Shall Women Remain Silent?

JOINT STATEMENT
CAMBODIAN WOMEN


“A Space for Cambodian Women in Politics”

For nearly three decades, there have been significant development efforts to improve the situation of women in Cambodia, focusing particularly on living standards, education, healthcare, and the rule of law. We appreciate efforts from all in Cambodia, most especially the Royal Government, and what we ask for is more—more support and additional concrete commitments to advance women’s human rights for all Cambodian women. Government responses to women’s issues are still limited in practice, even though their rights have been discussed extensively by the authorities as well as human rights defenders and civil society. As a result, discrimination against women continues. The number of women who hold high positions is still less than that of men; only twelve percent of Cambodian parliamentarians are women. Yet, this does not reflect an increase in decision-making power. There is still a lack of freedom of expression, enforced human rights, and an equitable judicial system. Ultimately, this discourages women from pursuing politics.

As Khmer citizens, garment workers, sex workers, beer-promotion women, university students, individual advocates, community members, moto-taxi drivers, vendors, farmers, union members, teachers, government officials, and NGO staff, we share an urgent concern regarding the freedom of speech in our country. We believe in the potential that Cambodia has to become a great nation respecting equality and rights for all. Therefore, in view of our serious concerns regarding the criminal charges against Member of Parliament H.E. Ms. Mu Sochua relating to the defamation of Prime Minister Hun Sen, we must step forward. We support our sister Mu Sochua and the cause she has tirelessly dedicated her life to, human rights and particularly women and children's rights.

MP Mu Sochua is a role model offering hope and a voice to women throughout Cambodia and the world. Allowing Mu Sochua to be imprisoned will not only take away one of Cambodia’s most important political figures and human rights advocates but will also symbolically undermine the voice of all Cambodian women.

We call on the Royal Government of Cambodia to show strong commitment and take more visible responsibility in the promotion of:
  • Women’s roles and participation in politics
  • Women’s rights
  • Freedom of expression
  • A fair judicial system
We believe that to improve Cambodia as a democratic country, we must encourage women leaders at all levels, particularly as political leaders. They can provide an important model and source of hope for all women - today and for generations to come. We pray the guardian spirits of our ancestors to help our respected nation to become a country where the judicial system truly respects justice and women's rights.

We are currently circulating a petition throughout the country supporting this statement.

“Un espace politique pour les femmes du Cambodge”

Depuis prés de 30 ans, de nombreux efforts soutenus par l’aide humanitaire internationale ont permis d’améliorer la situation des femmes cambodgiennes, dans de nombreux domaines. Plus particulièrement, l’attention à été portée sur leurs conditions de vie, l’éducation, la santé, et le cadre législatif. Toutefois, nous devons nous demander combien le gouvernement royale du Cambodge a lui-même activement participé à cet effort. Les initiatives du gouvernement destinées à améliorer la condition féminine demeurent limitées, malgré les nombreux débats, colloques et réunions organisés avec les organisations de défense des droits de l’homme ou avec la société civile.

La discrimination féminine demeure une réalité profonde au Cambodge. En premier lieu, le nombre de femmes aux positions de pouvoir reste très largement inferieur à celui des hommes. Seul 12% des parlementaires cambodgiens sont des femmes. Bien que ce chiffre soit en augmentation, celui-ci ne reflète guère la place des femmes dans le tissus social Cambodgien. Le droit d’expression, le respect des droits fondamentaux et l’équité du système judiciaire manquent toujours cruellement. Ultimement, ceci représente un frein fondamental à leur participation dans le monde politique.

Nous, citoyennes cambodgiennes, ouvrières, commerçantes, prostituées, vendeuses promotionnelles d' alcool, mères de familles, représentantes d’associations, étudiantes universitaires, agricultrices, chauffeuses de mototaxis, syndicalistes, membres communautaires, officielles publiques, sommes rassemblées et unies pour protester contre le non-respect du droit à l’expression dans notre pays. Nous sommes confiantes dans le formidable potentiel que le Cambodge a de devenir une grande nation d’égalité et de liberté pour tous.

Toutefois, une des nombreuses victimes de cette atteinte au droit d’expression des femmes est Madame la Député Mu Sochua. Nous sommes très concernées par le fait qu'elle fasse couramment l’objet de poursuites par les autorités pour diffamation contre le Premier Ministre Hun Sen. Il est de notre devoir d'intervenir et de soutenir notre soeur Mu Sochua face aux menaces qui pèsent sur elle et sur sa liberté. En la soutenant, c’est également à la cause à laquelle elle a dédiée toute sa vie que nous apportons notre soutien, la défense des droits de l'Homme et plus particulièrement, celle des femmes et des enfants.

Madame la Député Mu Sochua est un modèle d’espoir et une voix courageuse pour les femmes du Cambodge. Son action est connue et encouragée dans le monde entier. A travers notre solidarité et notre contribution, nous rassemblons les femmes cambodgiennes afin qu’elles agissent et affrontent ensemble ceux qui veulent faire taire une voix essentielle pour la défense des droits de la femme au Cambodge. Laisser les autorités emprisonner Mu Sochua c’est accepter qu’une des figures politiques, considérablement investie dans la défense de la justice pour tous soit réduite au silence. C’est également accepter que les autorités bafouent le droit d’expression de toutes les femmes cambodgiennes.

Nous appelons également le Gouvernement Royal du Cambodge à prendre ses responsabilités et à démontrer une volonté concrète de promouvoir:
  • Le rôle et la participation des femmes à la vie politique de notre pays
  • Le droit des femmes
  • Le droit d’expression
  • L’équité du système judiciaire
Nous sommes convaincues que pour accroître la démocratie au Cambodge nous devons encourager les femmes à s’investir à tous les niveaux de la vie publique, et tout particulièrement dans l’action politique. C’est le devoir de chacune d’entre nous de donner l’exemple à d’autres femmes et d’entrainer ainsi les générations futures. Ensemble, nous prions l'esprit gardien de nos ancêtres pour aider notre nation adorée à devenir un pays où le système judiciaire respecte réellement la justice et renforce le droit des femmes.

At this moment, disgraced Mu Sochua and SRP stupid supporters can use USA and international community to scare to Cambodian government not to arrest her or say whatever they like but when the Court's order is expired next week, it will be different story.

When you have stepped in any country no matter what you don't like that country's law or accused it's unjust for you, but if you have been fined by the Court, you have no choice but have to pay the fine or going to jail. This is a common practice for the rest of the world. Unfortunately, disgraced Mu Sochua thinks otherwise! She wants to change the world into her own way and keen to use everything to promote her political stunt. Will the government uphold the rule of laws or allow her gets away unpunished? We will see in due course whether the law is strong or Mu Sochua is stronger than law???

It´s not the law which is "stronger" than Mu Sochur, But it´s the Court which never delivers Jústice to Cambodian people and is in the hand of the Powerful and Hun Sen.

Even Small children understand that Mu Sochuor was insulted by Hun Sen.

It´s not for this insult or personal case that Mu Sokhuor challenges the Kangaaro Court and Hun Sen, but it´s for the real Justice and for the People.

A single woman challenging a poerful monster calle Samdach..!

Support her for Breaking the silence imposed by the Monster and the CPP.

It is laughable when PM Hun Sen took legal action against disgraced Mu Sochua for defamation and won the case, but SRP and its stupid supporters have stated that the Cambodian government wants to silence Mu Sochua and other women.

The women's rights, freedom of experssion and a fair judicial syster is just their pretext to challenge to the government, but their ultimate purpose is politicised the event to gets media attention and gain cheap political score.

It´s not true. Challenge the injustice and the Monster is not to politicise the event, but it is the battle for Justice and the INSPIRATION to all khmer people to
dare speak out.

It the real combat between a woman and GOLIATH.
It´s a great valuable combat carried out by Mr Sochuo not for herself, but for the Cambodian people in general who are suffering from injústice and Dictatorship.
This combat will be written in the Cambodian History. No matter the outcome of this enequal Combat, it shows to the Cambodian people that the Corrupt Dictator will never be tranquil in his mind.

Women must have the same rights as men do. This article remines me of one sentence I found in one American magazine ten years ago. It was written, "Man says, . And woman replies,. The idea of putting women lower than men should be stopped. Perhaps it's by nature that men are created to dominate women due to the fact women are weaker in strength, but constitutionally women must have the same rights.

Khmer in Sydney CBD ignores the fact that the Court in Cambodia is a CPP's court. Judges are appointed to serve Ah Sen Khvak. The poor people go to court even though they are right, if they don't have the money to bribe, they will lose their case! IOt happen all the times,in Cambodia. So whatever Ah Sen wants his court will make sure it happens. In this case Ah Khvak wants to strip the opposition privileges and immunity and send her to jail so she cannot practice politics against his boss ah Youn who uses him as puppet. Don't iognore the big pictures. Cambodia has no inedependent court system and the constitution has been changed to serve the CPP purpose, not the people. Therefore, Cambodia is ruled by a dictatorship/totalitarian/authoritarian style, very undemocratic. Be real here. That's why MP Sochua refused to pay the stupid fee to feed the the stupid, corrupted "C"vak PEE PEE judges for ah Youn Puppet. This is an act of not giving up the principle, not defiance to the country law. It's ah Sen's and ah Youn's law, Cambodia has no law that serve her own people, only the law to hurt/harm Khmer, dude.

Yes, this is 2010, Khmer woman/lady/girl/mother must have a voice in every level of government body. Our history proved that if Cambodia is led by a lady peace and prosperity will occur. Our first leader was a girl Neak Neang Livyi. We need to change this ego-driven men out of power. They are so corrupted after hanging on to power for so many years. They become a leader to destroy, Khmer territory and Khmer unity. Time to change.
