The Criminal Court on Friday issued an order allowing the extradition of a British man to Cambodia to face trial on rape charges.
The case was filed with the court by prosecutors of the International Affairs Department in response to a request filed by Cambodia through the Foreign Affairs Ministry and the Royal Thai Police Office.
The court found that David John Fletcher, 65, was arrested and charged with rape in Cambodia before fleeing to Thailand where he was arrested for immigration offences in August last year.
Fletcher denied the rape charges, saying that he had been in conflict with a group of influential people in Phnom Penh since he did not cooperate with them in a money-laundering scam.
He said he fled to Thailand because some of those who did not cooperate with the group had been killed.
The court ruled that Fletcher's claims carried no weight and ordered that he be detained before being extradited to Cambodia under the Thai-Cambodian extradition treaty and the Thai-Cambodian Extradition Act of 2000.
Fletcher headed a children's charity in Phnom Penh before his arrest.

I offered to Mrs:SivNgeng Ung free of charge provide accommodation & food during her 3 months stay in Australia. I informed her ( Mrs:SivNgeng Ung ) that her Visa did not have work rights but she insisted on going to work in year 2004. In the year 2005 I helped Mrs:SivNgeng Ung once again to apply for visitor visa to visit Australia and I wrote support letter once again. She was been approved Visa by Dandenong Australian Immigration Office & Mrs:SivNgeng Ung she arrived in Melbourne Australia in around August / September 2005.
A few days of Mrs:SivNgeng Ung arrival in Melbourne Australia, I took her to Sydney State Australia for a few days. After we returned back from Sydney Australia I spent over $3000 Three Thousand the Australian dollars for repair my car. After returning from Sydney I warned Mrs:SivNgeng Ung about her visa did not have work right, but she still insisted on working at the Asparagus farm. At the end of October 2005 I had a bad dream. I dreamed that my petrol tank was leaking until it was emty. I told her Mrs:SivNgeng Ung not to go to work for fear of caught and that would cause a lot of problem for her because Mrs:SivNgeng Ung visa does not allow her to work. She told me that she needed the money. I told Mrs:SivNgeng Ung that I would borrow $1400 / One Thousand & Four Hundred dollars form friends to help her out for 2 weeks, but Mrs:SivNgeng Ung doesn’t listen and went to work as usual. On date 4 November 2005, Australian Taxation investigators & Australian Immigration investigators & Victorian Melbourne Australia Police Officers and Australian Centrelink investigators conducted a raid on those farms workers. Mrs:SivNgeng Ung was caught in the raid. At that time Mrs:SivNgeng Ung accused / blamed me of informing the Australian authorities / Australians Government

Her children’s names are Mr:Leang Hout Tay & date of birth:11-9-1992 and Miss:Kim Guech Tay & date of birth:15-10-1996.
Mrs:SivNgeng Ung told my family on the front of my children that in Cambodia now a lot of bad peoples more than good peoples and don’t trust anyone & other peoples, I ( Mrs:SivNgeng Ung ) also told me that, hope you ( Mr:Chung Hak Gov ) only trust me ( Mrs:SivNgeng Ung ).
Mrs:SivNgeng Ung also invite my family to stay at her house, but my children not interesting to stayed at Mrs:SivNgeng Ung house during holiday, during my holiday in year 2007 that time Mrs:SivNgeng Ung introduced me to know her cousin sister Mrs:Heav Ung, Mrs:Heav Ung’s Cambodian husband & Mrs:SivNgeng Ung and I went to seek help from a traditional Doctor that can perform black magic spell and psychic, because I wanted to know whether my late eldest brother he’s that passed away in 2003 have been reincarnated as yet. After I returned from Cambodia, Mrs:Heav Ung & I kept in touch by phone and letters & we regarded each other as friends.
On 18 January 2008 I went to holiday in Cambodia. On the day of my arrival in Cambodia, I called Mrs:Heav Ung to inform her of my arrival. We made a time to meet at SORIYA Supermarket / Shopping Centre to eat hamburger. After we ate we both went to Central market to bought shorts. After the market Mrs:Heav Ung invited me to her house which was near the Asia Hotel I was staying that the time. When I arrived at Mrs:Heav Ung’s house I was introduced to her Aunty & cousin’s sister & her few children by Mrs:Heav Ung. I sat for about one hour at her Mrs:Heav Ung place and I bid them good bye. Mrs:Heav Ung accompanied me down stair & I rode the Motor Bike to Mrs:SivNgeng Ung’s Mother in-law house where the ran a business as Tay Hok Lay Glass Cutting at 117, Street No217, Sangkat Orussey 3, Khan 7 Makara, Phnom Penh Cambodia.
That was the only I met with Mrs:Heav Ung, because I was on tours to Thailand & Hong Kong
In fact she already has a husband & living together with her ( Mrs:Gin Ung ). I have met with Mrs:Gin Ung husband in person. Mrs:Gin Ung has mislead the sponsor to the the Australian Immigration department & Australian Embassy Office in Cambodia. Her real intention was to gain permanent resident for herself and children. Her current husband name’s call Mr:Mat second brother in-law Mr:Kim Eang Ung & Mrs:SivNgeng Ung is an former Vietnamese Army officer & he ( Mr:Mat ) is a professional hit man. Mr:Kim Eang Ung told me that this second brother in-law name’s Mr:Mat threatened to the girl whom sponsor him ( Mr:Kim Eang Ung ) as husband to Melbourne Australia that he would kill all her ( girl whom sponsor sponsored Mr:Kim Eang Ung family ) in Cambodia if that girl did not tried to get Mr:Kim Eang Ung out form Cambodia. In 2005 I took out Five Thousand Australian Dollars loan from my master card to help Mr:Kim Eang Ung bought his first car as he asked me to lent him Five Thousand the Australian Dollars.
Mr:Kim Eang Ung elsdest sister have two children in New Zealand. All of Mrs:SivNgeng Ung’s previous application were all fraudulent. Mrs:SivNgeng Ung’s husband Mr:Tay Kouy, Mr:Tay Kouy & date of birth:6-7-1965. In 2005 Mrs:SivNgeng Ung applied for a visitor together with her husband Mr:Tay Kouy. In the application they did not disclose all family members on both side to the Australian department of Immigration & the Australian Embassy in Cambodia, but mislad the Australian Immigration & Australian Embassy to believe that Mr:Tay Kouy was the only sole survival of his family member. In fact all Mr:Tay Kouy siblings, eight all together are still alive and his parents were still alive. His Father only recently passed away early 2010.
In year 2007 Mrs:SivNgeng Ung to ask me to help her to find an assassin to kill all of her husband Mr:Tay Kouy family side.
These photos were given to me by Mrs:SivNgeng Ung personally and Mrs:SivNgeng Ung did not get along with her husband Mr:Tay Kouy side of the family. Because of this reason I told Mrs:SivNgeng Ung that I cannot cancel my travel plan. When I arrive in Cambodia on 22-3-2010. On 25-3-2010 I invited both Mrs:SivNgeng Ung’s children namely, Mr:Leang Hout Tay & date of birth:11-9-1992 and Miss:KimGhech Tay & date of birth:15-10-1996 to visit Australia. They were both refused a visa by the Australian Embassy Office in Phnom Penh Cambodia due to the fact that their Mother Mrs:SivNgeng Ung was detained in the Australian Immigration Detention Centre in Melbourne Australia from date 4-11-2005 to 22-11-2005. After I lodged to the Application for a
Visitor Visas for both the children I then went on my way to China on a tour. At that time the Australian Embassy invited the children and their Father Mr:Tay Kouy for an interview. Mr:Tay Kouy answer to the Australian Embassy staff that he’s known me since in the Khao I Dang Refugee Camp in Siam as today was known by Thailand before I migrated to Australia. But I never knew him beforehand and Mr:Tay Kouy was never in the Khao I Dang Refugee Camp &
any other Camp in Siam as today was known by Thailand. I had no idea why he lied to the
Australian Embassy.
One day before the date 10th of April 2010, I was in the car with Mrs:SivNgeng Ung and her husband Mr:Tay Kouy from their place 43C, Street No ( Sony 36 ), Sangkat Toek Thlar, Khan Sein Sok, Phnom Penh Cambodia and then to their business address TAY HOK LAY

I responded, do to Mr:Tay Kouy have over $10000 American dollars to pay bribe / fee to your ( Mr:Tay Kouy ) mental dog idiot brother in-law Mr:Kim Eang Ung in Australia? At that time Mrs:SivNgeng Ung wife of Mr:Tay Kouy asked me where you ( Mr:Chung Hak Gov ) got the evidence to say such a thing. I ( Mr:Chung Hak Gov ) told both of them that if you ( Mr:Tay Kouy & Mrs:SivNgeng Ung ) want evidence when I return to Australia on May 2010, I will see a lady in Springvale Melbourne Australia to record her ( that Lady ) voice to see what she ( that Lady ) has to say about the conversation mental dog idiot Mr:Kim Eang Ung Mr:Tay Kouy brother in-law has said with me and overheard by other two people about his ( Mr:Kim Eang Ung ) demand for money from his sister Mrs:SivNgeng Ung wants him to sponsor her ( Mrs:SivNeng Ung). Mr:Kim Eang Ung even commented only care about the hair on his head nobody else even his sister Mrs:SivNgeng Ung. At that time I thought she ( Mrs:SivNgeng Ung ) must have lost face with her husband is Mr:Tay Kouy by that comment and I suspect that she ( Mrs:SivNgeng Ung ) was afraid that I would expose her affairs with other men in Melbourne Australia, which I think she used as a motive to frame me for the crime I did not commit back in 2008. Mrs:SivNgeng Ung conspire with her cousin Sister Mrs:Heav Ung that I raped her ( Mrs:Heav Ung ) on the steps of her ( Mrs:Heav Ung ) house at 221, SANGKAT ORUSEY 4, KHAN 7 MAKARA, PHNOM PENH CITY CAMBODIA. This is completely false, because Mrs:Heav Ung has had multiple men in her life and she is quite unattractive to me. If I wanted someone, all I need to pay is $500 USD / Five Hundred American dollars, I could have anyone younger I like and that person would be escorted to the Hotel in privacy for my pleasure. It doesn’t make any sense for me to rape an old and unattractive lady if I can have anyone I wish for $500 USD / Five Hundred American dollars.
After I had lunch with Mrs:SivNgeng Ung at her Business address #117, Street No217, Sangkat Orussey 3, Khan 7 Makara, Phnom Penh Cambodia at around 1pm on date 5-5-2010 civilian dressed Cambodians cruel Vampire Police men, there were three of them ( Cambodians cruel Vampore Police Officers ). They ( the Cambodians cruel Vampire Police Officers ) approached me and asked me to go with them ( the Cambodians cruel Vampire Police Officers ) to the Phnom Penh Principal Police Station for questioning. When I arrive there, three cruel Vampire Police Officers pointed their guns at me as they asked my name, and I replied in my Chinese name Mr:Gov Chung Hak and asked my age and I told them ( the Cambodians cruel Vampire
Police Officers ) that I am 48 years old and asked my current residential address in Cambodia. I stayed at Mrs:SivNgeng Ung house at 43C Street No ( Sony 36 ) Sangkat Toek Thlar, Khan Sein Sok, Phnom Penh Cambodia. They asked me if I knew Mrs:Ung Heav, she alleges that you ( Mr:Chung Hak Gov raped her ( Mrs:Heav Ung ) on the steps in 2008. I responded to them ( the Cambodians cruel Vampire Police Officers ) that I did not rape that lady. They ( the Cambodians cruel Vampire Police Officers ) said if you ( Mr:Chung Hak Gov ) did not rape her ( Mrs:Heav Ung ) why did she ( Mrs:Heav Ung ) file for a complaint about you ( Mr:Chung Hak Gov ). I said to them ( the Cambodians cruel Vampire Police Officers ) that it was up to her ( Mrs:Heav Ung ) to make complaint about me, I can’t stop her form doing that. I also said that I cannot to something that I did not commit any rape. After they finger print me I asked for a copy of the report but they ( the Cambodians cruel Vampire Police Officers ) was refused to give me a copy. I did not fully see the full content of the report and I never make any admission I raped that girl ( Mrs:Heav Ung or Mrs:Ung Heav ), but I suspect that the report might have been altered to incriminate me. I was detained by the Cambodians cruel Vampire Police Officers at the Phnom Penh Principal Police Station. The first night of my detention the Chief of Police said to me by Mobile Phone that I should treat all the police Officers at the Police Station with food and beverages. I told the cruel Vampire Chief police that I haven’t committed any crime why they ( the Cambodians cruel Vampire Police Officers ) want to detain me and I did not asked to be detained and guarded. It’s the Police that wanted to detain me. on the first night I overheard the Cambodians cruel Vampire Chief police men talked on the loud speaker, that the Migrante ( Mr:Chung Hak Gov ) they ( cruel Vampire Police Officers ) will give another half by Mrs:SivNgeng Ung as Mrs:SivNgeng Ung paid corruption to the Cambodians cruel Vampire Police Officers at the Phnom Penh Principal Police Station, if everything went as planned.
On date 6-5-2020 I borrowed the phone form the cruel Vampire Chief police to call my nephew and I told him my nephew that I am being detain at the Phnom Penh Principal Police Station. I
spoke to him my nephew for about 1 minute as the Chief cruel Vampire Police allow to spoken, then he my nephew came to seen me straight away. He my nephew had to pay $30 USD American dollars bribe / Corruption to the cruel Vampire police Officers before he my nephew could seen me on each visit. I requested to the Cambodians cruel Vampire Police Officers to write two letters, the first one was to inform the Australian Embassy about my situation, but the cruel Vampire Chief Police Officer refused my request to write to the Australian Embassy. The other letter was to cancel to a tour to Hanoi Vietnam. This they ( the Cambodians cruel Vampire Police Officers ) let me write. At that time I wrote in English. I was asked by the Cambodians cruel Vampire Police Officers why you ( Mr:Chung Hak Gov ) wrote in English not wrote in Khmer / Cambodian language, but I told them ( cruel Vampire Police Officers ) that I live in Australia longer that I live in Cambodia. The real reason is that I did not want them ( the Cambodians cruel Vampire Police Officers to know that I’m writing to authorize / giving permission to my nephew to inform the Australian Embassy about my imprisonment at the Phnom Penh Principal Police Station.
On date 8-5-2010 around 7am I was transferred from Phnom Penh Principal Police Station to Phnom Penh Prey Sor Prison in Cambodia.
When I got to gate 4 and 5 they handed me the Prison Uniform. When I got to Building A room 23, it measures 5 metres square and there were 21 inmates / Prisoners, included those with aids, TB and hard criminals, like murderers and robbers all in the one room. I was in there from date 8-5-2010 until 19-6-2010. During my stay in the prison had meals with a few other inmates / Prisoners including one Vietnamese Canadian Citizen name’s Mr:Ho Tuan Ngo as the same Surname of my Gov Surname of Chinese dailet just pronunciation difference. He ( Mr:Ho Tuan Ngo provided me with 4-5 days meals, because I did not have any money when I was send by the Phnom Penh Principal Police Station to Big Prison was been call ( Prey Sor Prison ) in Phnom Penh Cambodia. Afterwards, I asked my nephew to send money for me living expenses. It’s very costly than in Springvale Melbourne Australia in Prey Sor prison, one hundred dollars usually last only for 3 days or 4 days if that week spend less. The prison guard also expects bribe / Corruption everytime my nephew sent in some money and everything is very expensive. I spent around $2700 USD / Two Thousand & Seven Hundred American dollars during my stay in prison from date 5-5-2010 to date 19-6-2010.
Mr:Kim Eang Ung and his sister Mrs:SivNgeng Ung both of them always blamed me again & again.
When I was incarserated I was subjected to very poor hygiene. I had to shower and bath my slef with contaminated water filled with cow manure. I heard that this Prey Sor Prison in Phnom Penh Cambodia received aids from Australian Government / organization, why is the condition still not improved. The food they sold there was all very bad for health all saturated with fat and the rice is of very poor quality. Everyday we were served with unhygienic food everyday. We were subjected to eat very poor quality and cheap food. All the money the received aids were shared between them.

Before I was released from the Phnom Penh Cambodia Prey Sor Prison the Australian Embassy Staff Delgate went to asking Mrs:SivNgeng Ung’s to ask her to hand over my passport back to the Australian Embassy Office, but she ( Mrs:SivNgeng Ung ) refused, because she ( Mrs:SivNgeng Ung ) demanded a letter or document from the Phnom Penh Cambodian Court before she ( Mrs:SivNgeng Ung ) agree to hand over my passport. The Embassy Staff Delegate went to the Phnom Penh Cambodian Court to make enquiry, but the Court staff said it was not in their jurisdiction to issue such letter as when I was detained they did not confiscate my passport and it was not in my possession at the time when the arrest took place. When I was released from Prey Sor Prison in Phnom Penh Cambodia on date 19 June 2010, Mrs:SivNgeng Ung was not aware of my release. After I was released from Prey Sor Prison in Phnom Penh Cambodia, I went to a friend house to stayed there and don’t let anyone know where I stayed, the Australian Embassy staffs to go and fetch my passport from Sangkat Orussey 3, Khan 7 Makara Police Station in Phnom Penh Cambodia. I got my passport back on 23 or 24 June 2010, but when my nephew and niece was going through my things they came a damning poem about Hun Sen the Cambodian Prime Minister. In the letter it states that Hun Sen has been Vietnamese slaver from 31 years. I had no idea about the poem, but Mrs:SivNgeng Ung
pretended to act surprised when she ( Mrs:SivNgeng Ung ) saw the poem. At that time I thought that in her ( Mrs:SivNgeng Ung ) quest to kill me had cooked up another plot to keep me incarserated for life and this type of crime if found guilty could get me killed.
On 25th June 2010 I went to wait for my flight Silk Air / Singapore Airline at Porchentong / Phnom Penh Airport in Phnom Penh Cambodia, but I was 20 minutes late and the Silk Air / Singapore Airline had already left the airstrip, so I had to pay an extra $700 USD / Seven Hundred American Dollars to bought ticket from Thai Airways one way to return back to Australia. If I don’t leave Cambodia on the same day I may not have survived, because that she ( Mrs:SivNgeng Ung ) would do everything she ( Mrs:SivNgeng Ung ) can to eliminate me from this earth.
I also bought a land jointly with Mrs:SivNgeng Ung but she ( Mrs:SivNgeng Ung ) schemed to take over my share. I suspected that there may be a number of people in Australia and Cambodia that conspire to harm me. And Mrs:Muy Ly Lim also promised me that she not planning to cheating and playing plotted to her husband Mr:Pen Kien Ly & his date of birth:22-12-1952 money, but at the end Mrs:Muy Ly Lim cheating and playing plotted to her husband Mr:Pen Kien Ly more than One Hundred Thousand Australian Dollars, so after she break her promised to me.
A few days before I was incarserated Mr:Seng Kuang Ko also warned me that if I don’t listen to him I will regret it. Mr:Seng Kuang Ko also told my wife that do I have $20,000 / Twenty Thousand American dollars to compensate Mrs:SivNgeng Ung or not. My wife said that there is no money and she did not believe that I commit such a crime, such as raping someone. When I was in Prison Mr:Seng Kuang Ko told my sister in Australia, if someone was to do him the two houses would not be enough to compensate them ( the Australian Government. The is why I came to the conclusion that Mr:Seng Kuang Ko was also behind the plot, which caused me to be incarserated in Cambodia Prison and Mr:Seng Kuang Ko also told my sister that, even if I am reporting about Mrs:SivNgeng Ung & her date of birth:1-1-1972 to the Australian department of Immigration Mrs:SivNgeng Ung family still have chance to come to Australia,

, but people only points their fingers at me when there is something going on. They just assumed it was me, so I was blamed for many things I did not know about. I help the community / Cambodian Community in my own capacity and I don’t time for any other things.
Mrs:SivNgeng Ung had threatened me again and again that she know where all my family live. I even recorded her voice as saying it, Mrs:SivNgeng Ung continued to tarnish my reputation by repeatedly making stories and lies about me. I never forced myself onto her, She ( Mrs:SivNgeng Ung ) gave herself ( Mrs:SivNgeng Ung ) willing to me in Australia to try to entice me to follow her evil plot, but I refused. The other reason is that she did not want her ( Mrs:SivNgeng Ung ) husband to find out the truth about her ( Mrs:SivNgeng Ung ). After I returned to Australia on date 26-6-2010, Mrs:SivNgeng Ung got the Cambodians cruel Vampire local police Officers to keep watch of all the movement around where my niece and nephew & Mother residence. My elderly Mother also lives there. This made them very scared of the authority / Cambodians cruel Government staffs. I believe Mrs:SivNgeng Ung has connection high up among the high ranking Government officials.
After my released in year 2010 there was a Court hearing in Cambodia, Mrs:SivNgeng Ung went to Court and told the Court that I assaulted her and mutilated private body partsas cunt and she was expelled from Court by the Judge and escort her out from Court for disrupting the peace.
While I was incarseratd in Cambodia, Mr:Kim Eang Ung told as big mouth other people that I was guilty of the alleged crime of rape, which I was never convicted. I am a law abiding citizen. But Mr:Kim Eang Ung and his sister Mrs:SivNgeng Ung plot to destroy me was relentless. Mrs:SivNgeng Ung will do any harm comes to any members of my family in Cambodia and in Australia, I don’t want to do anything outside the law, I am very conscious that I am a good person and I have nothing to worry about.
When I was in Cambodian Prey Sor Prison / jail I asked the Australian Embassy worker in Cambodia to contact Mrs:SivNgeng Ung to collect my passport, as during time in Cambodia I spent sometimes stayed at her home, and my passport was at Mrs:SivNgeng Ung home when I was arrested. But when the Australian Embassy worker in Cambodia contacted her, Mrs:SivNgeng Ung replied to the Australian Embassy staffs that she needed to contact her brother Mr:Kim Eang Ung in Australia first, before it can be handed in to the Australian,

I have heard that Mr:Kim Eang Ung have spoken and asked for a favor from the Buddhist monk Venerable:Peo Liv to write him a letter to confirm about his character as a good citizen that he was not involved in any criminal activities or anything, but unfortunately Mr:Kim Eang Ung was rejected by the head of the Buddhist monk Venerable:Peo Liv at DHAMARAM BUDDHIST TEMPL INC 53 BALMORAL AVENUE, SPRINGVALE VICTORIA 3171 MELBOURNE AUSTRALIA.
Mr:Kim Eang Ung received an intervention order from the Court at Dandenong Melbourne Australia handed to him by the Australian Victorian police that Mr:Kim Eang Ung has to stay away from my home and family at 200 metres. Mr:Kim Eang Ung knew that I sued him, that was why he went straight to the DHAMARAM BUDDHIST TEMPLE INC at 53 BALMORAL AVENUE, SPRINGVALE VICTORIA 3171 MELBOURNE AUSTRALIA at about 10-30pm, because during daytime I sometime stay at the temple helping the community and visit the head monk of the temple he is too afraid and shame to meet me. I am a treasurer of that temple.
May be he Mr:Kim Eang Ung pay the witness to answer what he needs so that he can get away from this crime. I know this person well because he used to live with me and also when he applied to Australia he did not make an appropriate application, so I helped him ( Mr:Kim Eang Ung ) until Mr:Kim Eang Ung got accepted to live permanently in Australia. Mr:Kim Eang Ung witnesses do not live with him 24 hours a day not like when he lived with me. I know what he is doing and I am also helped Mr:Kim Eang Ung on the pass as well. For example, when he Mr:Kim Eang Ung sponsored his sister Mrs:SivNgeng Ung to visit Australia during 2004 / 2005 he charged Mrs:SivNgeng Ung around $4000 American Dollars. When Mr:Kim Eang Ung married to the girl whom was sponsor him and he has to borrow his second sister Mrs:Gin Ung of $10000 to pay to the girl fee the person sponsor him as husband not genuine for sponsoring him. But the money came from the young sister Mrs:SivNgeng Ung to repaid to their second sister Mrs:Gin Ung, Mr:Kim Eang Ung and Mrs:SivNgeng Ung second sister Mrs:Gin Ung When Mr:Kim Eang Ung knew that the money was belong to his younger sister Mrs:SivNgeng Ung, he deducted $4000 American Dollars from the sponsorship that he sponsored Mrs:SivNgeng Ung to visit Australia twice. Then after Mr:Kim Eang Ung paid his sister Mrs:SivNgeng Ung of those $6000 Six Thousand American Dollars. But during mid 2008, he had problem with his sister Mrs:SivNgeng Ung probably about the money in regard to cost of the sponsorship, as Mr:Kim Eang Ung was trying to sponsor last remaining sister Mrs:SivNgeng Ung, but the plan was not going a head because they were negotiating about the money and it was not enough. Also Mrs:SivNgeng Ung was detained by the department of Australian Immigration for working illegally, as Mrs:SivNgeng Ung visa was not allow to work in Australia from date 4th November 2005 to date 22nd November 2005. Then Mrs:SivNgeng Ung was deported back to Cambodia.
On 24-12-2008 Mr:Kim Eang Ung called me to contact his sister Mrs:SivNgeng Ung in relation to cost of the sponsorship. Mr:Kim Eang Ung told me that the cost would be over $10000 Ten Thousand American Dollars for sponsoring his own sister Mrs:SivNgeng Ung, but if Mrs:SivNgeng Ung does not have that much $6000 Six Thousand American Dollars would be O.K.
In this case it is all about the money that this sibling having problem with, and at the end of the day it all came back to me for the blame.
I came to Australia since 24th March 1987 I have never met or having such problems like this. This is the first sibling that I have ever known and helped them so much that I could have never imagine that they bring all the problems and trouble back to me. These people Mr:Kim EangUng and his sister Mrs:SivNgeng Ung and another cousin Mrs:Heav Ung of him ( Mr:Kim Eang Ung ) involved in the criminal activities back in Cambodia when they set up with other corrupted cruel Vampire Police officers in Cambodia to arrest me for a made up stories which I did not committed at all.
After I have released from jail in late June, then in July 2010 the Apsara Khmer Magazine in Cambodia was issued that I committed the crime of sexual harassment and raped Mrs:SivNgeng Ung at the jack fruit farm and at her home, the house that I lent the money to Mrs:SivNgeng Ung to bought it. But back in 2005 I already have fuck relationship with Mrs:SivNgeng Ung & I slept with and had intercourse in my Tarago van in Melbourne Australia. How could Mrs:SivNgeng Ung say that I raped her in Cambodia, as know that Mrs:SivNgeng Ung is very ugly and not pretty at all and all the Newspaper and Magazine and cruel Cambodian Government staffs in Cambodia, if you pay / paid bribe to them, they can do anything, id in Australians Newspaper or Police Officers they will following up / Investigating, and in Cambodia there are plenty of young and beautiful girls and cheap as well, why should rape this type of girl? I really regret for helping this siblings both Mr:Kim Eang Ung and his sister Mrs:SivNgeng Ung, and I should have never ever help them from the beginning.

When I am back in Australia I met few girls who is living temporary and their Australian Visa expiry or living in Australia by illegal in Australia and also pregnant some girls pregnant 8 months, their visa is expired and asked for my help. I was afraid and worried that I could follow my old footstep again. I feel that I don’t want to involve in any community especially in Cambodian community ever again. When I was in jail I almost die. is the first time I beg all the Australians government to get the intervention order and or to carry 2 knife to protect myself and my family.
If intervention order cannot be accepted and to carry 2 knife is not acceptable for me to protect myself and my family, then can I request from the Australians Government can ask a police officer to protect me and my family 24 hours and 7 days per week. I don’t think this is possible but it is worth trying to ask. Because since I was arrested and in Cambodian jail it was a nightmare and hell for and my family back in Australia, I always think that I will never be able to make it back to Australia. I thought I’m dead already, because it reminded me when I was about twelve or thirteen years old that was when my father die, then when I was in jail I thought to myself that this would happen to me because my eldest son is also twelve years old. All my family have been separated since 1975 until recently we have been able to locate each other. This was a horrible experience I ever have.
Also almost the whole Cambodian community within Victoria Australia knew about Mr:Kim Eang Ung married to the girl whom sponsor him just to get a permanent visa to live in Australia. But nobody dare to tell the truth because they were too afraid that their families who still living in Cambodia may be harmed by Mr:Kim Eang Ung’s cruel family.
Mr:Kim Eang Ung will attack me therefore I have to defend myself. I need protection from the Australian Government or the Australian police department because this guy is a criminal and if
Mr:Kim Eang Ung attack me & I will fight back no matter what sort of weapons I use, it depends on whatever I can find or have when it is emergency. This is a serious problem that the Australians government must take action appropriately, because Mr:Kim Eang Ung and his family are seriously about getting rid of me, if it happens that Mr:Kim Eang Ung attack me and then I fight back, and may accidentally I perhaps might have killed him who knows, Usually I don’t attack people, but I may for self defend.
Easy for Mr:Kim Eamg Ung can came to living in Australia, but for me I have to escape from Cambodia to refugee Camp in Thailand & lived in Khao I Dang Camp for many years before migrated to Australia. In the camp I have been through bitter experience such as in the Camp there were always robberies and killing at night by Thais and I was also been beaten by the Thai military because I tried to enter the refugee Camp. I have also been bitten by a scorpion almost dead, there were mines on the grounds that have been blown almost nearly kill me. So all these bitter experiences I have really remind me how difficult it was before I have got luck to arrive in Australia. This was because the Australians Government was so kind to be able to let me and save my life and finally I came to Australia.
That’s why many people said that Australian policy is really crazy and stupid not strong enough.
Mr:Kim Eang Ung’s sister Mrs:SivNgeng Ung accused me for raping her cousin while I was in Cambodia, then she reported to the newspaper in Cambodia in July 2010 that I raped her ( Mrs:SivNgeng Ung ) at her door steps and at the jack fruit farm. In January 2011, I called to a lady whom I know her and I went with to Kampong Som Province Cambodia as well as with Mrs:SivNgeng Ung, she ( that Lady ) told over the phone that Mrs:SivNgeng Ung told her ( that Lady ) that I raped her ( Mrs:SivNgeng Ung ) niece. If they ( Mr: Kim Eang Ung and Mrs:SivNgeng Ung ) family want to fight and play game with me, then should led them come to Australia and then we all can go to Court together then we’ll know who is the innocent. Because Australia have the best law system in the world, and they will find out exactly the truth.
Again if somehow I got killed by Mr:Kim Eang Ung, I would like the Australians Government Department to responsibility for my family life?
