Constitution of Cambodia (Sept. 1993)

Chapter II: THE KING

Article 20

The King shall grant an audience twice a month to the Prime Minister and the Council of Ministers to hear their reports on the State of the Nation [Emergency! Deathly ill!].

Both King Father and King Son must have devoted considerable amount (no doubt) of their time digesting the relevant clauses in (possibly) the world's most liberal constitution and, have apparently opted to condense the entire corpus of this optimistically prepared work down to a catch phrase (and for their own prostituted consciences) a mantra to recite to all who would have cause to query their insipid, dubious conduct in the name of the Nation and the Monarchy: "the King shall Reign, but does NOT rule".

This shall be their fitting epitaph whenever they will have departed this troubled world of ours!


Almost 400 innocent subjects - most of whom young girls and children - perished only a stone's throw away from the Royal Palace at the hands of a barbaric regime, yet not a sound comes out of the Royal Compound or even the shadow of His Majesty Himself.

Note: at least, most other totalitarian states (China, Vietnam etc.) do not pretend to adhere to a liberal constitution. The CPP regime and the Cambodian Monarchy have insulted not only the Khmer people, but the entire liberal world who treasure liberty and elevate human dignity above all else.
