Former hair dresser, Um Dinay, 19, who is an acid attack victim, passes the time at a secure shelter run by non-profit organisation "Cambodia Acid Survivors Charity" outside Phnom Penh July 7, 2010. Um, who was attacked by unknown perpetrators six month ago is receiving shelter and medical treatment at the centre. After years of indifference to a rise in acid attacks across Cambodia, authorities are drafting up legislation to restrict acid sales and to punish perpetrators. It so sad to living in the lawless Country like Cambodian. I've feel sorry for those victime people.
Mean mean people on this planet earth. Where is Hun Sen? He is a nation's leader. What are you going to do about this kind of situation? imagine this young girl is your daughter? what are you going to do about it?. Ha! In Aust, don't sale acide on the counter or any where else that can be accessible. Who ever sale it should be charged accordingly as well. Acid attack should be charge with a third degree murderer,and should be ban on selling acid.
The country of impunity has scared investors aways from the kingdom. I would really supported the law of punishing perpetrators. Time to clean up the country and move on.

Cambodia has law dealing with the propetrator using acid to attact the victim. The problem of acid attach in Cambodia is lack of enforcement and the corrupted court system. Most propetrator are rich and well connected to the top governmental officials. That is what has happen in Cambodia ruled by the dictator.
