Cambodia PM says no one responsible for stampede

PHNOM PENH - Cambodia's prime minister said on Monday no state officials were to blame for a stampede last week that killed 351 people and ruled out resignations in the aftermath of the country's worst tragedy in three decades.

Long-serving premier Hun Sen said calls for senior figures within the government and security forces to step down were politically motivated to serve opposition parties, but he said mistakes had been made and the situation was badly handled.

"No one will resign from their positions after what happened," Hun Sen said during the opening of a new government building in the capital, Phnom Penh.

"The incident happened because of carelessness and we didn't expect this thing to happen," he added. "The biggest mistake was that we had not fully understood the situation."


The stampede caused the biggest loss of life since the ultra-Maoist Khmer Rouge's regime's four-year reign of terror in the late 1970s, during which an estimated 1.7 million Cambodians died from execution, disease, starvation and exhaustion.

The accident happened late on Monday last week when more than 1,000 people celebrating the end of an annual Water Festival on a man-made entertainment island crossed a narrow bridge. The crowd suddenly panicked and started to run.

Video footage showed hundreds piled on top of each other, screaming for help, wedged under bodies, dead, alive and unconscious for as long as three hours. Security personnel appeared disorganised and unsure of how to rescue the survivors.

The victims died mostly of suffocation while some drowned after leaping into the Tonle Sap river below.

Mystery surrounds what triggered the stampede, with varying witness accounts. The government said in a preliminary report last week the Diamond Gate bridge moved slightly under the weight of people, who thought it was about to collapse.

GOVERNMENT UNSCATHED

The death toll was 456, but that was later scaled down when officials said many bodies had been counted twice. About the same number of people were injured.

Hun Sen, whose government has promised $12,000 for the families of each victim, drew parallels with the Sept. 11, 2001, attacks on the United States under the presidency of George W. Bush, which killed 2,995 people.

"Did Bush administration officials resign following the incident in the U.S. of planned attacks that were preventable? Did New York's governor resign? Did Defence Secretary Donald Rumsfeld resign?" he asked.

Hun Sen was widely expected to absolve his government of any blame and analysts say it is unlikely there will be any repercussions for his powerful Cambodian People's Party (CPP), which enjoys a huge parliamentary majority.

Experts attribute Hun Sen's quarter-century in office to his blend of populism and cronyism and say it is unlikely the government or the judiciary will pursue any action against the CPP's influential allies among the police and business elite.

But many Cambodians believe heads should roll and say someone should take the blame for the handling of the rescue effort.

"If they had worked faster, they might have saved many more lives," said survivor Chum Srey, 30. "They must take responsibility for this, for the sake of the families."

Pov Vatanak, 27, said it was no surprise that disciplinary action would not be taken against those in charge.

"It's rare that officials will resign," he said. "It's more likely they will be promoted."

The opposition Sam Rainsy Party (SRP) said the government was "careless and incompetent."

"With the loss of nearly 400 lives and many injuries, there must be people responsible," said party member Yim Sovann.

Hun Sen has more Crimes than any other in Cambodia.
His Crimes Such as :

1)- Brought Yuon to Invade Cambodia.

2)- Created K-5 plan.

3)- Bombast in front of the old ASS.

4)- Coup D'etat 1997

5)- Koh Pich Murder

All these crimes are enough evidences for International Prosecution.

I ask all khmer to file International lawsuit against Hun Sen for his "Axis of Evil" on Khmer People. And make The CASE "OO4" for KRT. backed by United Nation.

Ah khmouch Hun should not divert the irresponsible of his govenemtn that caused the tragedy on Koh Pich Bridge and compare it to the 911 event in US.
He and his team are incapable to lead the country. They must step down don't wait until people drag them down from their seats

Concerning Koh Pich’ tragedy, there is NO one fault, I repeat ‘There is NO ones’ fault’. There were hundred thousand of people on the bridge which cause the incident. AGAIN, THERE IS NO ONE’S FAULT. DO NOT PUT THE BLAM TO THE GOVERNMENT.

You live abroad you have many options and very modernize equipment to help the people in case of emergency then our country. You can’t put the blame to the country and the government. Concerning Koh Pich’ tragedy, there is NO one fault, there were grow of hundred thousand of people on the bridge. The government do the best possible to taking care of our people, our people celebrated the water festivity and there was unpredictable to know the incident which it could happened at that time. Thus, there is no one’s fault, there is no one to blame. DO NOT PUT THE BLAM TO THE GOVERNMENT AND OTHER AGENCY.

talk about insurance, i think cambodia ought to have insurance for everything from now on because accident can happen and insurance, like car insurance, etc is for an unforeseen accident. of course, investigation is still required in order to claim the insurance because people will cheat, if they don't investigate, you know!

When one of his children died,then he would realise the impact of the tragedy.

It displays that none of citizens. life is important to him.Still he can't see the reality.

This made him a worthless leader to cambodians,but viet government.

The election result was a scam,not by his popularity.Yet it proves that with the money and CPP preparation results in 2008 election.

Believe me, this is not an accident, people. If it was created by the CPP, it would still be the Yourn doing it because they are yourn puppet. There was no stampede, but there was pure killing by cyanide, electricution, and other biological. cyanide dust spray made people fainted and felt to the ground and got step on, and some felt in to the water.

Corruption? Hell it happens in other countries too. That's what the jails are for in those countries, right?

Poverty? Well, even the Mighty US of A has people living below poverty line, right?

When are these idiotic, immature "leaders" and their supporters in Cambodia realise that 2 wrongs don't make a right? As long as this attitude prevails in Cambodia, the country will never get out of the beggar-state status that it is in. And everyone questions why the Viets and the Thais look down in Cambodians. Take responsibility, Cambodians. Vote out those irresponsible, irresponsive, greedy, spineless-in-the-face-of-Hanoi CPP politicians. You can't blame those horrible people time after time, when it is you who put them in their positions of power election after election. The blame must lie with both the perpetrators and those who put them there.

Some officials came from abroad to work in Cambodia;they are from China,Vietnam,South Korea,Europe,etc ...A lot of them went to learn,visit abroad;all of them have ears to hear,eyes to see,and brain to think;how come they don't know how to lead,to manage,or be responsible to get their jobs done.Police should know to
lead people to walk across the Koh Pich Island.Yes,they
know how,but they neglect and lack of responsibility.

Je réponds:
Un NGO's international est en cour de travailler les formalités juridiques internationales pour rendre ces personnes "complices" (dans tous domaines: corruptions, blanchiment, transfert de fonds avec leur gré,..." dans les actes de mauvaises gouvernances et au prfit du systèeme communiste que nont pas indiqués les Accords de Paris-1991. Ils vont de ce fait subir des peines et amendes face aux pays de leur deuxièmes nationalité.
