. So what is in a label then?

I don't know how good you are with Khmer language, but let me say that there's a huge difference between Neak Leng and Jerng Klang.
If someone calls me Jerng Klang, I would think that he means to say means I am defiant. On the other hand, if someone calls me Neak Leng, I am offended because it refers to a bad person or even a criminal.
The whole point is it was unclever for Mrs. Mu Sochua to get herself into this mess simply because of a word Jerng Klang. I am not saying Mr. Hun Sen is right, in fact both of them are wrong. However Mr. Mu Sochua should have known better that you don't fight fire with fire when you're in a vulnerable position.

I go with your proposal #1, but #2 I think it needs a slight change. She does not need to pay a fine to that amount to Hun Sen's court. I think 100 dollar or so for traffic court and fees is proper.
