Summons to arrest a Viet citizen in Svay Pak, but a Cambodian employee of Licadho was arreted and jailed instead

Licadho accuses the authority of detaining its worker in contravention of the law

Licadho issued a condemnation on the Cambodian authority for arresting one of its workers and detaining him in jail for 3 months after accusing him of disinformation.

The condemnation was issued in a statement by Licadho that RFA received on Sunday 29 August 2010, it involves Leang Sok Choeun, a Licadho employee who was arrested and jailed by the authority after he was accused of distributing anti-government leaflets in Takeo province in January 2010.

Am Sam Ath, the technical director for investigation for Licadho, confirmed on top of Licadho’s statement that, the investigation revealed that there was not clear indication that Leang Sok Choeun was involved in that accusation, and that his detention is in contravention of the law: “The arrest summons was issued for Leang Sok Ly, aka Leang Sok Choeun, a Viet citizen living in Svay Pak, Russei Keo district, Phnom Penh city, but, they went on to arrest Leang Sok Choeun (the Licadho employee) who lived in Sen Sok district, Phnom Penh city instead. Just by looking at that, it is already against the law. So they arrested the wrong man, unlike what the summons called for.”

Leang Sok Choeun was arrested since 29 May 2010.

Licadho’s statement was issued one day prior to the disinformation sentencing of Ly Sok Choeun which will be held on 30 August 2010. Licadho stated that it opposes the decision made by the Takeo provincial court to arrest and sentence Leang Sok Choeun, even if there was no sufficient evidence found during the investigation, and that the arrest was wrong.

Licadho’s Am Sam Ath declared that due to lack of sufficient evidence and the legal error committed, he asked the court to release Leang Sok Choeun: “According to the law and the existing proof, there is nothing to charge Leang Sok Choeun with disinformation. Therefore, the court must release Leang Sok Choeun, release him from all the charges and free him immediately.”

Meas Sopheak, the Takeo provincial court prosecutor, could not be reach to confirm this case on Sunday 29 August 2010.

Under Khmer rouges era, public servants used thw word ANGKAR to jail and kill Khmers.

Under CPP government, public servants used thw word LAW to jail.

CPP members and supporters would kill Khmers, exactely like Khmer rouges, if they could, they don't dare because of international court.

If the cop arrested the wrong person why arn't licado complaint to the court that summons the arrest? Or the court is trying to be blind to?

i think in camobdia some people still abused the system by using disinformation. it had happened frequently in the past, so, this required thorough investigation so some people cannot exploit disinformation for their political party, etc... there's really is a method to the madness, stop it! on the other hand, if the report is true and honest, of course gov't will honor it. but the thing is proper authority has to look out for disinformation because there are trouble makers out there! again, only concrete evidence is counted in court, etc... hey, this is not the dark ages, really! when people learn to think for themselves, of course, they question!

The State of Cambodia is Khmer,but the CPP govt and the whole land belong to Vietnam. Khmer people have no country. This Vietnam slave govt work for Vietnam,not for Khmer people.Hun Sen treats Khmer people very bad,but in contrast he treats the illegal immigrants very nice.Licadho must speak up,dare to talk,help Khmer people. If Licadho is afraid of Hun Sen,Khmer people have no freedom at all.
