In the eyes of foreign investors, Taiwan's integrity index surpassed that of South Korea and mainland China, although it fell behind Singapore and Hong Kong.
The findings come from the Political and Economic Risk Consultancy Ltd. (PERC), which compiles strategic business information and risk assessments on Asian countries.
According to the PERC, foreign investors hailing from the U.S., Australia and other countries see Cambodia as the most corrupt, followed by Indonesia and the Philippines.
Taiwan's corruption index came in at number seven out of the Asian countries evaluated, largely due to the negative perception of the nation's political leaders as being corrupt - this is best illustrated by former President Chen Shui-bian's embezzlement scandal.
The government land development issue was cited as an example of current corruption, thus the survey showed that the clean and efficient government President Ma Ying-jeou promised is not yet effective.
The report targeted over 1,700 investors from the U.S., Australia and Asian-Pacific region. Taiwan ranked seven overall, which means it is more corrupt than Singapore, Hong Kong, Japan and Macau, but more honest than South Korea, Malaysia and China.
The survey also compiled the corruption rating of a country's politicians and civil servants, public institutions and private enterprises. Singapore topped the list for integrity in every category while Taiwan was middling in most.
It is worth noting that South Korea ranked last place in the private enterprise sector, with the report blaming the power monopoly of South Korea's biggest financial institutions, media, and entertainment enterprises for the poor ranking.
For Taiwan, the survey pointed to political leaders and the government as being the most corrupt. The report notes that Taiwan remains a business risk as it continues to suffer from political corruption exemplified by the embezzlement conviction and imprisonment of former President Chen Shui-bian.
While Ma's personal conduct has not been called into question, news of judges taking bribes within his administration and the scandal-hit military procurement system have left investors pessimistic and distrustful.
Regarding the survey results, National Taipei University (NTPU) Assistant Professor Chen Yao-hsiang pointed out that when Ma took office, one of his main goals was to establish a clean and efficient government. Thus far this has not had “much effect,” Chen said.
Executive Yuan spokesman Jiang Chi-chen responded that while he respects the results of the survey, to purge corruption and establish a clean and efficient government remains the goal of the ruling party. To do so, the central government is in the process of further developing the Department of Government Ethics, he added.

I'm no surprise to this finding about Cambodia performance. We joke to each other that under Hun Sen Cambodia is a corrupted country to the bone.

easy to fight corruption 8:48 pm! it starts with yourself first i.e. you have to have a soul, integrity and conscience. CPP has no soul, no integrity nor conscience or to be precised none of the above.
it seemed like countries that are supported by western power of some sort were the most corrupted! i wonder how come? take the phillipines under marco for example. so corrupted to the bone until the people power ousted him and his administration from office, then he took refuge in america. maybe some country is harboring corruption on some countries they dream of influencing or controlling. one has to wonder out loud, you know!
it's good that khmer people are now beginning to think and analyze for ourselves, etc, really! god bless cambodia.
Job well done to place Cambodia on the top of the list of infamous remark! and congratulation to Hun Sen. You deserve to earn another PhD.
Finally, outsider notices that Cambodia government is #1 in corruption. They are so corrupted that no education is required to work w/ their government. With lots of $$$$ you can buy any high position seat.
This is not a surprise to most ordinary Cambodian people who have been living under this CPP-Hun-viet oppression. We want change...real change in Cambodia!
Look, for the last 30 years what have been accomplished??? People are poorer, country is in ruin, no real freedom, no human rights, influx of vietcongs...list goes on...

I had one friend study to be a pilot, dude can't get a pilot job here in United State, right after 9-11, they only allow him flying those cargo plane with propeller fan, he went to cambodia and trying to get a job there..He said, just wanted to help his country out, but they don't want him, he told me that if he willing to give them $20,000 dollars, he will get a job? Now he teach people how to fly those small propeller planes...make money here and there?

Some of the officials in high ranking government still stubborn, they don't want to retire from their seat? There are too many young people finishing master degre, phd, all kind of degree today!...They need to get their foots in the door? Those old officials trying to collect more money as much as they could...They don't want to retire??
there's no law to regulate their tenure, etc, that's why! you you demand law and enforce it, then they cannot cling on to their job, you know! it sounds like lawless that make people do what they do, really! learn from america, ok!
3:39AM, your friend probably didn't have enough flying hours that's why they didn't hire him. I know a few pilots here who are from Australia and the UK and they didn't pay anybody to work here. As hard as it is for you to believe, Cambodia does have rules and regulations. No one is going to hire you if you are fresh off from school.

8:31pm, he did! He had enough of flying hours training!...He did more than 200 hours flying with northwest airline alone! I'm not sure what else they require him to do though...? But nowaday he's teaching people how to fly those small engine plane...somewhere in Minneapolis, MN, right now! He still flying cargo plane...
