Border conflict poses more questions than answers [... but Abhisit denied any truce was signed???]

Bangkok Post
Lt Gen Hun Manet was in charge of the troops in the recent clashes as it was his chance to prove his worth. However, the heavy losses suffered by Cambodia bodes unfavourably for the deputy army chief.
The ceasefire agreement struck between Thailand and Cambodia poses the interesting question of whether it signifies the beginning of the end or the other way around. The ceasefire has been reached "pending" negotiations that many hope will bring a permanent solution to the border conflict.

In other words, the truce agreed to by the two sides with immediate effect on Saturday at the Chong Sa-ngam Pass border crossing in Si Sa Ket province is only a vehicle to achieving something permanent. Opinion may be split as some might wonder if the ceasefire marks the beginning of the end of the longstanding border hostility or whether it is the end of the beginning of the rough negotiations over the bitter border dispute with peaceful resolution from further rounds of talk far from guaranteed.

The fine print in the ceasefire agreement comes across as supporting the latter theory.

Both sides must hold their fire and not deploy more troops. Fair enough. But all these conditions could be tossed aside if the Asean ministerial meeting tomorrow does not make headway in easing the border violence.

Prime Minister Abhisit Vejjajiva and his Cambodian counterpart, Hun Sen, do not agree on some key issues, especially on a permanent ceasefire deal.

Hun Sen has said Cambodia would urge Thailand to agree to a peace deal at the Asean meeting.

Mr Abhisit insists Thailand did not start the fight and it is premature to talk about signing any agreement at the Asean meeting, a position reiterated by Foreign Minister Kasit Piromya yesterday.

With a permanent ceasefire unlikely any time soon, a renewed border offensive could be possible.

The confrontation between Thai and Cambodia is in a precarious state. Each side has deployed about 15,000 troops in the disputed area in Si Sa Ket. Heavy artillery faces heavy artillery.

The fact Hun Manet, Cambodia's deputy army chief and son of Hun Sen, came to the ceasefire table in Si Sa Ket as head of the Cambodian delegation was apparently aimed at assuring Thailand the truce would materialise. The Thai side led by army chief-of-staff Daopong Rattanasuwan expected border clashes to ease but ruled out the possibility of an immediate permanent ceasefire.

At 33 years old, Lt Gen Hun Manet, who holds a PhD in economics from Britain, has been thrust into the military leadership. He has not been widely accepted by the rank and file troops stationed in the forests along the border.

Many Cambodian troops are termed "forest soldiers" who spend much of their lives policing the borders. They are not considered by many to be well-disciplined.

Lt Gen Hun Manet may not be able to command all of them, fuelling uncertainty as to how the ceasefire agreement is practical.

Lt Gen Hun Manet was in charge of the troops in the recent clashes as it was his chance to prove his worth. However, the heavy losses suffered by Cambodia bodes unfavourably for the deputy army chief.

The Cambodian soldiers are eager to occupy the disputed 4.6-square-kilometre border area. They may look for an opportunity to launch a fresh attack on Thai soldiers who are abiding by the ceasefire agreement by staying in their positions.

Observations were made that the Chong Sa-ngam truce may be disadvantageous to Thailand.

Cambodia recognises Thailand's superior military capability. That is the reason Cambodia proposed in the ceasefire agreement that the artillery and armaments not be moved.

The ban on the construction of roads stipulated in the ceasefire also means Thailand has to suspend work on a gravel road leading to the disputed area to serve as a supply route.

Thailand welcomed the truce as the government feels that negotiations are the best option. If the fighting continued, the clashes would degenerate into war, which Hun Sen would use to justify his demand for intervention by United Nations peacekeeping troops in the disputed border affair.

If that happens, Thailand will find it hard to defend itself in legal terms and maintain its reputation in the eyes of the world community.

It is calculated that an all-out military offensive does not present a solution to the conflict. At the end of the day, the conflict will be thrashed out at the negotiating table.

However, negotiations after a war has been waged and the issue "internationalised" will work against the interests of Thailand and the country might possibly be seen as bullying its smaller neighbour.

The conflict would also heap even more political pressure on the government, which may not survive the crunch.

The Preah Vihear issue is only a sideshow that could have been resolved and arm conflicts could have been avoided, by bringing the issue to International Court of Justice at The Hague
(based on the 1962 ICJ judgement). Mr Hun Sen has tried to polarise populous opinions, and present himself as being a nationalist, which he is not by creating arm clashes with the Thai. And he has achieved that aim as a lot of Khmer people are being fooled and believed him. The pressing issue in Cambodia right now is the present of millions of Vietnamese flowing freely into Cambodia as well as the lost of our territories along the border with Vietnam in Takeo, Kampot, Svay Rieng, Kratie, Rattanakiri and Mondolkiri. Please be reminded that Nuon Kheoun’s account of “West Ward March” in his book has become a reality now as Hanoi has fulfilled uncle’s Ho dream, by controlling both governments in Lao and Cambodia.

5:37 AM,

You have hit the nail on the head when it comes to Mr. Hun Sen's ability to protect Cambodian territorial integrity and sovereignty.

You are absolutely right about the very small problem on the western border with Thailand in comparison to the much bigger, but much less or hardly talked-about problem on the eastern border with Vietnam.

Well said, 5.37AM. Hun Sen is spending millions of dollars and willing to let Khmer soliders die defending 4.6 sq km, but he is letting the Viets take hundreds of sq km without saying a word. In fact he is willing to jail those who stand up to the Viets, including those who have lost their farms to the encroachment. I guess Hun Sen thinks that eventually all 15 millions of us Khmer can move on to the 4.56 sq km and call that Cambodia. While the Viets will once again rename every village, town and city between Prey Veng and Pailin in Vietnamese. Glory to the great leaders of Cambodia!

Opinion by a Bangkok Post writer is worth a penny in my book. You have to take it for what it's worth. I really don't know what kind of weed this guy is smoking.

How can he conclude that because Hunet commanding the Cambodian Army and incurred heavy loss that prompt the Cambodian to call for a ceasefire. The last time I check both side received heavy losses. One of the credible Cambodian Commander stated that his platoons with 8 B-41 rockets fired at the same time at one of the Siem positions. He said no one survived. However, the Siem media and their officers rarely report this.
The real reason for the ceasefire was because there were pressure from both countries' casualty and also pressure from the International community including the UN and UNESCO. Not from this retard opinion.

Why do Kos Trol, sea and lands proximately over 10 000 km2 have been lost to Vietnam by who treaty? Why don’t Cambodia goverment transparencies explain to Cambodia army at front line and the whole nation about this? Why don't they include this into education system? Why?

Cambodian armies are fighting at front line for 4.6 km2 and what's about over 10 000km2 of Cambodia to Vietnam. Nobody dare to talk about it! Why? Cambodian armies you are decide the fate of your nation, Cambodian army as well as Cambodian people must rethink about this again and again. Is it fair?

Kos Trol, Sea and lands over 10 000km2 have been lost to Vietnam by who treaty at 1979 to 1985 treaty! Treaty! Cambodian army at front line as well as all Cambodian people must rethink again about these issues. Are Cambodian army fighting to protect the Cambodia Nation or protect a very small group that own big lands, big properties or only protecting a small group rather in the real name of protecting Khmer nation?

Cambodian army at front line suffer under rain, wind, bullets, bombs, lack of foods, lack of nutrition, their families have no health care help, no securities after they die but a very small group eat well, sleep well, sleep in first class hotel with air conditioning with young girls message, have super health care from oversea medical treatment, they are billionaires, millionaires who sell out the country to be rich and make Cambodian people suffer everyday as Cambodian people know already.

Who signed the treaty 1979-1985 that result lost over 10 000 km2 of Cambodia??? Why don't they transparency inform all Cambodian and Cambodian army at front line about these issues? Why don't include Kos Trol (Kos Trol size is bigger than the whole Phom Phen and bigger than Singapoor with heap of great natural resources) in education system in Cambodia.

Look at Hun Sen families, relatives; friends are billionaires, millionaires where do they get the money from if we all just get out of war with empty hands? Hun Sen always say in his speech Cambodia just get up from war, just get up from Zero with empty hands and how come they are billionaires, millionaires but 90% innocent Cambodian people are so poor struggling with living every day.

Abhisit is on the run. He is falling down. The world is watching his game. Keep 2 yellow shirts in Jail. They are the leaders of the trouble makers.

Kasit is wroung. Cease fire was singed by both, Cambodian and Thai military.

Next step, Cambodia must take border case to ICJ to defeat Abhisit and Yellow. Otherwise, the war will be continued.

Don't let Abhisit play a ping pong game.

Abhisit is on the run. He is falling down. The world is watching his game. Keep 2 yellow shirts in Jail.

Mr.ho nam hong is khmer patriot but he too old to deal with the East and the west border dispute. He and all senior gov.officials should retire now before it's too late and too hard for the next Khmer generations.
Hun Sen should replace them by young educated people, when the country facing trouble they can help with their potentials to deal with a problem.
Hundreds of audiences hardly understood what foreign minister addressed at the U.N on last s.c meeting. He has a lot of credential tools to catch fish in the international stage but the fish swim away freely from him.so sad..

Hun Sen should discus with China and with the United Nation to solve the problem as soon as possible if the time permit about vietnam's territories expansion into Cambodia land and because of their inhumane activities and lack of world order causing thousands of Khmer poor farmers, their children and their grandchildren are in danger in their daily life.

Preah Vihear issue plays perfectly into Hun Sen's hands. On the one hand, he wants to HIDE the lost of Cambodian land to the East. On the other hand, he wants to show his might. Hun Sen has been given our land to the Viet left and right and the Thai thoughts they can intimidate Hun Sen into ceding Western Cambodia to them. Although is support Hun Sen’s action to the West, it is the East that is most concerning. These two demons, East and West, have been terrorizing our country for many centuries. It’s time we do something about them both.

Siam is Siam. Preah vihear is own by Khmer built by Khmer.
Thailand used to tell the world that they are civilized nation but time proved them wrong.
They used claster bomb to fear Cambodian army. They hold many exercise near the border recently and their f16 crashed. After that their newspaper said they are affect from Khmer black magic. H ha ha. Is it the civilized country in this world?

May all the mighty god destroy the bad thai evil and leave the good thai to live with our beloved Cambodian.
May gods protect and bless our leader and armies.

Smart Khmer Girl Ms. Rattana Keo, is not a smart girl as she believed. A smart Khmer girl did not spend that much time on this blogspot-internet. She or he is just someone,

មនុស្សអង្ឡុយលើចង្អេ ហើយលើកខ្លួនឯង៕

This could be another new stupid siem trick, or a siem spy, working for Abhishit and support the Thai interest.

Between Hun Sen and Abhisit, who is the bad guy and who is the good guy?
These two guys are trying to occupy
the disputed 4.6 square km2 land and Preah Vihear Temple.
Even Thai knew that Preah Vihear was belonged to Cambodia since 1962 which the UN court voted 9 to
3 votes(Khmer 9 and Thai 3 votes?
But Thai still did not agree with
the UN court.
Is Thai greedy? Yes,indeed.
Thai took Nokor reach Plateau by force ( Nokoreach,Surin, chanthabun,Sisaket,Buriram, sangkoe kauk khan, ..etc...
which king Sisowath asked Thai to return back to Cambodia when Khmer
was under French, but French ignored what the Khmer king had been requested.French exchanged big piece of Khmer land (Nokor Raja Plateau to Thailand)got B.bang, siem Reap, and half part of Purast as Khmer has had today.
If Khmer people are brave enough and dare to die for FREEDOM,LIBERTY
,JUSTICE to live FREE from Thai and
Vietnam,Khmer must give up and quit
not to depend on Thai and Vietnam;
Khmer race can survive from these two enemies forever, but they need
UNITY,JUSTICE,VIRTUE,and MORALITY
in Khmer society.Khmer must respect the rules of good laws, but
not the jungle laws like Hun Sen
has done to Khmer people.
I HAVE NEVER HAD FORGOTTEN ONE DAY
HE SAID,"I CLOSE THE DOORS AND BEAT THE DOGS".Is he a second Pol Pot ?How come he said that to his
own race?
If Khmer people are DOGS,Hun Sen is a DOG too.
So,Khmer people WAKE UP! STAND UP !
RISE UP! AGAINST HUN SEN AND VIETNAM!
CAMBODIA is one of Vietnam like Champa,Khmer Krom, and Lao becoming
Vietnam provinces.
DARE TO DIE,KHMER CAN SURVIVE!
BE BRAVE KHMER YOUNG GENERATION!

FEW MILLION PEOPLE ON THE STREETS
NOW BECAUSE THE WAVE WIND OF CHANGE
IS COMING.

LOST MONEY, WE CAN BE REGAINED,BUT
LOST TIME,LOST FOREVER.
