Cambodia offers partial repayment of "dirty" US debt

Cambodian Prime Minister Hun Sen had earlier asked the United States to forgive what he called the "dirty debt" built up by the Lon Nol military government that came to power in a 1970 coup backed by Washington.

Cambodia offered on Thursday to repay 30 percent of the debt the country owes the United States, calling this a compromise over money it says was used by a pro-American government in the 1970s to repress its own people.

U.S. Deputy Assistant Secretary of State Joseph Yun, who is visiting Cambodia, was told the rest could be converted into development aid and Cambodia would pay interest of 1 percent, rather than the 3 percent demanded by Washington.

"We wanted to cancel the whole debt, but with this proposal we want to find something we can agree on," Koy Kuong, Cambodian Undersecretary of State for Foreign Affairs, told reporters.

"If they can't agree to our offer, we won't be able to solve this."

Cambodia and several U.S. congressmen have argued the money was spent on arms that the Lon Nol government used on its own people. It was toppled in 1975 by the ultra-Maoist Khmer Rouge, under whose regime an estimated 1.7 million people died in less than four years.

Yun declined to speak to reporters after Thursday's meeting with Foreign Minister Hor Namhong. According to Kuy Kuong, Yun told the minister his government would consider the new proposal.

One sticking point is that the United States values the debt at more than $445 million, rather than the $317 million Cambodia reckons it owes.

Analysts say Cambodia's close relationship with China, its biggest investor and trade partner, is troubling the United States, which sees the warm ties as part of Beijing's efforts to broaden its influence in Southeast Asia.

Yun's visit came after U.S. Secretary of State Hillary Clinton visited Cambodia in November and called for talks on the debt to be reopened.

Clinton appeared to suggest the possibility of the United States using Cambodian debt payments to fund programmes in the country on education and the environment.

"Dirty" debt? How about slaughtering debt? I'm conjecturing of the end result between 1970-1980 as the result of US meddling in Cambodia affairs.

CPP can sue Uncle Sam for damages done during the 70s, still can't avoid the payment.

Yes, CPP can do 2 things, sueing and paying, at the same time. If it wins, it won't pay. If lost,it pays off the whole debt. Fair enough.

Human Righ! Human Right! American goverment had bombed B-52 killed innocent cambodians included babies, infants, disable people, young kids, teenagers, women, men, elderly about one millions lifes during American bomb cambodia. American goverment allow their Amry using chemical weapons to toxic innocent cambodians from generation to generation!

Guys! Cambodian people have peace now after long civile war. Please let's khmer people live in peace and khmer people now can go anywhere in cambodia without the fear of Pol Pot now. Please let's us in peace we are sick of war and revolution as history teach very well about revolution at 1970 to now.

At 1970 all students and well educated people were support the revolution of Khmer rouge but after khmer rouge win they murdered all students and well educated people because khmer rouge scare of these people do revolution as they did to Non Nol regime. We learn from the history very well so we are cambodian people say no to any revolution.

Hun Sen may be not the best leader in the world but so far my families and majority of cambodian people live in peace and can walk or do whatever we want with no restriction as Khmer Rouge regime.

So we are happy that Hun Sen remain in power. So we still have peace in Cambodia. Plus Hun Sen already rich so he may not want more money as leader coming at all. At 1993, Cambodian people gave the opportunity to Doctor Prince to demonstrated democracy to develop Cambodia but Doctor Prince as well as his party members are so currupted and so cheap and hungry for money that is why as the result they have today. Nobody belive in them anymore.

In 1997 a lot khmer belive in Doctor Prince and his party have been murdered but Doctor Prince as well as his party member can't even dare to find justice for them till today. They are using innocent cambodian people to gain their power to currupt again that's all.

CPP look down on Doctor Prince and his party member because of that! Money hunger.

Hun Sen May not a perfect prime minister but so far Cambodian people live in peace now. We like Hun Sen remain in power so we can have peace.
