More than 100,000 government and military officials required to declare their personal assets

Anti-Corruption Unit (ACU) chairman Om Yentieng said on Wednesday, 17 November 2010 that the new asset declaration policy was the first of its kind in the Kingdom.
I hope that with this asset declaration policy we will able to show our government officials’ transparency and accountability, as well as reduce and prevent corruption in Cambodia,” he said.

Personally, I think the asset declaration required by ACU is useless unless some articles of the Anti-Corruption Law is amended esp. in the following articles:

  • Article 4. the word gift must be clearly explained and defined.
  • Articles 6, 11, and 16: These articles minimize the power of the the Anti-corruption Unit (ACU) to effectively fight against corruption. Therefore, the ACU must become an independent institution. With this, the ACU’s leaderships must not be appointed, but they must be elected like congressmen conducted at the same time during the national election. The candidates must not be affiliated in any political party and they must be voted in by a plurality system which the top winner get the chairmanship, and the next winner get the vice-chairmanship. Its budget must be independent from the Cabinet, put under its administration, and passed by National Assembly during the annual national budget session like other ministries. Furthermore, it would be viewed as more effective if the National Council for Anti-Corruption is abolished and establish only the Anti-Corruption Unit with full power to execute its mandate.
  • Articles 20 and 39: The property declaration of all government officials must not be done in top secret, but it must be declared publicly and accessible by the public.
  • Article 41: Those who provide the false information or the false allegation of corruption should be fined only in order to encourage public involvement in fighting against corruption in the country, but not to jail them.

NOTE: I hope Hun Xen will honestly declare his assets too and hopefully he won´t forget to include all his expended money for his thousands of personal bodyguards, donations to building roads, bridges, irrigation, boats, pagodas, houses, toilets, buying mosquito nets, watch, etc.

we viet nam believe Hun Sen- CPP and the last is the KING Sihanomi did a good job and a good leaders. they are working hand in hand. They are a good leaders and good followers to our instructions.

Also thanks to all our vietnamese brothers and sisters who sacrify their family to work in all level of officials in cambodia to keep it part of viet nam.

This is should be apply to all those that work in government that suppose to serve the people! The wealth that they have will show whether they are really serve the people or that they just serve themselves.

This law could show that the current govt. is just a well organize crime to still property from their people. Not only that, they institutionalize the organize crime, take lands from people with their fack law in the name of developed the country...and still land from Khmer people in broad day light...and dare to show it all to the world...this govt. is an organize crime!

Nothing will come out of that childish game of this government of traitors, robbers, thives, and human leeches. It's just a game playing to fool the fools. Where will Hun Xen, Cham Praset, Sok An, Sok Kong, and all those crooked rich government officials hide their money? The amounts of their money and property are too much and too big to be hidden.

The corruption has taken root from Hun Xen, his families, and all of his close cronies first, then it rapidly spreads out all over Cambodia--Hun Xen is the corruption breeder. If Hun Xen all of his rich cronies to declare their personal assets, Hun Xen and all of his families must do the same, no exception.

I agree with the last NOTE, that Hun Xen must be honest to declare the total spending on over 4,000 bodyguards, because he has stolen this money from the national budget. It's wrongly used for the personal purpose of protecting himself. Hun Xen is so scared a man, that's why he hires so many bodyguards to surround him everywhere he goes. Why is he so scared a dictator? Because he knows he's not likable and respectable by most Khmer people. Khmer people, you should never allow yourselves to be bought off by one watch that's worth about $5. The future of your children and yourselves depends totally on your brilliant decision. Do not cast your votes for a savage dictator who has no moral value to be your respectable leader. A vugar rustic like Hun Xen will never bring all of you to happiness and prosperity. He and his cronies own everything and you people own only sorrow and sufferance as you have seen all along.

I would rather see a first Judiciary in place before anything else and then so on. This way there is no one must be above the law. Corruption will reduce and whoever committed a crime will be charged and prosecuted by law. Stop abusing your power, won't you.

Declaring 'asset' starting with me:

I own 4 rental houses: each bring me $600.00. Each of my house cost $366,000 not yet paid off.

My monthly income $1,800: my expenses: $5,000 a month.

I am single woman, 42 years old, planning to adopt one Khmer kid, I am armed with MS degree.

Each year I spend 5,000 for traveling which is paid by my employee.

There is my asset. any question?
