in america they paid taxes on vehicle by the annual registration fee, etc! all remork-moto, etc must pay taxes by way of vehicle registration every year, ok!
This is their strategy to cheat on these taxi drivers.
They can't pay the required tax because there are no stickers so these taxi drivers drive around in their vehicles without proper stickers and thus can be fined when stopped by the police for not having the stickers to show that they have paid their dues.
These corrupt officials are just too smart for cheating their own people!
As usual, the poorest - the 'little people' - are the most honest, law abiding citizens. They are also the most abused and cheated against.

if you study the school of thought, it is only a small group of people that rule anywhere! getting good education can help to change all of that by implementing the rule of law only! it's a long process but will greatly benefit mankind in the long haul!
