SRP’s Self-Destruction

The turn of event in the Sam Rainsy Party’s (SRP) internal wrangling surrounding the dramatic resignation and spectacular expulsion of MP Mao Monivan has moved in phenomenal pace that even the most keen and over-zealous observers had trouble keeping up with the chain of event. His expulsion has sent shiver down the spines of other would-be vocal and outspoken critics of the party leadership. It has sent shockwave across the political spectrum in Cambodia. His only crime was to make open criticism of the party’s kingmakers: party’s spokesman Yim Sovan and the party strongman Eng Chhay Eang.

The SRP’s expulsion of Mr. Mao Monivan for publicly speaking out against the party’s kingmakers and against the politics of patronage, nepotism and cronyism goes against the principle of democracy, the spirit of openness and pluralism. It shows the SRP’s hypocrisy and its intolerance of divergent views. After attacking Hun Sen’s dictatorship and autocratic style of rule for the last 15 years, the SRP should look at itself in the mirror and ask: are we any different from Mr. Hun Sen and the ruling Cambodian People’s Party?

The SRP has preached and campaigned for democracy and free speech for the last 15 years, since its inception and foundation. To show its principles and democratic values and that it is a genuine democratic party, the SRP must practice what it had preached for the last 15 years. To expel someone from the party for their outspokenness against the party’s nepotism, cronyism and autocratic style of rule has shown the true colours of the SRP that it is dictatorial, intolerant and has never practiced what it had preached all along. Mao Monivan’s expulsion has also shown that the SRP is suppressing internal and self-criticism. Mao Monivan’s outspokenness and his criticism of the party’s nepotism, cronyism and autocratic style of rule is part of his democratic rights under the SRP’s statute which aimed at bringing and holding the party leadership to account for their actions and shortcomings. The SRP’s action in expelling Mao Monivan will undoubtedly be seen as dictatorial in nature and puts its credibility and status as a democratic party and champion of democracy on the line. The SRP’s ongoing squabbling and internal wrangling shows that the party is not working to advance democracy in Cambodia, not working for the interests of the Khmer nation or its people, but indulging in personal interests over national interests and the interests of democracy in Cambodia.

It is basic rights to be vocal in a democratic and open society, and Mao Monivan has used his basic rights to right the wrongs of the party leadership. If politicians, who are public figures, and to a certain extent, public property, can’t handle the truth and that basic rights, then they do not deserve to be politicians and public figures.

In a true democratic party, Mao Monivan’s action in speaking out against the two kingmakers, Yim Sovan and Eng Chhay Eang, do not warrant his sacking and expulsion. The first actions would be to try to address his concerns and the first measures against him are warnings followed by disciplinary actions if he continues with his outspokenness. A swift expulsion that has been seen taken against him can only be described as draconian in nature and dictatorial in style.

The Chain of Event

Mao Monivan’s dramatic resignation as an MP and his spectacular expulsion stemmed from a disagreement over his reshuffling as the SRP president of the populous Kampong Cham provincial branch to a smaller province of Kampot. But it is largely from the disagreement over the MP mid-term rotation and the replacement of current MPs with candidates next on the 2008 candidate list that trigger a war of attrition. This formula of MP mid-term rotation has been agreed and approved by the party’s Steering Committee before the 2008 election. According to Mao Monivan, he resigned as an MP on his own volition because he wanted to keep his promise and to honour the agreement as well as to set an example in order to make way for the MPs in waiting to be sworn in. According to him, other MPs had broken their promises and dishonoured the agreements and refused to vacate the seats for the MPs in waiting. This disagreement had led him to launch a scathing public attack on the two kingmakers, who in turn took a swift action by expelling him in dramatic fashion.

Reshuffling is democratic and a good idea provided that it is done fairly and democratically. According to leaked reports, it was not done democratically and fairly at all. Not all MPs will be replaced with new candidates, only some MPs will. Party spokesman Yim Sovan, his wife Ke Sovannaroth who is the party secretary general, Eng Chhay Eang and his brother-in-law Kuoy Bunroeun, do not have to vacate their seats for the new candidates. To add insults to injury, Mao Monivan was kicked out as president of the party's Kampong Cham branch to make way for Eng Chhay Eang’s brother-in-law, Kuoy Bunroeun, to take over. This is clear nepotism and cronyism.

However, MP rotation is a bad idea from the start. It is a recipe for internal division and internal power struggle. Mao Monivan’s expulsion from the SRP and his subsequent defection to the Human Rights Party (HRP) will not be the last. The MPs in waiting, who had petitioned the party and its president Sam Rainsy in 2010 to ask them to honour the agreement and who had been snubbed by the current MPs’ backflip, will surely rise up in revolt to show their discontent of the postponement of the MP rotation agreement. More internal wrangling and bickering are forthcoming and more defections to other parties, either to the ruling Cambodian People’s Party (CPP) or the HRP, are highly anticipated.

Mao Monivan: A traitor or a man of principle?

There have been smear campaigns to demonise him as the SRP traitor and a spy for the ruling CPP during and after his expulsion from the SRP. In one of his so-called attacks on the SRP leadership, Mao Monivan had called for a stoppage and cessation of a culture of labelling, smearing and vilification of the party members who dare to speak out as being traitors and spies.

I personally have some suspicions and reservations about Mao Monivan’s democratic principles when he bitterly complained about the SRP’s dictatorial style of rule right after the 2008 election. I have anticipated that he is on the brink of defecting to the ruling CPP, but true to his principles he has maintained his loyalty to the SRP and vowed not to defect to any parties unless he is expelled from the SRP. And true to his words of not betraying his democratic principles, he did not defect to the ruling CPP where he would be given a plum job, but chose to defect to a poor HRP where he would only give but not get any personal interests whatsoever.

The Conduct of the HRP

The conduct of the HRP in effecting Mao Monivan’s defection and on the process of orchestrating other defections from the SRP have not and will not help the ongoing SRP-HRP merger and the unification talks. It will, to a lager or lesser extent, cause further mistrusts to the already mistrustful and too factionalised dealings during the unification talks. Under no circumstances should the HRP effect or orchestrate the defections from the SRP to the HRP or vice versa as both parties are working with the same goals to dislodge Mr. Hun Sen and his CPP from power. To orchestrate defections from each other is a political suicide because they are killing each other off before they do it to their nemesis, the CPP. If they are to have any chances of defeating the CPP in the elections at all, they must work as one and cannot afford to fight among themselves. The HRP’s conduct in effecting and orchestrating defections from the SRP will cause a chain reaction from the SRP who would seek to retaliate by effecting and orchestrating defections from the HRP. A tit for tat will follow and this will lead to a tuck of war between these two so-called democratic parties that can only lead to the complete destruction and annihilation of both. If this scenario is to have occurred and fathomed, and if the defection of Mao Moinvan is a premonition of that scenario, it will cause irreparable electoral damages in the eyes of the Cambodian voters and, to a certain extent, also in the eyes of their financial backers.

In conclusion, the resignation of Mao Monivan as an MP and his spectacular expulsion from the SRP is a premonition of the forthcoming self-destruction of the SRP. More internal discontent and wrangling are anticipated as the MPs in waiting will show their anger and dissatisfaction over the indefinite postponement of the MP mid-term rotation. And with the absence of the party president, Mr. Sam Rainsy, the wranglers cannot look to someone for mediation and conciliation. A protracted internal wrangling and bickering will cause the SRP to weakness or even to self-destruction. And if the SRP is to earn the trust and the respect of the Cambodian voters, it must be seen as democratic in nature and more tolerant of divergent views and dissenting voices. It must also practises what it had preached: democracy and openness. The SRP must bear in mind the words of the UN Envoy on Human Rights in Cambodia, Prof. Surya Subedi, that “criticism is not a crime”.

SRP has carried its elites baggages for all these times.Nepotism started from President to Secretariat General office.
Wives and husbands (MPs) or inner circle underlinks like the compulsive gambler Chhay Eang must be rotated out for good and exemplary of the transparence in role play. Also that will allow the other qualified partisans to assume MP duty for the real interests of the voters and nation.

I said it before that true democracy started at home of the public criers.

CPP has controlled Cambodia for more three decades and led the country in the wrong direction.

Hun Sen and CPP members are under the control of Vietnam Communist Hanoi. Not good!!!

I've been saying all along that SRP is not much different from CPP, ruling with nepotism and oppose criticism.

If SRP had been ruling the country all these time, Cambodia probably still have civil war.

This is a bad article who try to help Hun sen and Cpp to break up Samrainsy party, there maybe some bad ruling with Yim Sovann and Eng Chay Ing decision, but it will not helped the party by criticised them this will bring nothing but damage to party reputation for benefit of Vietnamization of Cambodia.

SRP has the right to expell Mao Monivan to prevent further damaged in SRP there is nothing wrong with that, SRP did not jailed Moa Monivan to compare SRP to dictator is way out of proportions criticism.

Sam Rainsy names the party under his name which means he wants to be a leader of this party forever? Can someone else with a different name lead this party? Lets say John Doe started a party named after himself "John Doe". When his is dead or replaced by 'Susan Brown', now the party's name still be 'John Doe'? Can he find a more meaningful name to name a party that represents the entire khmer nation such as:

So many of us are not brave enough to be in SRP position to standup to Hun Thug, but many of us brave enough to criticise SRP without realizing that is hypocrit.

We compare in SRP with Hun Xen as hipocrit, but most of all we all can't even hold just one small partie to fight against Hun Xen.
But we can criticise so much in SRP who done nothing wrong except to defense and protect it's party from great destruction from it's enermies ( Hun Thug & Vietcong )

Koh Tral Island must not be forgotten

Why do Koh Tral Island, known in Vietnam as Phu Quoc, a sea and land area covering proximately over 10,000 km2 [Note: the actual land size of Koh Tral itself is 574 square kilometres (222 sq miles)] have been lost to Vietnam by whose treaty? Why don’t Cambodia government be transparent and explain to Cambodia army at front line and the whole nation about this? Why don't they include this into education system? Why?

Cambodian armies are fighting at front line for 4.6 km2 on the Thai border and what's about over 10,000km2 of Cambodia to Vietnam. Nobody dare to talk about it! Why? Cambodian armies you are decide the fate of your nation, Cambodian army as well as Cambodian people must rethink about this again and again. Is it fair?

Koh Tral Island, the sea and land area of over 10,000 square kilometres have been lost to Vietnam by the 1979 to 1985 treaties. The Cambodian army at front line as well as all Cambodian people must rethink again about these issues. Are Cambodian army fighting to protect the Cambodia Nation or protecting a very small group that own big lands, big properties or only protecting a small group but disguising as protecting the Khmer nation?

The Cambodian army at front lines suffer under rain, wind, bullets, bombs, lack of foods, lack of nutrition and their families have no health care assistance, no securities after they died but a very small group eat well, sleep well, sleep in first class hotel with air conditioning system with message from young girls, have first class medical care from oversea medical treatments, they are billionaires, millionaires who sell out the country to be rich and make the Cambodian people suffer everyday.

Who signed the treaty 1979-1985 that resulted in the loss over 10,000 km2 of Cambodia??? Why they are not being transparent and brave enough to inform all Cambodians and Cambodian army at front line about these issues? Why don't they include Koh Tral (Koh Tral size is bigger than the whole Phom Phen and bigger than Singapore [Note: Singapore's present land size is 704 km2 (271.8 sq mi)]) with heap of great natural resources, in the Cambodian education system?

Look at Hun Sen's families, relatives and friends- they are billionaires, millionaires. Where did they get the money from when we all just got out of war with empty hands [in 1979]? Hun Sen always say in his speeches that Cambodia had just risen up from the ashes of war, just got up from Year Zero with empty hands and how come they are billionaires, millionaires but 90% of innocent Cambodian people are so poor and struggling with their livelihood every day?

Under a democratic system, no one party is immune from public criticism. However, how one interprets this criticism is key to any party's image and long term survival.

For the dictatorial CPP and the communists, they see criticism as a bad thing, however I advise all democratic parties such as SRP, HRP, etc. to take this criticism as a good thing to fix any loopholes and inefficiencies in one's conduct and operations.

THERE IS NOTHING WRONG TO FALL DOWN, BUT THE MOST IMPORTANCE IS KNOW TO HOW GET UP AND BE STRONGER!

Think you for writing this article. It makes me understand clearly the true reason of Mr Mao Monivan defecton.
I've never supported the groundless appointments of both husband yim Sovann and wife Ke sovannaroth at the forefront of the democracy party. It's scandalous and arbitrare to me.
It's incomprehensible to set the mid-term rotation inside the party.
Why don't establish the competition process betveen members party like the United States where the one who gets the largest number of votes inside the party is selected to represent the party to the general election.
I find setting up "a permanent committee" sounds like communist.
In my own opinion, a party where the president is away and has shrunk from responsibility will undoubtedly become nothingless

In fact if you didn't know from the beginning Sam Rainsy named his party as Khmer Nation Party. But Hun Sen implanted his mole named Nguon Soeur in Khmer Nation Party to hijack the Khmer Nation Party creating division among Khmer people toward destruction! Now it would be impossible for Hun Sen to hijack Sam Raisny Party because Khmer people would still identify Sam Rainsy Party with Sam Rainsy!

There should be limited democracy in the party which is struggling to save the nation from a danger of perishing. Too much democratic, too much argument, and too much talks would weaken the leadership, and finally lead to failure. the CPP leadership is strong because there is no democratic and no open criticism in the party. But the party must apply broader democratic principle when it runs the country.

It have yet to see other Cambodian political leaders who are willing to loose everything to fight for Cambodia than Mr. Sam Rainsy.

I am not surprised by the timing of putting out such critical story by Khmerization in attempt to dampen democratic spirit of Sam Rainsy Party members! Since SRP commemorates the 14th Anniversary of 30 March Grenade Attack and Khmerization also put out the ctitical article of Sam Rainsy Party on 30th March!!The timing couldn't be better because this shows that the Khmerization is taking pro-Hun Sen government stand on land grabbing, corruption, freedom of expression oppression, and workers oppression to demand a living wage, the border issue demarcation with the Vietcong government...

This is not the end of the world for Sam Rainsy Party and if it is true then the Sam Rainsy Party steering committee must make some changes to accommodate those Sam Rainsy Party members who are the most qualify at the same time train and mentor those Sam Rainsy Party members who are less qualified to take leadership! To those Sam Rainsy Party members who have been with the party from beginning in promoting democratic value and they should offer some incentives to stay with the party to have a role as advisor!

Sam Rainsy Party has come a long way and there is no turning back and to the future Cambodian people must look ahead at the bigger picture of how we as Cambodian people can transform Cambodia into more democratic country with stability and prosperity and advancement in all fields of endeavor to make Cambodia a better place and contribute to the world peace!!!!!!

SRP is just an opposition party in a Country full of corruption, land-grabbing, corrupt police, corrupt court, corrupt local authorities,...in short, corrupt country. Did SRP or any of her party
kill any Cambodian? Did SRP or her president allow any her member to rob Cambodian of his/her land? Did SPR ever allow any Vietnamese to enter Cambodia without proper document? Did SRP sell any state property? Who kill Pisith Pilika? Who shot Touch Srey Nich? Where and what is the police report on the investigation of these and other high profile cases?

Open your eyes.

Can you hold a demonstration against any leader of this country in the public? Can you criticize the government in the public?

Are you sure that you will not get trouble with the corrupt court when you some day would involve in legal problem?

Are you sure that you and your family member will not be harassed by government officials in higher position than you?

Are you sure that when you or your family member will be taken good care when being hospitalized in local hospital in case you cannot go or send them to foreign hospital?

Are you sure that you can accept the treatment on your kids at state school in case you don't have enough money to send them to private school?

Are you sure that you or your family member will not hit by gangster someday in this lawless country?

So think again? Can you imagine if there is no SRP in this country?

Eng Chhai ieng gamled with his own money - he lost about $2000. He also admit quilt and promised to quit gambling- what is better than that.

What about CPP high ranking who stole US$million in corruption. Which one is/are criminals? one Chhai ieng or many cpp's. are you among the cpp clan or are you a scared coward not daring to talk about the evil of cpp.

Democracy is more about the governemnt system when the three braches are independent from each other and not more about the party internal business. Firing a member from any organization body by leader or board is normal- in business or politic.

Democracy does not require the change of party or organization leader but the state leaders and the independency of three branches.

Eng Chhai Ieng might be harmful to individuals like Mao monyvan but more beneficial to the Party and therefore to the national benefit and in turn the benefit to Khmer people as a whole.

Mr. Rainsy must the leader forever or at least for a long time after the removal of the cpp. The unwanted tree braches must be removed- not the tree trunk or root or base.

Sam Rainsy is like japan as CPP or Sen is like earthquake. No matter how strong Japan is , the EQ can always destroy Japan, but Japan can always get up and rebuild its own.

No matter how smart or strong Sam Rainsy is, CPP can always destructive to SRP, but SRP can always get up and recruit until one day CPP could no longer exist.

This article truely tells the real story - power, nepotism, ... etc. SRP can critized other parties but SRP itself cannot take criticism. If there is no changes, SRP will meet its fade this coming election. Denying that there is a problem can only take one so far before it raises its ugly head. SRP should learn from this article and make it better for the party if it really care about the country.

If you are a member/supporter, you better ask for explanation especially from the people who have their names in the article. Don't just blindly hand them the money.

The election is coming soon and the people will speak. And don't blame the others when you lose.

If you want to win the election, you need to take constructive critizism sereously.

If you can't see it by now then forget the whole thing.

When some one criticize your party (SRP), you need to look at it first to see if it is true or not so you can improve yourself. You can't just brush every body off like that.

Maybe most of SRP supporters are not from the US. If they are from the US they should know how to run a real campaign. Most of the thing that I heard and read, are personal attacts on the current Gov.

Here is my suggestion of how to organise a poltical party with democratic system.
You need two groups in one political party.
1-Party organ: comprise of Party President, Party general secretaries, Party trearers and party staffs at National level. Chairs, Secreatries, treasurers of local level.
a-In every electorate, there is a chair, one secretary two or three treasurers. Their jobs are to reacruit members in their local area and choosing their candidate of their area.
-All chairs, secreatries, treasurers are not politicians. They are not earning moneys from their party. They shall be from local businessman, local public servants or local farmers who are believing in their pary. They need to arrange meeting all their members every month with their present seating MP and their members for a new set of policies to be submitted to their National conference.
-They have to raise moneys for their party for their local level and their National level.
-They have to select their Candidate for each election. If during each election there are more than two candidates to be chosen, a local election must have to carry out during their local Annual conference. Their candidate will be chosen from local level from people who are their financial members and of good character and got good police clearance. That candidate must resign from his public position to stand against other candidate of other party.
_Party President is to organise National level meeting. During each meeting, there will delegates from each electorate. So each eletorate must send their delegate for the National conference. Their deleagte will comprise of Chair, secreatry and their potential Candidate.
-party secreatry is to raise fund for National level
-During each National conference, there are selection for Leader of a political party, deputy and ranking political party high raky. Approving all policies submitted by each electorate.
2-Political party politicians. All Candidates chosen by their local electorate and are for General election. If elected each eleted member have to pay 10% of their salary into their coffer party to fund for paying their party staffs. All Political party staffs, shall have no power to make their opinions onto the party decision. Only Political delegate and political organs can make decision on party decision.
Political party leader will be the candidate of the Prime Minister if their party has the majority in the election.
In this kind of organisation, noone can be bullies by anyone in the party because they are from different electorate and they have their own delegate to support them.

This how the CPP (youns master) tactic does best, they will try to break up the SRP by splitting them bit by bit like other party before and the Khmer people just fall into their trapped.

Without SRP the Cambodians people will become slave to those who are in power and the rich.

Soon Mr. Mao Monivan will be the one to blame for the breaking up of the SRP.

If Moa Monivan have good intention he should talk to the senior member in the party to get a vote against the nepotism and cronyism that he was talking about, he should not talk to the public before the party meeting to result the issues. Unless he was bought by the CPP to break up the SRP.

Without SRP Khmer people will suffered not Mr. Moa Monivan but poor people and those who are not educated.

Me undeniably love Khmerization's wisdom of the perfectively and scholarly reasonable analysis of Khmer PoliSick, even though I ain't educated or comprehensible...

Ex. when Khmerization professionally disagreed with Dr. Tith's statement, Khmerization was not personally attacking him, but only publicly insulting him.

Who exactly is Dr. Tith?

Where is his family coming from?


Should all the well-educated Khmers collaboratively find any reasonable solution together in order to fight and win over SenVarman? Or madly fight each other, while Youn almost takes completly control Khmer nation?

Do ye initially realize, why a Temple boy always continuously win over the highly well-educated Khmers?

According to my stupidity of illiterated brain, because almost all of highly well-educatted Khmers can't simply work together!

To all brothers and sisters -- do not divide ourselves into many pieces. Despite some internal minor problem which can be handle easily but to handle YOUN invasion and wanting to swallow Cambodia will take the whole Khmer nation to fight till our death do us part.
