the way i see it, cambodia lacks the social services or human services we all took for granted like in america. gov't should be debating this kind of issue to put in place social services or gov't agency like human services, social security system, etc in order to get these people off the street and into school, work, etc... think about it. is cambodia lacking? who to blame? everyone is responsible to help change cambodia, not just gov't; everyone!

what is new? scenes like this existed in cambodia throughout times and again. what to do about it is reforms and changes and establishment of gov't agency to better serve the people and society. they need help for sure. let's demand changes or reforms, really!

We have the poor with us to reveal the hearts of the rich with 5 cars, 2 mansions, 10 dogs and 11 cats and that rich man drives by the dump every day and never notice any unseemly scene other than dump trucks ridding off its waste.
It's not the job of government to feed the poor, its people with hearts of flesh. OK, u probably didn't understand 'hearts of flesh'. It simply mean tender hearted, compassionate... The opposite is a stony heart.

It's Hun Sen's fault for letting Khmer kids eating out from a garbage. He knows he is Mr.PM. He can do thing to turn it around, but he doesn't and won't. He just sit and watch.
