Delivering speech at a newly-constructed building for Ministry of Social Affairs, Hun Sen said "no one is deserved to be punished for this accident," but the whole of them.
He said the main cause of the accident was the "under- estimation and the carelessness to the situation."
On the last day of a three-day water festival, 351 people died and 395 others injured by the stampede occurred at Diamond Island Bridge in Phnom Penh.
Hun Sen said the water festival will be celebrated as usual in the following years despite such accident, saying it is the national event, while at the same time, the island known as Diamond Island will be developed as planned without any change.
But, he said, his government will take strong measures and all necessary precautions to avoid a repetition of the accident.
He also said the government will use the island for one of the venues for the upcoming meeting of more than 100 political parties which is set for Dec. 1-4, 2010.
The roughly more than 100-hectares of Diamond Island is being developed into residential and commercial area, now one of the most attractive spot for happy goers in Phnom Penh both day and night.
Prime Minister Hun Sen said his government was trying utmost efforts on the day of accident to help the victims on the spot and to avoid mass chaos or panic from the public gathering in the whole city on the day.
He called this year's gathering for the water festival was a " sea of people", referring the largest ever number of people in the country's history.
With 395 injured people are still in hospitals, Hun Sen expressed his apology to the victims and the people, and urged all doctors to treat them well and if necessary for those in critical condition, to send them abroad, the government will hold responsible for the cost.

These are all enough and this is just an accident. If you all keep accusing sam dech you can take the bridge to the court to bring justice for dead people cause it the bridge that cause the dead.

Hun Sen has more Crimes than any other in Cambodia.
His Crimes Such as :
1)- Brought Yuon to Invade Cambodia.
2)- Created K-5 plan.
3)- Bombast in front of the old ASS.
4)- Coup D'etat 1997
5)- Koh Pich Murder
All these crimes are enough evidences for International Prosecution.
I ask all khmer to file International lawsuit against Hun Sen for his "Axis of Evil" on Khmer People. And make The CASE "OO4" for KRT. backed by United Nation.
This will mark the beginning of the END for them (CPP)! The perished souls will continue to haunt them day, and night. The people will NOT forgive them.. simply put they will be a goner very soon. Their party is short live. Any sign of violence or mistreatment to the people of any kind from this day onward, will only escalate to further uprising of the people w/in the nature as a whole.

One of KI-Media member who has his name in Facebook as Khmer Sovannaphumi but his real name is Pang Sokhoeun, former political asylum and now living in Sweden. He always copies news from here to post in his facebook profile to promote himself, but right now, he tries to remove and blocked anyone who dares to reveal his con activity particular he tries to hide what he has cheated his wife (Sreypov Chea) by having a girlfriend (Sokunthear Sam) behind his wife back. Now, his girlfriend had run way from him after she knew his cheating.
A con man Pang Sokhoeun as well as KI-Media like to insult to the government officers who have affairs, but himself does even worse than other people. What a shame!
When one person had posted in KI-Media and accused that a con man Pang Sokhoeun is a brother of Som Ek (former Chief of Tiger's head sign guerilla, who was arrested and put in prison by Cambodian government) during that time, a cheater Pang Sokhoeun came to deny in his blogs immediately and had pointed the blame to Mr. Sourn Serey Rotha, but this time, he has bury his head in the sand because he cannot deny the truth that he has cheated his wife. Right now, all he can do is removed and blocked anyone who dared to reveal his cheating.
