It's a shame that non of the high level government official showed up to welcome her. We're talking about the Secretary of States here, the government should fly to Siem Reap to welcome her. I bet if it is someone from Chine or Vietnam, they'd definitely be there.

Before you blame the Cambodian government, you need to know more of the situation.
Some people just want to be private and don't feel very comfortable, if some official of the Government were presented.
In this case Mrs. Hillary Clinton mights also want to be alone, first enjoy her time visiting Angkor Wat.

US is trying to catch up with China in wielding influence in Cambodia.
Among ASEAN members, Cambodia is very close to becoming a Province of China.
To be fair US has not been treating Cambodia that well either. The US has bombed Cambodia to the stone age, but barely lift a finger to help rebuild the country unlike the help the US provided to European countries after WWII, and Japan.
Further Cambodia asked US to forgive dirty debt owed by the Lon Nol gov't, but the US refused.
The US provide billions of dollars of my tax money to countries like Pakistan. Assistance given to Cambodia is just spare changes in comparison.
Sadly, I think the US has lost Cambodia to China, who despite the main backer of the Khmer Rouge's brutal regime, has hold sway over the Cambodian government through generous assistance over many years. The US has a lot to catch up.
