As the negotiations time arrived, H.E. Kruschev placed himself in front of Monique and spent his time admiring her. He told his “lieutenant”, Mr. Brezhnev, to talk to me. I obtained from the Soviet Union the donation to Cambodia of a large hospital with 500 beds, as well as a large technological institute.

In fact, H.E. Brezhnev told his main French-speaking comrades to “negotiate” with me and he did not stop admiring the extraordinary beauty of Monique.

Role of the U.S. in the Democratic Development and Reconstruction of Cambodia(1)


While the years that I served as US Ambassador to Cambodia, 2002-2005, might not have been the most historic of our 60 years of relations, they certainly saw a number of significant events; changes, not only in the nature of the relationship, but significant changes in Cambodia itself.

If I may, I’d just like to outline some of the more significant achievements during that period, with a brief commentary of the role played by the U.S. Embassy.

Please bear in mind, these events are not given in any chronological or priority order, but only as I remember them.

One of the first issues I had to deal with was the problem of human trafficking. When I arrived in Phnom Penh, Cambodia was ranked by the State Department as a Tier 3 country because of the scale of the problem. At that time, because of some of our political differences, it was felt that working directly with the police would be problematical. This is clearly an unworkable situation, as shoring up police and courts is essential to tackling this problem. Working with my country team, I set about changing that perception. First, we approached the government and outlined the problem and offered some suggestions for solution. One of these suggestions was getting a well-known NGO, International Justice Mission (IJM), to work with the Cambodian National Police to help them develop the necessary specialized skills to deal with trafficking issues. This was an unqualified success, and the very next year, Cambodia’s Tier rating was upgraded. It was not without its ups and downs – human trafficking after all is a tremendously lucrative criminal enterprise. Over 800,000 people per year are trafficked around the world, and this crime is growing even faster than drug trafficking.

Another area where we worked closely and successfully with the Cambodian government, of which I’m particularly proud, is the area of cultural preservation. We signed a bilateral agreement restricting the import of Khmer artifacts into the United States, and concurrent with the U.S. reentry into UNESCO, I was able to announce that the U.S. Government, for the first time, was providing funds for direct support of a temple restoration at Angkor Wat. The sign announcing US sponsorship is hopefully still displayed at the entrance of Phnom Bakaeng.

Cambodian-U.S. cooperation to combat international terrorism was prominent during my tenure, and led to an eventual enhancement of our military-to-military cooperation. It was with Cambodian assistance that the Thai were able to arrest JI strategist Hambali in Sukothai. When we expressed a desire to limit the proliferation of man-portable air defense systems to reduce the risk to commercial airlines should they fall into the hands of terrorists, Cambodia was the first Asian government to agree to destroy its stockpiles of these dangerous weapons. It was with a great sense of pride that I spoke at the opening of the first military-to-military training class conducted by U.S. armed forces instructors in Cambodia since the 1970s shortly before I departed in 2005. It is also now quite encouraging to see Cambodia sending forces to participate in UN peacekeeping missions rather than being a recipient country.

The U.S. supports a very active demining program in Cambodia, funding a number of organizations involved in the removal of mines and unexploded ordinance. This program has been responsible for opening up areas of the country for agriculture and development.

U.S. support for education got a shot in the arm in 2003-2004 with a Congressional appropriation of money earmarked for that purpose. In addition to support to basic education and curriculum development, we were able to reach out to previously disadvantaged Cham youth with English language training, thus improving their opportunities for study abroad.

HIV/AIDS is a global problem that has the potential to destabilize developing countries. Our program here, in conjunction with the Ministry of Health, helped to bring the incidence of infection down significantly. We also supported maternal/child health programs and improvement of clinical and laboratory services through USAID and CDC.

Our programs to professionalize the media were important to helping ensure a free flow of information and to open up media space.

We also supported programs to strengthen parliament and the judiciary.

The cornerstone of all our programs is that they were crafted and implemented according to the needs established by Cambodians themselves. I’m sure I’ve forgotten, or omitted others that many would consider equally important or significant. If I’ve left anyone or any program out, please put it down to advance age. The key message, though, is that the US has been one of the strongest supporters of democratization and development in Cambodia; we’ve had an enduring relationship for six decades. It’s had its ups and downs, as will any relationship; but I am convinced that it has stood the test of time.
