“The amendments to the anti-corruption law’s three articles are aimed at speeding up the work of the Anti-Corruption Council to be more effective for various corruption offenses.”
National Assembly lawmakers are preparing to approve an amendment to the anti-corruption law when their next session opens next week that would give more power to the head of the Anti-Corruption Unit and other minor adjustments.
The proposed amendments would allow the head of the ACU to appoint and remove members of the unit who are now there by appointment.
The proposed amendments also include moving the funds for the unit from the Council of Ministers to the national budget and the elimination of an article holding up legal implementation of the anti-corruption law. The removal of Article 57 would put the anti-corruption law in line with the new penal code passed in December.
“The amendments to the anti-corruption law’s three articles are aimed at speeding up the work of the Anti-Corruption Council to be more effective for various corruption offenses,” said Sik Bunhok, deputy chairman of the National Assembly’s legislative committee.
At least senior government officials are facing charges under the new law, for offenses related to drug trafficking and corruption.
Prime Minister Hun Sen said in a recent statement to the National Assembly that the amendments are needed to improve the speed and effectiveness of the law.
Mam Sitha, president of the Cambodian Independent Anti-Corruption Committee, said the amendments were an improvement to the law, but that its implementation was up to the will of members of the Anti-Corruption Council and the Anti-Corruption Unit.
The council, which currently appoints members of the unit, provides overall management of the law, while the ACU is in charge of investigations.
The changes to the law come as officials work to bring it into full effect, including a declaration of assets by public servants.
Keo Remy, a spokesman for the council, said more than 100,000 officials so far have submitted their declarations, with more working toward a deadline of April 7.

Most Khmer government make money from taking bribery, sell the country and take the taxes that paid by business and people to themself. They dont know how to do shit but cheated the country. You guys can compared yourself to others country official. Most Khmer government who's are in official are un-education and are not qualified to held theirs position! that why Cambodia failed as a nation. They got the power and dont do great think like Jaya did!
The one who makes the law is the one who takes bribes the most in the country. Now don't say about the law, say about money.

I knew that the govts can't get rid of corruption 100%! But 90-99%! must meet!...Otherwise, this country will goes nowhere? Just take a close look at our Phnom Penh In't airport as an example? Most of officials in there are crooks...corrupted? I have seen them taken money left and right infront of my eyes...everytime, i was there?
There's a truth story about dude bribe the cop! This vietnamese guy in Santa Ana, California, dude trying to bribe police when he got pull over on traffic violation...The cop throw his ass in the car for good! It was so funny...They even put on the news paper that time!
I was in the line first, waiting on my passport checking, and some guys behind me, handed over some passports to the official, and they skip my mine..? I was really angry!...But i just keep quiet! I find that some people place money inside their passports and given the officials...

Law in Cambodia today means nothing.If we applied law strictly, all CPP gang will have been in jail. THEY ARE ALL CRIMINAL.HunSen related to grenade attack..., Heng Samrin relaled to drug manufacte at kampong speu..., Bun Rany related to Persit Perlika death..., Ty Sokun related to logging...Etc.Amendement or not, nothing will change because will not be apllied.One thing is sure is to change the whole government, even dissolve it. The bottom line is CAMBODIA NEED A REVOLUTION IF WE NEED A REAL CHANGE. FOR THIS MATTER, IS THE PEOPLE WHO DECIDE.
Khmer people in Cambodia need to come together and get rid of the snake official in theirs town! Dont expect others (USA or UN) country to bomb or killed that bad official. Your community need to stand together and clean up that corruption!

having corruption in place is way better than not having one at all, you know! of course, like any new law, people have to get acquainted or get used to it, eventually. once people become educated, they will think twice before committing corruption of any sort, really!

The problem in Cambodia, when they caught corrupted officials, they should fire them for good! Not rehire them or change the positions? They should be doing jail time or something..? Remembered Ty Sakun? They didn't punish him? This is why these corrupted people still doing the shit??
