“This is the first time in the history of the Cambodian military that we have hosted multi-national exercise training.”Cambodia opened a massive peacekeeping exercise Tuesday that is supported by the US. But Human Rights Watch says the choice of Cambodia for the operation, Angkor Sentinel, undermines US human rights diplomacy.
Multiple peacekeeping exercises that include troops from 26 countries began today and will carry through the end of the month as part of a global peacekeeping initiative supported by the US.
“For the Pentagon and State Department to permit abusive Cambodian military units to host a high-profile regional peacekeeping exercise is outrageous,” Phil Robertson, deputy Asia director at Human Rights Watch, said in a statement. “The United States undermines its protests against the Cambodian government for rampant rights abuses like forced evictions when it showers international attention and funds on military units involved in grabbing land and other human rights violations.”
However, Cambodian military officials welcomed the exercises, which will include more than 1,000 troops from countries as diverse as China, India, the US, Tonga and Brunei and are aimed at improving the abilities of those countries to conduct UN operations together.
“This is the first time in the history of the Cambodian military that we have hosted multi-national exercise training,” said Nem Sowath, a three-star general and chairman of the exchange subcommittee.
The training will include command post exercises at a hotel in Phnom Penh followed by field training exercises in Kampong Speu province.

Human Right wacth is much far from the reality especially concerning the PKO exercise. To the US the act of HRW is shown that their works and words are baseless and just cry. Military Personel who choosing to attend the exercise were all screening and veted some what like applying for a visa to enter to the US. HRW should better do more concrete work
All Cambodian should be prouded and very cheerfull to this kind of exercise that was absent in the history of Cambodia. Now we are starting and steping and step up building our nation and military to a professional and respected. Army Serving the Nation
The training is not directing at war fighting but, instead, help build merit and virtue like providing Human Right lessons, Role of Engagement, Code of Conduct, law of Armed Conflict ect plus basic military tactic technic and procedure to the participating personnel.

You have made a very importan point here. As much as I wanted to be proud of my Khmer people, I don't see these soldiers are first and foremost meant serving their country. Their first priority is to to serve a dictator Hun Sen and to insure that he will stay in power until he die. Secondly, they are to serve CPP and to make sure that CPP continue to be a dominate political party so that Viet can continue rule Cambodia and eventually become a Viet state. Their duty to really serve cambodia is their last agenda. Based on my observation, it is clear that these soldiers belong Hun Sen CPP only and not a Cambodian state. As long as ah Kvak Hun Sen remain in power, these never belong to Cambodia but only a tool meant to be use by ah kwak Hun sen to supress Khmer people from standing up against Youn.

11:12am, there are two views in the school of thought. it's either glass half empty or glass helf full, meaning your are pessimistic and you are optimistic. you are the pessimistic one, and trust me cambodia don't need a leader or people with your type of thinking in to run our country as god forbid that. what cambodia need is th optimistic type for leadership, and educated and experienced and smart ones as well. no more frog in the well mentality type as it does no good for cambodia.
This is part of a global peacekeeping exercise from 26 countries around the world, i believe this is good thing.

Being pessimistic or optimistic does not change the reality of thing. By choosing one over the other only give you an illusion that everything is fine. The reality is Viet invaded Cambodia in 1979 and installed a puppet called Hun Sen. In 1993 UN sponsored an election Hun Sen lost an election but refused to give up power and threaten to wage another civil war. In 1997 he ordered his personal body guard to throw hand grenades on a peacefull demonstration that killed and wounded almost a hundred people. Through Hun Sen Viet able to send millions of their people to live in Cambodia and if the trend continue Khmer people will become a minority in our own land in a very near future just like Champa, Kampuchea Krom, and present Laos. One budhist monk onece said: Optimism sometime seems to be imorale than pessimism for pessimism warns us of danger while optimism lulls us into false security. In order to truely help Cambodia we must look into the reality of things and only from there enable us to solve any problem that Cambodia is facing.
