Leaders from the Sam Rainsy and Human Rights parties reached an agreement during the latest round of merger talks on Thursday to limit the leadership of party officials to two five-year terms and to ensure a balance of power should the two opposition parties merge, party officials said today.
Kiet Sokun, HRP deputy president and chairman of a working group for the negotiations, said officials had agreed to three points: Both parties will have grassroots democracy, limitations on party presidential terms and an equal number of leaders from both parties at the national level.
“We want democracy from grassroots to the top, not democracy only for the top,” said Kiet Sokun.
“Every leader in all levels must have two mandates [10 years] and the national-level leaders must have balance of power to guarantee the responsibility of work.”
Kiet Sokun said that both working groups had agreed to the three points, but details of the agreement had not been decided by each party.
Son Chhay, SRP lawmaker and chairman of the SRP working group, said the party can accept the mandate limitation for party president.
“In our Cambodian country, all power is in [government leader’s hand] and is very strong; it is dangerous,” said Son Chhay.
“The SRP thinks it is a good idea. If the party leader rules the party for a long time, it can damage the party’s interests.”
Cheam Yeap, senior lawmaker for the ruling Cambodian People’s Party, said that SRP president Sam Rainsy and HRP president Kem Sokha have different visions and the ruling party is not scared of this merger.
“We are not scared of SRP and HRP merging,” said Cheam Yeap.
“I know the vision of the both parties’ leaders are not the same.”
A previous proposal for the merging of the SRP, HRP and Norodom Ranariddh parties ahead of the 2008 national elections fell through.

It's a good idea, but you people got your priorities wrong. When your main concern is power sharing and limiting the term because you don't trust your fellow democrats while you're in opposition, you simply play into the hand of your opponent (CPP/Hun Sen).
Term limit should be applied to the position head of state - ie PM in the case of Cambodia. For the party leader it should be decided by party members. You are struggling to get rid of a dictator, the last thing that you want to have is jealousy amongst you people....and from what I see is that you guys(HRP) are jealous of the SRP and try to put this term limit.....this is Hun Sen's tactic at work to weaken the SRP.....this merger is the end game.
Whatever Son Chhay says in this matter is irrelevant. He has little influence, if any, in his party.

for me it take me maximume 6 months to find out what my mission with rainsy worth something or not, The answer is not, not and not at all? rainsy set up SRP is like SRP charity or SRP company, my man it never enought money for rainsy, event though you give hime ton of money, and may be sacrifice to burn yourself to support him, and the result is Rainsy will never gave you any gratitud,or love back to you, you may know that yourself right? aren't you?. I am 100% supported of the alliance of the SRP and HRP to represent the democratic voice in Cambodia. This will be a clear choice for the people of Cambodia in election. One either vote for the Alliance of Democrats or for the old communist/dictatorial regime CPP.
Please learn from the Tunisia, Egypt,etc. that the world in the end want to support a united democratic front against the tyranny. In the case of Cambodia, dictator Hun Sen must be removed from power at all cost. Dictator Hun Sen is too destructive Khmer Nation.

Lady and gentlemen, please do not pay too much attention just on power sharing and term limit for the party president. Try to formulate the strategies to achieve victory during the upcoming ellection. You must know that one cannot do politic if he/she is not self reliance financially. Oppsition leaders must have a strong foundation (financially) to oppose Hun Sen CPP. As politicians, you must be able to sacrify for the sake of the country and the sake of the people.

Sam Rainy already has experienced about this problem and he afraid of someone tries to destroy his party, that’s why he doesn't want to changes his party's name. His original party is Khmer Nation Party.
