IRI Statement Supporting Kem Sokha and The Cambodian Center for Human Rights

STATEMENT SUPPORTING KEM SOKHA AND THE CAMBODIAN CENTER FOR HUMAN RIGHTS

“From 2002-2007, the International Republican Institute (IRI) directly supported the work of the Cambodian Center for Human Rights (CCHR) then headed by Kem Sokha. During that time, the Center was the only local organization hosting public forums around the country for citizens to discuss government policies, supporting human rights advocacy campaigns and investigations of human rights abuses. The CCHR also broadcast the Voice of Democracy radio program which was the only local independent source of news in Cambodia.

“As an organization supported by U.S. taxpayer funds CCHR was held to the highest standards of financial management and accounting practices, and over the course of IRI’s affiliation with CCHR, and its leader Kem Sokha, the Institute was satisfied that grant funds were well administered and that the work being carried out was critical to strengthening democracy in Cambodia.”

Once more, the International Republican Institute reissued its repeated attempted to sugar coating Kem Sokha's mishandling the grant funding funded by US taxpayers.
This matter is still needed the US Congress which in its duty to scrutinize how the fund was distributed and whether met the Office of General Management accounting compliance.
Obviously,Kem Sokha was not running the fund and Human Rights center per the Not for Profit whcih is necessary to be qualified according to Internal Revenue Codes in order to receive US public dollars.
Sokha has run the Organization in dual role as an its Executive and Chairman of the Board of Directors. It appeared Sokha owned and operated the organization as his private entreprise. There was NO CLEAR distinction in role play and responsibility between governance and administrative. Other word making rule and applied rules bodies operated by the same person. This is called a conflict of interest and non-transparent practice.
This is interesting how IRI tried to avoid the Congress audit and insult taxpayers intelligence.This shall remain open and be investigated by the congressional committee of appropriation and budget.
Not a surprise how the Republican screwed up both the domestic and foreign policy under the Bush.

IRI or US Congress needs solid proof of Kem Soha's corruption before they can do anything to him. However, what the Cambodian corrupted court has is the proof from Chhim Vorun who is now become a CPP's dog. Chhim gets air time radio from CPP and he barks everyday, none stop, about Kem Sokha's corruption. So IRI and US Congress can see very clearly that this law suit is a pilitical game.

Easily proves if Congress wanted it to be proved which it had nothing to do with Sokha but with IRI funding approval to an organization that was operated like a private for profit entreprise.This is where the IRS step in to see why IRI used public money to fund an organization that was not in compliance with IRS tax emxempt codes.It was not IRI money but taxes which all taxpayers could have a say there via their representatives in congress. To get Sokha impropriety is to get IRI out of complance first then the rest will follow.

Private interprise, really? Show proof to US Congress. Then they will go after IRI.

The words "Kem Sokha ran a private interprise, Kem Sokha corrupted, Sam Rainsy got money from CPP-Kith Meng, Rainsy had private meeting with Kith Meng such and such" are the words from CPP and his dogs. Then some people just repeated what they heard without knowing the truth.

Kem Sokha's corruption case started from Dr. Chhim who was upset when he was voted out from CCHR. Kem Sokha did not run CCHR as a private interprise. Intead he had less control over it. At that time internal CCHR was divided into 2 groups: Dr. Chhim's group and Ou Virak's group. They did not like each other. Ou Virak's group had more members and power in the CCHR's board. At the same time Sokha wanted to practice democracy style by using the votes. He did not want Chhim out. However, Mr. Ou and his group voted Dr. Chhim and his group out when IRI cut some CCHR's budget. Dr. Chhim thought that Sokha was behind all of these so he have tried to get back to Kem Sokha until now. Sokha did not want to say anything about this sittuation because he did not want anyone to see he had less control over his organization. Then CPP took advantage by recruited Chhim to be a CPP's dog. CPP will use Chhim to fight Sokha until the end.

US Congress and IRI doesn't want to waste American's tax in Cambodian any more but they have known the story so well. It was not corruption nor private interprise. It was a revenge and politic.

Well Kon Khmer...I think there is never a good Kon Khmer or Cambodian person on this earth to run or help the country. Alway critized from all over.

There are a lot of good Khmers inside and outside of country. But they do not know how to work together....maybe one day.....
