When the nation faces [the present!!] danger, the King shall make a proclamation to the people putting the country in state of emergency after agreement with the Prime Minister and the Chairman of the National Assembly.

The kingdom of Cambodia has a king.
The Khmer king is the king of ghost.He is not the king of Khmer people.Hun Sen is the king of kings;the Lord of Lords .The words that come out of Hun Sen mouth are sacred words.
What we see the king rights at this article;yes he has,but he can't put to use.Hun Sen covers king eyes,mouth,and ears.
