[Thai] PM: UNESCO special envoy to visit Bangkok, Phnom Penh next week

BANGKOK, Feb 19 (MCOT online news) - Thai Prime Minister Abhisit Vejjajiva on Saturday said the UNESCO chief agreed with Thailand that the management plan of the ancient Preah Vihear temple should not proceed until the border demarcation is concluded and that its special envoy will visit Bangkok and Phnom Penh next week to discuss the renewed border conflict.

The Thai premier made remarks as he talked with Irina Bokova, director-general of the United Nations Educational, Scientific and Cultural Organization (UNESCO) by telephone over the tension between Thailand and Cambodia as a result of the listing of the Hindu temple as a World Heritage Site.

Mr Abhisit said the world body chief understands the situation and agreed with Thailand that the Preah Vihear management plan should not be conducted now as long as there is no conclusion to the Thai-Cambodian border conflict and clear demarcation which should be reached under the framework of the 2000 Memorandum of Understanding (MoU) and the Thai-Cambodian Joint Boundary Commission (JBC).


The UNESCO director-general will also send Mr Koichiro Matsuura, former UNESCO Director-General, in the capacity of the agency's special envoy on Thai-Cambodian dispute, to Bangkok and Phnom Penh next week to hear clarification from both sides, but will not visit the disputed border area, according to Mr Abhisit, who said he will talk with the Japanese envoy by himself.

The Thai premier stated he believes UNESCO does not want the conflict to be prolonged until the next meeting of the World Heritage Committee which is scheduled to be held in Bahrain in June. He said Thailand also urged the world agency to listen to the kingdom as it had no hidden agenda but wasconcerned about the well-being and the peace of people living along the border.

Following rumours that China and Vietnam had sent their troops to help Cambodia, Mr Abhisit dismissed the notion, saying no country wanted to intervene to worsen the situation.

As the Cambodina Prime Minister Hun Sen proposed Thailand to sign a permanent ceasefire agreement under the witness of the Association of Southeast Asian Nations (ASEAN) and the ASEAN chair, the Thai leader reasserted there is no clear detail on the matter and he still does not know how such a permanent ceasefire would be initiated.

The Thai prime minister reiterated that Thailand has never started shooting and that it has the right to protect the kingdom's sovereignty when being invaded.

We should never reward the bad guy - it is wrong. Cambodia must not and will not do anything stupid to joint management with Thailand. We know it all too well that they will eventually take over the whole thing.

No foreigners know it better than us though out our history and we ought to wait for no one to defending for our cause, not the U.S or UN. The UN is the mouthpiece of the U.S and the U.S only care for Thailand, because Thailand is its ally and customer for ammunition. Since Cambodia is not U.S' customer for ammunition the U.S and the U.N could careless, but what they care from Cambodia is, security in their homeland, to fight terrorism.

The way U.S treats Cambodia is like the way they treat the Middle Eastern countries. I wonder where is the U.S and UN's moral values?

Don't trust other than ourself.

The world is not the same as we learned or believed from the schoolbooks or from all the theories, that was writing from the people, who also protected their own interestes.

How can we expected the good leadership from the US or the UNESCO. The US government or UNESCO reacted only after their feeling and their own interest.

Thai is nothing more than a bully. Now, to save your country, the good Thai need to take your country and stire it to the right direction. Current priminister, the army, the king is not run the country for Thai benefit. Bullying Khmer is not good for Thai. There is alway cause and effect. Thai has caused Khmer a bad affect. You all should know that as Budhish. You have done us wrong, and you will be paid with un-desire consequence, that is just the way it is.

Why do Kos Trol, sea and lands proximately over 10 000 km2 have been lost to Vietnam by who treaty? Why don’t Cambodia goverment transparencies explain to Cambodia army at front line and the whole nation about this? Why don't they include this into education system? Why?

Cambodian armies are fighting at front line for 4.6 km2 and what's about over 10 000km2 of Cambodia to Vietnam. Nobody dare to talk about it! Why? Cambodian armies you are decide the fate of your nation, Cambodian army as well as Cambodian people must rethink about this again and again. Is it fair?

Kos Trol, Sea and lands over 10 000km2 have been lost to Vietnam by who treaty at 1979 to 1985 treaty! Treaty! Cambodian army at front line as well as all Cambodian people must rethink again about these issues. Are Cambodian army fighting to protect the Cambodia Nation or protect a very small group that own big lands, big properties or only protecting a small group rather in the real name of protecting Khmer nation?

Cambodian army at front line suffer under rain, wind, bullets, bombs, lack of foods, lack of nutrition, their families have no health care help, no securities after they die but a very small group eat well, sleep well, sleep in first class hotel with air conditioning with young girls message, have super health care from oversea medical treatment, they are billionaires, millionaires who sell out the country to be rich and make Cambodian people suffer everyday as Cambodian people know already.

Who signed the treaty 1979-1985 that result lost over 10 000 km2 of Cambodia??? Why don't they transparency inform all Cambodian and Cambodian army at front line about these issues? Why don't include Kos Trol (Kos Trol size is bigger than the whole Phom Phen with heap of great natural resources) in education system in Cambodia.

Look at Hun Sen families, relatives; friends are billionaires, millionaires where do they get the money from if we all just get out of war with empty hands? Hun Sen always say in his speech Cambodia just get up from war, just get up from Zero with empty hands and how come they are billionaires, millionaires but 90% innocent Cambodian people are so poor struggling with living every day.

You summed it all up there as far as this issue is concerned.

Ultimately, Bangkok cannot afford to do more than flexing its military muscle. War maybe good for the arms industry, but even the largest economy and richest nation on earth that the US was during the Indochina conflict learned to her costs as to what it meant to become embroiled in a foreign adventure.

Cambodia may have a much smaller conventional capability compared to her Thai counterpart, but she has a much deeper unconventional or guerilla experience and adaptability to turn to as a last resort even without any assistance from her allies in the region.

To be able to neutralise this kind of sporadic Thai military aggressions, Cambodia needs to invest more and quickly in her defensive/offensive logistics maneuverability, technological hardware and military intelligence.

The on-going bullying from the Thais merely indicates their confidence in all these areas above. It is a win-win scenario all round for Abhisit Vijajeeva and his increasingly embattled administration (once described as a decent guy!)who does not have military experience or education, but is in constant contact and consultation with his army Chief of Staff. Yet, that is only his personal conviction at this point in time. His tendency to play with fire and engage Phnom Penh in a game of brinkmanship could rebound adversely on him and his regime, if not Thailand as a nation.

For similar reasons, it is hard to see the Phnom Penh regime wanting to be embroiled in this war. Even Mr Hun Sen - no novice to brinkmanship himself - grasps the realities and limits of real politik and must therefore knows better than to pick on someone not his own size!

As I've stated previously regarding this issue, it seems to be moving toward unilateral decision again. Unless the new regime of UNESCO elected or appointed, the conflict will go on and go with no ending in site. This is precisely what the Siem want all along. I say to hell with UN and UNESCO why don't we start our own restoration and repairing. We are as a nation beginning to emerge as one of the fastest growing economy in Southeast Asia. My prediction 5 years from now, Siem will not be flexing their fatty muscle again. As Camobodian begin to understand how world politic works.; Teddy Roosevelt said "Walk softly but carry a big stick." We alway seek diplomacy but at the same time we would also built our military strategically.
