[Thai] Military interference hinders a settlement of border issues

For now, there will be no more armed clashes along the Thai-Cambodian border.

Asean, led by its current chair, Indonesia, can be proud of its achievement in bringing the grouping's two stubborn members to the negotiating table. Asean's mediation efforts are commendable. But they may be inadequate in the search for a long-lasting solution to this persistent thorn in Thai-Cambodian relations.

Already, Thai Prime Minister Abhisit Vejjajiva has confirmed that the Thai Army will not withdraw any troops from the border, even though Indonesia is in the process of sending a team of observers to the disputed area. Abhisit's firm position is likely to see a similar firm response from his Cambodian counterpart, Prime Minister Hun Sen.

That suggests the situation will remain fragile. It will also remain highly dangerous if Thailand continues to produce an incoherent policy vis-a-vis Cambodia.

Analysts have been unable to figure out why armed clashes broke out on February 6, just a few hours after the two countries' armies agreed on a temporary ceasefire. There are so many possibilities, which have led to so much speculation.

But one thing is quite certain: There is likely to be a collision involving the policies endorsed by the Thai Foreign Ministry and the Army. The two agencies have apparently adopted two different approaches.


There is nothing new about the above situation. In the past, as Thailand was concerned with the threat posed by ethnic insurgents operating in Burma, the military often expressed its impatience with the Foreign Ministry's "spongy" approach. Similarly, as the Foreign Ministry became more interested in trading with Burma during the Thaksin Shinawatra administration, the military, particularly those units stationed in the north, were more concerned about the flow of illegal drugs, weapons and refugees from Burma into Thailand.

In the context of the Thai-Cambodian conflict, it is evident that the Foreign Ministry's diplomatic approach failed miserably in preventing the armed clashes. Its failure was understandable: Cambodia was more than willing to reject anything proposed by the yellow-shirt member turned foreign minister Kasit Piromya. There is a lack of trust between Hun Sen and Kasit.

Since the coup of 2006 the military has invaded politics and resumed a dominant role in the foreign policy domain. The military has taken new initiatives, particularly in redefining the faces of enemies, reinventing new threats to national security and reinvigorating its own power through the defence budget augmentation. For these purposes, the Thai Army has nominated Cambodia as Thailand's most worrying external threat.

With this prevalent perception of the situation, the Thai military has shown little interest in promoting a working relationship with Cambodia. The devious campaign by the Thai Patriots' Network, the nationalist faction in the People's Alliance for Democracy (PAD), is particularly crucial here. The PAD faction has encouraged the Thai public to give consent to a military option in dealing with the border issue. Undoubtedly the PAD's encouragement has helped deepen the military's position in the political realm and in the country's aggressive policy toward Cambodia.

While the Foreign Ministry has tried hard to keep the channels of communication open with Cambodia, these attempts are frequently incapacitated by the military and non-state actors, such as the PAD, the Thai Patriot Networks and the Santi Asoke sect. Together they have transformed Cambodia into national enemy number one.

Painting Cambodia in this way has further complicated the work of the Foreign Ministry. Today, the military continues to assert the right to pursue its own foreign policy while invoking the trump card of national security.

A military-influenced foreign policy can be exceedingly treacherous. By nature, the military has been taught to make war, not peace, and to accumulate arms, not friends. The term "diplomacy" has never been in the Thai military's dictionary. It is doubtful if the majority of Thai soldiers really understand the content and structure of international politics. Most importantly, in the case of Thai-Cambodian relations, which have been shaped by distorted memories of the past, the question of whether they actually comprehend the devastating effects on the bilateral ties caused by fabricated history remains critical.

It was reported that some Thai soldiers deployed along the border complained of Abhisit's seemingly hopeless approach toward Cambodia, and that they decided to fire artillery into the Preah Vihear Temple to demonstrate their frustration as much as their bravery. To a great extent, the PAD has been successful in stirring up a sense of nationalism. Some Thai generals truly believe they are indeed fighting against a national enemy. In other words, for them, a war with Cambodia would be legitimate.

At this point in time, the only role left for the Foreign Ministry to play is to fix problems created by the military and the irresponsible nationalist elements in the PAD. Making enemies is easy. But to rebuild trust can take decades.

The Foreign Ministry has been put in an awkward position: With the Thai military on its shoulder, it is unable to promote a serious dialogue with Cambodia, or to reassure Cambodia of Thailand's sincerity so long as Kasit is still in charge.

The author, Dr.Pavin Chachavalpongpun and Thai nationality,
is a research fellow at National University of Singapore. Comparatively, Thailand is more democratic society than Cambodia. Thai people can express their voices even though they have different colors/ideas. This is a principle of democracy. How is our poor Cambodia? Can any Cambodian academic dare to say academically?

Thailand foreign policy has been adoptted and copycat by US foreign. In palin words Thailand is using double blade swords to deal with Cambodia. Unmistakedly, Thai PM, FM, and Army chief Prachut have been orchestring these mananeuver all along, it is part of Thailand's strategy when daling with international conflict. One thing for sure that they set up many faces/playcards when dealing with neighboring country who is also a memeber on Its ASEAN Club. Saying the military has been frustrated with Adhisit and fired bombshells to Preah Vihear wasa complete joke and absurd. Thai military knows very well its tactical and strategy plan and rule of engagement. To say the least, Thailand have intentionally to inflict some damages since they have known very well of getting back of the Temple is very steep uphill battle eventhough to say the worse that they succeed to occupy the 4.6 km2 land. Oh by the way the recent clash of the border on 02/04/11 was not the frustration of military or lack of policy coherent of FM or PM but instead the diffuse tension channel domestically for PAD, Asoke or Thai patrioct Network. these NGO political activism serve the purpose of building presssure and momentum in Thai's politics in general.

Cambodia is being used as scapegoat for shaky Thai politics.
It is happend to be Cambodia who has long been at copnflict with Thai over Preah Vihear. And it is happened to be the right time when Cambodia is much weaker and corrupted, and it is happened to the extend that Cambodian society is the stage of toddler of her politicians thinktank and society, in general, whose rules mostly exit only on the paper.

Cambodia is a neutral country that has no ambition for war and what Cambodia needs is more friends, more trades and more support in the development of Cambodia after so many years of war! It is a lame excused to pick Cambodia as the Siem public number one enemy! There are many countries in the region and why the Siem thuggish leaders pick Cambodia that is a neutral country?


This is just another Siem thuggish leaders excuse to shift the blame from AH Abishit for his incompetent in conducting foreign policy to the PAD, the Thai Patriot Networks and the Santi Asoke sect. AH Abishit is running Thailand and it is him who has the last word and it is him who will be responsible for the conflict!

This is not the first time that neutral Cambodia was attacked! And neutral Cambodia was attacked by the South Vietnamese army in pursuing of the Vietcong during King Sihanouk and now there is no more South Vietnam government!

I am surprise, this article has been posting by Bangkokk post, it's a fair reported, Dr Pavit is not bias, he is a good analizer politically. Yes Abhi-Shit, his group and Military feeling better when they used forces to destroy Cambodien to intentionally occupy Khmerland, as you have mentioned to make enamy is easy but how Abhishit improve for the better relation with Cambodia?, it's not simple after painting shit on Khmer faces. Only coup attemp that the King has been prepared for could be save Siames face better even the history still in folsify!. Now I know for sure his bigger boss wnted him to try on a chance by using all the Siamese military stok piles hardwar to invade, killing and occupying more Khmerland, these three groups are prowd with what their actions taking toward Cambodia.

Our territory vs perfect democracy

Do we have to keep silence and wait until we have a perfect democracy before we can react to Thai aggressions? Do we have to leave the Temple and the territory around it to Thai ambition as long as somebody keeps repeating that our democracy is not as good as the one in Bangkok? That means that a country qualified rightly or wrongly as more democratic could enjoy aggressions on another country deemed less democratic? This is a perfect argument since the two things work perfectly in tandem. This leads to say that Thais can keep violating any international law by aggressing Cambodia as long as someone, PhD scholar or not, repeats that our country doesn’t have a perfect democracy!
In Preah Vihear Temple case, according to The Hague ICJ judgment, it was not the case of the temple alone, but clearly the sovereignty of the land around it has been extensively debated: “In its Judgment, the Court found that the subject of the dispute was sovereignty over the region of the Temple of Preah Vihear.”…
“From these facts, the court concluded that Thailand had accepted the Annex I map..
The Court therefore felt bound to pronounce in favour of the frontier indicated on the Annex I map in the disputed area and it became unnecessary to consider whether the line as mapped did in fact correspond to the true watershed line.
For these reasons, the Court upheld the submissions of Cambodia concerning sovereignty over Preah Vihear.”

It is about our Temple, about our land and more importantly, about which map should be used by both countries, whether for the land around Preah Vihear or the map delimiting our maritime boundary where rich hydrocarbon deposits are deemed considerable. You are not ignoring that our enemies are actually eying our natural resources. Preah Vihear Temple and the land around it are dear to our heart, but the unsaid and hidden economic ambition of Thais is oil and gas along the maritime border. That their main objective!

Our responsibility is not limited only to any one cambodian political party considered it self “democratic” or any particular political leader who promises more freedom for our people, but the entire present generation of all Cambodians and all future generations of our children and grant-children’s as well. Please do not be so obsessed by your own political ambition!

There is no dispute territory or dispute land around Preah Vihear, but only robbed land by Thailand.
pls stop talking about dispute land, we don't have dispute land but our land is robbed by Thailand in the daylight. One American high ranking military officer said to me, long ago, that Thailand seeing the future property after Phreah Vihear enlist as the World Heritage Site of Cambodia that is why Thailand seeing it as a promising billion tourist dollars in the future and too thirty making this dispute to threaten Cambodia to shear this interest, try all the ways it have in hand, flip-flop, twist, pretending, ignorant the true, shameless etc. hoping that if Thai loosed the case means that Thai lossed nothing and if the Thai dream of shearing the management plan would become trued or shearing this Cambodian property comes possible Thailand will gain much.

No way Thailand
stop this dream, you can not enter Phrah Vihear any more thru your border facing Preah Vihea.
Cambodia have a 4th international airport plan in this area and the inland gate entering from Sisaket facing Prah Vihear will be closed eternally. Only Khmer Sorin who can speak khmer are allowed to enter this sacred temple.
