PM: Thailand must study Cambodian Preah Vihear plan to protect national rights

BANGKOK, July 30 (MCOT online news) - Prime Minister Abhisit Vejjajiva said the country's agencies concerned must make use of the coming one year to thoroughly assess Cambodia's Preah Vihear management plan in order to protect Thailand's national rights regarding the disputed area near the ancient temple.

The United Nations Educational, Scientific and Cultural Organization (UNESCO) World Heritage Committee (WHC) on Thursday postponed discussing the plan by one year until its meeting next year in Bahrain.

The issue had been expected to be on the agenda of the 21-member heritage committee meeting Wednesday, but the group dropped the issue Thursday because the UNESCO meeting secretariat had not distributed the document to committee members six weeks ahead of the meeting as required but handed it to members less than 24 hours beforehand.

"During the coming one year period, the relevant agencies must study the Cambodian management plan to give the right recommendation to the WHC, we must study the Cambodian proposals and we must do our best," Mr Abhisit said.

He said Thailand should adhere to the 2000 Memorandum of Understanding (MoU) with Cambodia on land boundary demarcation under which both sides agree not to carry out any work resulting in changes of environment of the frontier zone, pending the survey and demarcation of the common land boundary.

The premier added that the Thai authorities should strictly observe the MoU by not letting anyone set up communities inside the disputed area.

Mr Abhisit said that he and his Cambodian counterpart, Prime Minister Hun Sen, had agreed that both sides should avoid clashes between their troops and separated bilateral relations from the Preah Vihear conflict.

The prime minister said he may meet Mr Hun Sen next month in Russia but was unsure they could discuss the matter as the Ministry of Foreign Affairs is preparing the schedule.

Meanwhile, Thailand's Border Affairs Office of security director Maj-Gen Thiwa Penketgorn said he believed Cambodia might retaliate against Thailand after failing to submit its Preah Vihear management plan to the WHC for approval.

The government must wait to see how retaliation could affect Thailand, he said.

Thai border affairs sources said the Cambodian defence ministry's permanent secretary cancelled plans to meet Thai military officers at the border town of Poi Pet after the heritage committee shifted discussion of the Preah Vihear management plan to next year.

He reportedly said the atmosphere was not appropriate for the meeting.

However, it is believed that fighting would not erupt, in part because it would affect border trade, which is important to both countries.

In 1962, the International Court of Justice awarded the temple and the land it occupies to Cambodia.

The site of the historic structure on the disputed Thai-Cambodian border has long been a point of contention between the two neighbours.

On July 7, 2008, Preah Vihear was listed as a UNESCO World Heritage site. Under the terms of the listing, Cambodia is required to submit a management plan for WHC approval.

why siem so afraid of cambodian plan if they do everything right like respect the international law, etc? it probably goes to show us they are ignorant bunches that reacts by using emotional matters over legality of it all. and they want to talk bilateral and friendship with us? how ironic and blind they are, really! why are they putting themselves in an embarrassing situation like this? maybe they are still living in the dark ages outside of bangcock!

Why Unesco postponed for next year? what different does it make? Thailand will come up with the same old shit trick! Thailand begging UNESCO to give them more time to solve border issues with cambodia? Thailand has lied to UNESCO! Thailand never wanted to solve border demarcation with cambodia....never! all they wanted is PREAH VIHEAR BACK AND THE LANDS! UNESCO people should not have listening to them!!!!

how is siem going to demarcate the borderline? if they don't use the same map as cambodia, i doubt that the demarcation is official!

Since Hun Sen was a Khmer Rouge commander, now a Khmer Rouge leader and had many of his political opponents and journalists assassinated, I wonder if he have any plan to assassinate the Thai Prime Minister (Ahbullshit Vejjajiva)?

It is the duty of the Khmer government to call on the international press to stop being mislead by Thai media namely the 'Bangcock Post' and The 'Nation' to call Preah Vihear temple as a Hindu temple. Yes it was built by Khmer Kings and people to worship the Hindu god, but by no mean it was built by Indian people. The Thai think they will get the upper hand by Calling it a Hindu temple instead of Khmer built temple.

It should however be known as:

Khmer Temple or Preah Vihear Temple.

The neighbor countries of Cambodia, Thailand and Vietnam dare to invade or start any conflict with Cambodia because Cambodia has very less population than them. As a result, small population means small army, small wisdoms and so on. One Cambodian vs. 10 Vietnamese and Thais. If Cambodian has 35-45 millions population. I bet you the Thai and the Viet will change mind not to mess with Cambodia any more. One thing they can not win with the war. Second thing if they can win, no benefit to them because Cambodian has no room for them.

It's not a good idea at all when Cambodian gov. and some NGos are trying to have Cambodian practicing birth control. In fact birth control is only good for strong countries with large population already. For Cambodia situation, with today population of only 14 millions compared to the size of our land, it is still has large room left out(empty space with huge resources) for lots more of our new born Khmer people.

Don't worry about economy to feed more citizens. I tell you what, nowadays, you try to do birth control because you want to save resources, unfortunately those allocated resources you try to save are being taken by foreigners mostly youn. Instead of letting Youn having those advantage why not letting your own Khmer enjoy them! Don't do birth control. Let the Khmer baby be born. They will help you defending the country. Reserve the empty space for our own khmer better than to fill up that space with youn and later on youn will claim Cambodia to be theirs
