This is a dirty debt. It was unclear and not alot documents to show the full detail. Plus, the debt is from the Lon Nol regime. The US try to support the war. The war that eventually costed 1.5 million innocent lives. So the debt is very dirty.
Also, it like a very bad brother (Lon Nol) used a good named of the family (Cambodia) to borrow money from rich people (USA), and that brother fucked up big time, he never pay back the debt. Is it ok to collecting money from the young innocent brother who doesn't know anything about it? is it fair for the younger brother to pay back the debt that his brother owed? If this is me, hah, forget about it, as the American always say "mind your own business". If you the money that bad, go dig a grave yard and ask Lon Nol to pay back what he borrowed.

The more Hun Sen thinks negative about the debt, the more it shows that he is Khmer Vietcong, because everybody else knows that the American didn't intent to bomb Cambodia or Cambodian people.
