Vietnam Ministry of Planning and Investment has licensed the US$800 million hydro-electric power plant to be constructed in Cambodia, according to the ministry’s Foreign Investment Agency.
This project by state-owned Vietnam Electricity Group (EVN) is solely invested by its joint-stock subsidiary EVN International, whose shareholders include major state companies and corporations, such as PetroVietnam, EVN, and Vietnam Rubber Group.
The power plant, Lower Se San 2, is located in Cambodia’s Stung Treng province on its Se San river, a major tributary of the Great Mekong River flowing through Indochinese countries from China.
Its capacity is estimated at 400MW with an average output of 1998 million KWh per year, half of which will be sold back to Cambodia.
EVN International also currently carries out other energy projects and researches for investment in neighboring Lao and Cambodia.
Construction for the plant is to begin this year and it is expected to go into operation in 2016.

cambodia needs lots more electricity. so, any investment in creating electricity gets cambodia's support, really! wake up people! there are law and rules to live by, too, you know! it's not as bad as it sounds, ok! look around the world, ok! stop being biased and picked on cambodia only, ok!
i the west, they say sustainable development means no development at all, you know! but cambodia is in asia, so we need development so country can be like other region countries, ok! can't expect my country to stay undeveloped forever, you know!
of course, there are more to cambodia than you and i, really! and life does go on with or without you cynical people, really! in fact, cambodia could do better without these cynical, backward, outdated thinking people, etc! god bless cambodia.

With such a large investment in the land where the majority of its citizens do not trust nor do they like or love the Vietnamese people, Vietnam is quite confident that its strong grip on Cambodia politically, and for sure militarily, if necessary, through their Cambodian faithful servants as part of the Indochinese federation is unshakable and rigidly firm for a long time to come.
A new and modern way of taking over a country through economic development in the forefront, backed up by local subservient henchmen without national conscience and pride and supported by Vietnam's ready-to-use arm forces is fully at work and it will be just a matter of time before the whole Cambodia exists only in name with its whole engine serving more the Vietnamese interests at the expense of those of Cambodia.
Why would such a still poor country like Vietnam pours in so much money into its neighbouring country if it had no hope or certainty that its investment will always be secure and can reap a much more than usual benefits or return?
Cambodian government should be ashamed of itself for its inability to fight corruption and allow it to consume the whole country in which every investment is owned more or like by the foreigners, especially by foreign investors who want quick money with no regards to the future of the country.
There has been so much destruction of the forests, fish stock and other natural resources coupled with so much aid money flowing into Cambodia plus large amount of borrowed money from other countries and banks and yet the government of PM Hun Sen cannot afford to build this important power plant on their own.
Ask a foreigner to build a plant in your country and then they sell the product of their plant back to your citizens and government for large profit is a model that work in a short term, but with severe consequences in a long run.
This kind of economic model in which a government hopes for a fast development to impress the people and to gain votes and yet the country owns nothing will eventually lead to everything of value and importance in Cambodia owned by foreigners.
Is it really a true and sustainable development that will bring prosperity to every citizen in the country when corruption is rampant and does not slow down at all?
State money taken by those corrupted government officials are stored away in foreign banks for a much lower return to those individuals, but at the greatest cost of the future of the country and ordinary people they all publically profess to love and to die for.
I truly feel sorry for Cambodia and her innocent people who are continually served by selfish idiots from Sihanouk to Lon Nol to Pol Pot and last but not least to Hun Sen, the new king of our modern-day Cambodia.
