Cambodia has nudged up slightly in its budget transparency, but it remains one of the lowest ranked countries in the region.
The Washington-based International Budget Partnership's annual budget survey found Cambodia's budget slightly more open than in 2008, and a more open than that of Vietnam.
On a scale between one and 100, Cambodia ranks 15 this year, up from 11 in 2008.
“Cambodia's score compared to regional countries has a very low rank, but it is higher than Vietnam,” said Chea King Song, a development manager for NGO Forum.
The average score for Southeast Asian countries was 36. Thailand scored 41, while the Philippines scored 55.
“In Cambodia and Vietnam scant information is provided,” according to the budget survey. “These are the countries that will need to quickly improve their transparency level to march with neighboring countries.”
The survey also found a weak legislative arm without enough power to amend budget proposals made by the executive branch or to hold public hearings on budget issues.
Cheam Yiep, head of the National Assembly's finance committee, called the report unfair.
“We work based on laws,” he said. “We do not keep information under the table. Cambodia works hard for transparency, public participation, effectiveness and good governance for the budget.”
Leah April, a public sector specialist for the World Bank's office in Cambodia, said Cambodia has made efforts to improve transparency in its public finances and is working to develop an information system to provide more timely information.

We should help Hun Sen and CPP to be liberated from Vietnam. Yes we can. 1979 to 1991 yuons had fully controlled Hun Sen. We killed them a lot and kicked them out. I don’t think that Hun Sen wants to live under Yuons.
We must be united. We cannot fight among ourselves as Khmers and Khmers. This is the only one theory of winning against the enemies from west and east.
Do not stand on Republic and blame King. The vast majority of Khmers in Cambodia highly respect King. That is the fact. King Sihamoni has been highly respected by international leaders from around the world. That is the fact, too. King Sihamoni is far and far better than Thai king in every aspect. He is straight and firm. No one around can manipulate him. This king is different from other king.
Sam Rainsy Party is too far to the right. This party should be moderate or more liberal. This is the way toward unity and winning for the KHMER EMPIRE.
No one is perfect. But must be one is a better leader who is able to unite the vast majority of khmers?

khmers leaders must read,share compassion and act like compatriot fellow countrymen. Actually in contrast these leader manipulete stupidity and necglecting of citizens. they hide their greedy face of power and wealth for clans for their family behind mirky treacherous ambitions. one thing sure in cambodia is leadership is be transfered to their clans' offsprings in next generation prevent them from executed by people. king family is no exceptional living on people tax and free salary from people sweat. these are parasits of 21 centuray. these stupid no race no nation desever to wipe away from motherland.from peasant
these ignorant from jungle extremely concern about politikal motives and base. they cheat, theys steal they rob everything khmer. they take in big amount, but spill out very little just enough for people to survive to fight with each for this little to become wealthy. they laugh behind stupid back of people. this isn't crasy, stupid? like dog fighting to get left-over!!! when youn outnumber, khmer no longer presence on this planet!!!!
I was told by one person that King Sihanmoni has each meal cost no more than 3 dollars. If it is true, then we may look at king as example by comparing with the rich men and women in Phnom Penh who spend their money too much in Restaurant evey days.
People in country side are very poor.

i think they need to strictly verify or supervise the very people who did the work on budgeting, etc... again, how did they do it better in america? why can't cambodia learn to adopt the good concepts from america? it's called auditing, you know!
