You are totally wrong that peacefull country has no room for NGO organisations and only human right abuses Nation such as Cambodia to have these kind NGOs.
New Zealand is the No 3 best living Nations but we still have 100,000 NGOs. This existance of so many Ngos is to help other countries or to watch their own government to make sure that full democracy system is being restored in every government.
