SIR,
The creed that foreign aid is automatically virtuous is indeed curious (Peter Oborne, Comment, October 29). Aid can, given well, be a life-saver. But, in our experience, this blanket approach to aid-giving has been counterproductive and, in the worst cases, harmful.
We're talking not only about human rights abuses, as reported by Human Rights Watch from Ethiopia, but also the facilitation of large-scale corruption. Corruption is not just about the aid money getting stolen.
In highly corrupt, resource-rich countries such as Cambodia, aid can end up providing basic state services while allowing the incumbent government to use the country's natural resources to fund their own luxurious lifestyles. For many of the poorest countries, natural resources offer the biggest potential for wealth generation. But these resources are finite: once gone, so are those countries' economic futures.
The donor-recipient relationship needs to be more reciprocal, and donors who are handing over millions of our pounds have the right – indeed the responsibility – to ask for minimum standards of transparency over natural resource revenues that will ensure our aid money is not undermined.

Global Witness, let me tell u something. Donor countries are not crazy. In fact, they know everything about how their money is used by corrupt government. Y they continue to allow it? The simple answer is they intentionally wants less developed countries to be always underdeveloped and in conflict so that they can enjoy their economic growth and powerful forces against such countries forever. Fucking america, all westerns, and even more damn it the China & the Viet. All developed countries like the US and the west are the 21st version of the new Naxis. In fact, they are implementing Hitler's policy. That is the normal nature of superpower. Fuck them all!

The only time when I read the Vietanmese news is when the devastation and calmity hit.
I went to a lot of countries, I walked over shit--even stepped on it--yet, it did not bother or disgust me, but when I see the Vietnamese, I absolutely despise their kind.

Respect your precise view of world political stage. But everything is purely economics and domination. It's a dog-eat-dog world-only the strong survives!!! Today Vietnam is a strategics chess board between China and US in Southeast Asia, and the viet tactics to irritating China risks a very dangerous scenario that one day China will invade vietnam and reunite it back to the motherland. One Chinese general during the vietnam war said: The viet are ungrateful people.
Simon - you're hit the last nail on the coffin...I think to stay quiet long enough - I'm glad that you come out to say something directly to those foreign donors. Given aid to poor countris are necessary condition to help poor people to have at least the minimum basic need, but it is not sufficient - if the donor countries lack of their accountability to make sure that the reciepeant countries hold them accountable to the trainsparency of their foriegn aid. Otherwise, their donation is only acting as a breading ground for the dictator regime to tranghten their institutionalize bandit to robe their very own people that they suppose to take care off. In addition, aid without responsibility is only prolong the dictatorship to continue abuse and rape their country resources (human and natural resources).

how about the strike between the diplomatic aid and not just aid in general. if no aid, then no good for relations, etc! can we all think about ways to enrich and enhance our relationship with each other? we all depend on one another as we share the same planet, really!
Hay 12:23 and 12:44 am - Let me tell you - don't be blind (if Hun Sen blind, make sure that you are not blind either...no free lunch! period. The Cambodia govt. like to brack about the China donation is the give without string attached...but Chinese will build dames in upper Makong river to electricity her country - which to make sure that the lower makong - don't against China's plan. 11:23 and 11:44am - do you know how many people that depend on the Makong river? You're clueless - I hope you are not one of those people to make decision on behalf of the Khmer people (than you just put more Khmer population that are aleady distroy their life by the rigne, does don't allow China to denize the very dear lifelyhood that depend on the Mekong river!
Again, I repeat myself here - there is no such thing as free lunch! Thus, if Khmer want to have peace and prosperity for the country - Khmer people a lone have to be willing to work hard and sacrify to build the country from ground up! Should not depend on foreign's aid or this aid so call "without string attach" to ripple into Khmer nation. Simon Taylor...he is very respectable scholar and he has a long vision for ASEAN leave a long-just for Cambodia. He think for better future for all ASEAN and the neighboring countries - so don't under estimate his vision!! For that being said - I can assure you that he is able to see clearly the situation in Cambodia. Take what he said in this column and reflect on it...and to imagine as where the organize tugs will bring Khmer nation to in the next 10, 20 or even 30 yrs from now!
by the way, did you know that the word "mekong" river was khmer in origin. for example, me or mae in khmer means a female or mother and kong is an ancient khmer word adopted from sanskrit or pali to mean "water", so the two words were combined to form the word "mekong" to mean the head water of all the mainland southeast asia. and trust us khmer people, mekong river is not siem's in origin, but khmer in origin, you know! that's all!
by the way, in modern khmer language, though, we say mae teuk or tonle thom in modern khmer language, but in ancient khmer language it was known as "mekong river" of course! i bad most people who aren't khmer did not know this, did you? now you do! thank you.
