US, China urge restraint in Thai-Cambodian border dispute

Phnom Penh - Cambodia said its northern border with Thailand was quiet but tense Tuesday after calls for calm from Beijing and Washington following four days of clashes there that left at least seven dead and dozens injured.

More than 25,000 civilians on both sides of the border near the 11th-century Preah Vihear Hindu temple have fled the fighting since Friday. Each side has blamed the other for instigating the violence, which was sparked by the countries' competing claims to land near the temple.

Cambodian government spokesman Phay Siphan said Phnom Penh felt international pressure would help to defuse the situation.

'I think Thailand will pay high attention on that issue,' he said of recent statements by China and the US urging restraint. 'Cambodia wants peace, nothing else, so let negotiations solve this dispute.'


'Right now, it is the battlefield of the diplomats who are negotiating,' he said, referring to the mediation efforts by Indonesian Foreign Minister Marty Natalegawa, who visited Phnom Penh Monday before heading to Bangkok Tuesday.

Indonesia currently chairs the 10-member Association of South-East Asian Nations, of which both Thailand and Cambodia are members.

Natalegawa said late Monday that his aim was to prevent the situation between Cambodia and Thailand from worsening and stressed that dialogue was the only way to resolve the dispute.

'On the eve of an ASEAN Community by 2015, the guns must be silent in South-East Asia,' Natalegawa said, referring to the European Community-style economic integration ASEAN is planning. 'There is no more place for use of force and military means in resolving problems or challenges among ASEAN countries.'

On Monday, Thai officials blamed a 2008 decision by UNESCO to include Preah Vihear on its list of world heritage sites as the root of the escalating border conflict.

Phay Siphan said Phnom Penh had formally requested that UNESCO send a team to assess the damage to the temple allegedly from Thai army shelling. He said the 1954 Convention for the Protection of Cultural Property obliged UNESCO to comply.

The clash was the latest of several border skirmishes to flare up since July 2008 when UNESCO added the temple to its list of sites despite objections from Bangkok.

Cambodia wants international involvement to resolve the border dispute, but Thailand insisted that it be settled bilaterally.

In 1962, the International Court of Justice awarded Preah Vihear to Cambodia but did not rule on a nearby plot of land, also claimed by both countries. The border is yet to be demarcated.

Thailand, why are so afraid of getting international to mediate the border dispute? If you are not doing anything wrong or not guilty, then you should not be afraid - unless you are guilty. Which I think you are.

Thailand and her people are bad with respect to the temple of Preah Vihear dispute and they consciously know that.

They cannot stop wanting that temple and they know the land they now try to claim belong totally to Cambodia and that is one of the reasons why they don't want a third party in the discussion.

What do you think would happen if the Khmers who currently live in Thailand told the world that Preah Vihear and her surrounding area indeed belong to Kingdom of Cambodia, the country of their ancestors?

Thailand and the Thais should remember that they have already stolen so much land from Cambodia so it is time to stop if you want to have a good neighbour, you need to be a good one, yourself.

of course, negotiate, but make sure to have the UN security council present as mediators, etc. don't do it alone with thailand, it will go nowhere given they use their own unilateral map, they disrespect the international treaty of 1907, they show contempt of court of 1962 icj, they bully cambodia, they use cambodia as scapegoat for their own problem, etc, etc..., you know! of course, it is better and more productive to have the UN for mediators when both countries are negotiating, etc! ask thailand why they don't want the international intervention! and ask cambodia why we want international intervention and see who makes legitimate sense more! i'm sure thailand has no good excuses with the law, really, given first off, their rankling, their illegal demand, etc... cambodia onl care about legality in this case as there is no other way to resolve this without killing each other and so forth, really!

=The Siem leaders always play the blame game and they blame on Cambodia, they blame on the World Court, and they blame on UNESCO but they never blame themselves for being a fucken thief for trying to steal other country property! The root cause of the conflict is the Siem leaders choose to be a fucken thief and they choose to violating international law and their use of illegal military force on Cambodia as if Cambodian people owed these Siem thieves something from the past life!

To solve the Cambodia-Thailand border conflict once for all and the Siem leaders must choose not to be a fucken thief!

There is nothing to negotiate.
The temple is Cambodia's property. The 4.6 sqr kilometer is also Cambodia's property.
The boundary had settle long time ago.

The Thailand is the invader.
Cambodia is the suffer and the defender with her own right.


The only question is how much price do cambodia charge the Thailand for all all the damage. Thailand must pay the price!

You say like this because you are not sure whether you can win Thailand or maybe your job will be remove by Thai forces, please don't underestimate with Thai forces my friend. What you said you are hoping the Vietnam forces to help you, We Thai not afraid from you at all, but we all respect the KHMER PEOPLE AS NEIGHBORING COUNTRY and ANYWAYS WE (THAI-KHMER) HAVE THE SAME KULTURE. Look how many khmer poor people are working in our country (Thailand)if those poor Khmers dislike us why they come to us? I must think yourself, if your brain is healthy!

How many Khmer people are working in Vetnam right now, Are Thai people take your job in Cambodia but what is with Vietnam in your own land. We Thai can tell you, first Thai people than foreigners, our army serve allways for Thailand interest and people. Opposite from your site first for foreigners than own rich people and poor. We don't do like your Govt. at all. Please think twice!!!!

I understand but if US run away from war it is mean simple lost war. US had used chemical warfare in Vietnam and Cambodia. US murdered 1000 thousands of innocent Cambodians life’s including babies, young kids, women, pregnant women, men, elderly... during at that period by B 52, chemical warfare. US must be a world lead who must take fully responsible for war crime against humanitarians and human right, if there is a real justice system is have.

Please America find justice for Cambodians people that US army murdered at that time. Where are human right group, united nation, and world court for that??
