BANGKOK, Aug 11 (Bernama) -- Prime Minister Abhisit Vejjajiva on Wednesday sent letters to the United Nations (UN) and Security Council, explaining his remarks on the Thailand-Cambodia border issue were misquoted, taken out of context and misunderstood by his Cambodian counterpart Hun Sen.
Abhisit sent the letters to UN General Assembly president Dr Ali Abdussalam Treki and Security Council president Vitaly Churkin, in response to letters sent by Hun Sen to the two presidents on Sunday.
The Thai premier said the country attached great importance to maintaining good and cordial relations with all neighbouring countries, including Cambodia, a member of Asean.
Despite current challenges in the bilateral relations between Thailand and Cambodia, the two countries still maintain close cooperation and coordination within bilateral and regional frameworks.
"Leaders and officials at all levels from both countries have maintained regular contacts and exchanges of visits, especially in the frameworks of sub-regional cooperation," said Abhisit.
Abhisit said border trade, cross-border tourism and people-to-people contacts continued unabated.
In Hun Sen's letters, among others, Phnom Penh alleged that Thailand was threatening to use military force in settling border issues between the two countries.
During the three-hour live telecast debate on Sunday, Abhisit said he would use diplomatic means in settling the border issue and the use of military force only as a last resort in protecting the country's sovereignty.
The two countries are at logger-heads over a 4.6 sq km area surrounding the Preah Vihear Temple, with Thailand claiming the disputed area is part of its Si Sa Kets Karntharalak district while Cambodia says it is in its Preah Vihear province.
The 11th century Hindu temple is located in the Cambodian territory as ruled by the International Court of Justice in 1962, and Unesco listed it as a world heritage site in 2008, which led to strained relationship as both countries claimed the disputed area.
Abhisit said the intention of the Thai government was to solve the problem of land boundary between the two countries through the implementation of the 2000 Memorandum of Understanding between the two nations.
"It is Thailand's conviction that any difference between countries shall be settled by peaceful means.
"Thailand is pleased to note the re-affirmation by the prime minister of Cambodia that it is not the policy of Cambodia to use force to settle any problem with neighbouring countries. Thailand too, has the same policy," he said.
The Thai premier said the current problem arose from Cambodia's encroachment of Thailand's territory in violation of international law and the MoU.
Abhisit said Thailand believed that only by working together on the basis of friendship and good neighbourliness, could the two countries overcome the current differences for the benefit of the two nations.
"In this spirit, Thailand remains committed to working closely and in good faith with Cambodia, through existing bilateral frameworks, including the Joint Border Committee, to achieve peaceful resolution of differences between the two countries."
Like Hun Sen, Abhisit too, requests the two presidents circulate the letters to all members of the two world bodies for their information.

Hun Sen should pay greater, serious and detailed attention on the border dispute between Cambodia-Vietnam. The Preah Vihear temple dispute involves only 4.6 sq km while along the Cambodian-Vietnam border involves more than 500% upward sq km of land dispute. These land encroachments are on-sided (always by the Vietnameses) and Cambodia always the victim, as clearly stated by Ramses Amer(http://www.dur.ac.uk/resources/ibru/publications/full/bsb5-2_amer.pdf)
Existing settlement regime either international or regional, can be used effectively to peacefully end this unnecessary and childish diplomatic conducts by both leader. While waiting for solution once for all, both country can utilize the time to engage other pressing development agenda or priorities. On the other hand, on the part of Hun Sen, he should pay close attention to initiate peaceful resolution border dispute with Vietnam. Land encroachment by Vietnam should be dealt with swiftly and with political clarity. Better centralized inter-ministerial coordination should be emphasized administratively so that Cambodian people and farmers in the bordering provinces particularly Svey Rieng, Prey Veng, Takeo, Kompong Cham and Kratie are in better or best political position to stop this land encroachment plan.
Another viable option is the application of satellite marking in demarcating political mapping geologically on disputed ground zero or the entire border can be marked.

Based on these two nations between Vietnam and Thailand, one can easily foretell the outcomes of what war will bring in these little countries.
