Cambodia Ready To Join Asean-Proposed Meetings On Border Conflict With Thailand

PHNOM PENH, March 14 (Bernama) -- Cambodian Prime Minister Hun Sen said Monday Cambodia is already prepared itself for the Asean- proposed meetings on March 24 on Cambodia-Thailand border conflict near the 11th century Preah Vihear temple, Xinhua news agency reported.

"Cambodia has already prepared to depart for Cambodia-Thai General Border Committee and Joint Border Committee on Demarcation for Land Boundary in Bogor, Indonesia on March 24-25 under the presence of Asean chair," he said during a graduation ceremony for students at the Royal University of Law and Economics. "Now we are waiting Thai side's confirmation of participation."

Hun Sen repeated that Asean chair has to join in the opening ceremony of the meetings, and after Cambodia and Thailand discuss, the two sides have to report to Asean chair about the results.

"And if any agreement needs to be signed between Cambodia and Thailand during the meetings, Cambodia will ask the third party ( Asean chair) to sign together," he said.

Cambodia's General Border Committee will be lead by Defence Minister Tea Banh and the Joint Border Committee will be lead by Var Kimhong, its the president.

Meanwhile, the premier said that so far, the tension between Cambodian and Thai troops over the border dispute is rather calm and troops from the two sides even played volleyballs together over the weekend.

"However, it's still fragile, I hope that both sides will continue to exercise their most restraints," he said.

The premier announced that Cambodia will no longer allow Thai troops to come to worship at Wat Keo Sekha Kiri Svarak pagoda next to Preah Vihear temple.

The International Court of Justice ruled in 1962 that the Temple of Preah Vihear belonged to Cambodia; however, the row over the 4.6-square-km territory around the temple has never been resolved.

Conflict occurred just a week after Preah Vihear temple was enlisted as World Heritage Site on July 7, 2008, since then both sides have built up military forces along the border, and periodic clashes happened, resulted in deaths of troops on both sides.

The latest clashes on Feb 4-7, unleashed a barrage of artillery shells on both sides of the border, had killed and wounded many soldiers and citizens of both sides, and caused tens of thousands of the two countries' villagers nearby the disputed areas fleeing for safe shelters.

In front of departures of the US and the French, facing east and west, China has found an opportunity to return to establish its economic and political influence in the small, poor, and weak Cambodia and proposes to Cambodia its protectorate playing the specter of Cambodia threatened by the territorial greed from the east and the western.

Thai nationalists who overthrew Thaksin Shinawatra an ethnically Chinese did not make a mistake in their political and strategic calculation when they attacked Cambodia on Preah vihear .

Because the thais nationalists also count on the anti-Chinese feeling and the support of the other Asian nationalists against the Chinese expansionism in the region.

Vietnam is more afraid than the other Asian countries face to China because Vietnam is a former country colonized by Chinese.

Because all the countries of the South-East Asia and the big part of Asia which possess the powerful Chinese colonies in their countries, these countries are afraid of the Chinese expansionism which is not a political myth to frighten the others.
Tibet is a reality of the Chinese colonization in the in modern times.

The unity of all Khmer on Preah Vihear temple face to thailand
can break at the first military defeat of Cambodia against Thailand.
The support of the Sam Rainsy Party will last if the war continues and the military results are not always good for Cambodia?.
Because there are also Khmer who did not want to fight and die in Preah Vihear for the Chinese protectorate at kampuchea.

Thai nationalists have here a very big advantage on Cambodia : the supremacy of the military equipment of thailand and its wealth and its political independence in front of the China which reassures the members of the asean.

In front of the long war which lasts and the high cost of this war, China can also consider to advisor to Cambodia to sacrifice Preah Vihear for to defend the
China economic interests. Chinese economic interests in Thailand are also important.

Cambodia seized the Security Council of the UN, the Security Council of the UN sent back the request of Cambodia for the asean.

And if Cambodia seizes the international court of justice and that Cambodia did not obtain satisfaction on 4.6 km2? The war with the thailand will last and will end probably to the advantage of the thailand.
This hypothesis will be realized much faster If the China decides not to help any more Cambodia except when Cambodia agrees to become a Chinese protectorate.

Cambodia can be sure win military against Thailand over Preah Vihear by playing completely the Chinese card?

Thaksin Shinawatra is a thai but an ethnically Chinese.

Thai nationalists do not want Thasink remains Prime
minister and serves the interests of the Chinese in Thailand.

As the Cambodian Pol Pot ethnically Chinese in Cambodia with its Democratic Kampuchea which has implemented the ultramaoiste policy of Chinese in Kampuchea .

So the coup against Thaksin.
And also the overthrow of Pol Pot.

You notice that in Vietnam, there will never be a Vietnamese ethnically Chinese who is chosen as prime minister like in Laos or Burma.

And the fear of Chinese expansionism can bring the Vietnam to Thai nationalists.
It is the common interests of Thailand and Vietnam in front of the Chinese expansionism.

These are countries where the intellectual level of people is low that Chinese immigration is the most important and assimilation of Chinese with the indigenous population is also more important.
There is little assimilation of indigenous populations with the Chinese immigrants in europe, russia, usa and japan for example.
