The government was hardly taken by surprise when Cambodia resorted to citing the International Court of Justice's 1962 ruling on ownership of Preah Vihear as the border dispute between the two sides unfolded this week.

The ICJ ruled that the temple belonged to Cambodia, but did not determine who owned the 4.6 square kilometres of surrounding land.
Cambodian Foreign Minister Hor Namhong raised the 1962 verdict at the United Nations Security Council (UNSC) meeting in New York on Monday.
In the last paragraph of his statement, Hor Namhong said the UNSC may refer to the ICJ for interpretation of its judgement according to Article 96.1 of the UN Charter, because the 1962 ruling - and its misinterpretation - is the root cause of the conflict.
The UNSC, however, did not look closely into the ICJ's decision, instead calling for the two countries to agree to a permanent ceasefire and to allow Asean to mediate the matter.
Cambodian Prime Minister Hun Sen said on Thursday that his government would ask the ICJ to rule on the matter again.
Phnom Penh is adamant that bilateral negotiations are not the answer to the dispute and will try all means to avoid them. It prefers to take the matter back to court, because it has won there before.
Cambodia is also aware that Thailand does not favour outsiders getting involved in the border row - which is perhaps why Phnom Penh is proposing signing a peace deal witnessed by other Asean member countries.
Thailand is unlikely to agree, so the meeting of all 10 Asean foreign ministers in Jakarta on Feb 22 looks unlikely to result in a solution.
In taking the case back to the ICJ, Phnom Penh is prepared to hire lawyers who have experience fighting border disputes before the international court. But Thailand is confident it will be able to better defend itself this time if the matter does go to the ICJ.
Bangkok believes the ICJ will not hand a repeat victory to Cambodia simply on the basis of its 1962 ruling.
That the dispute has carried on ever since highlights its complexity.
If this assumption is true, the ICJ might defer its authority to the two countries to reach their own settlement, which would back up Thailand's position that no one knows the problems on the border better than those involved in the dispute: itself, and Cambodia.

why the biased media kept saying that although the ancient khmer temple was ruled in favor of cambodia in 1962, that the adjacent areas is left undecided! how ignore it that! if they look at the 1907 map, then they know very well that the whole so-called adjacent areas of preah vihear temple actually belongs to cambodia all along! the siem thugs just make illegal claim by not respecting the international law on that treaty, especially 100 years ago! how pathetic they are wanted to steal and kept stealing from cambodia nonstop like this! maybe the bias media, too, needed to be educated on the 1907 map as well! they obviously did not know what they are talking about, legally speaking, here, you know!

What Thai taught history to their student is that Preah Vihear, Sieam Reap etc. was their territory which mean they invaded Khmer Empire back then when we provide them a settlement in our Khmer Empire and when we become defensiveless take took over it, But territory doesn't mean it their land. You see Siam are Nanchao from China just like our brother Vietnam? Khmer practice buddhism, We are kind and generous that why we end up like this. How is the above statement misleading you dumbfucks running this ignorant site? In the English language, the term "hardly taken by surprised" means NOT SURPRISED. THEREFORE, the article itself is not misleading.
Why do Kos Trol, sea and lands proximately over 10 000 km2 have been lost to Vietnam by who treaty? Why don't Cambodia goverment transparency explain to cambodia army at front line and the whole nation about this? Why don't they include this into education system? Why?

It is just a small mistake in term of understanding English correctly on the part of KI Media Team.
99.99% of time KI Team understands perfectly well any English articles so you do not have to use such a very bad language to insult our own Khmer brothers.
We speak Cambodian everyday and yet we still make a mistake from time to time and nobody is perfect including you.
If KI Media site were ignorant as you have claimed it to be, then you would be even much more ignorant to come to a site that you obviously consider to be ignorant!
Khun THANIDA TANSUBHAPOL is ignorant. He does not read ICJ 1962. If he cannot read English or French ICJ's verdict. He should look for Thai version translated by Ministry of Foreign's Affair of Thailand in 2505/1962.
