Suwit: Unesco to blame for conflict

The United Nations Edcuational, Scientific and Cultural Organisation (Unesco) should show responsibility because the listing of Preah Vihear temple as a world heritage site has resulted in border clashes between Thailand and Cambodia, Natural Resources and Environment Minister Suwit Khunkitti said on Tuesday.

Mr Suwit, chief of the Thai delegation to the World Heritage Committee meeting to be held in Paris in June, said this after a new round of fighting erupted between Thai and Cambodian troops around Preah Vihear temple in Si Sa Ket's Kantharalak district.

Villagers living around the Phra Viharn National Park and park officials have all been evacuated for safety, he said.


Mr Suwit said he would compile information for submission to Unesco to show that before Cambodia applied for the listing of Preah Vihear temple as a world heritage site the area was visited by a large number of tourists.

But, after the listing, the temple has been closed, followed by border clashes that resulted in many deaths and injuries.

Mr Suwit said it is necessary for him to tell the world community that the key to solving the conflict is for the two countries in conflict to complete demarcation of the disputed area.

He called for Cambodia to return to negotiations under the Joint Boundary Commission (JBC) framework, saying that this is the best way to end the whole problems.

Standing to lose in the conflict is the peoples of the two countries in terms of trade and economy, not the governments, he added.

Mr Suwit said he will on May 25 attend a bilateral meeting, organised by Unesco, with the Cambodian delegation prior to the WHC meeting.

The minister called for Unesco to show reponsibility.

He said clashes between the two countries derived from the fact that the temple listing was approved while the demarcation of the disputed area has not been completed.

Too bad for HUN SEN government! If Hun Sen buy some good weapons for the country it will not got this far. And plus Thai got nothing from Khmer and YUON got almost everything all around the Cambodia borders plus Koh Tral and mass sea surfaces. Koh Tral probably bigger than Singapore and Hun Sen said nothing to YUON and why he is acting tough with 4.6km2??

Plus this stupid Prayuth Chan-ocha had stated that the government was currently discussing whether or not to go to war with Cambodia over the disputed border.

This is a sign of declaring war with Cambodia. Hun Sen needs to get a few missiles from N. Korea and aim them to Bangkok, this will shut the Thai up for good.

Don't blame on UNESCO. Blame this to the thief. The site and territory arount it clearly within Cambodian land. You are trying to claim what is not yours and sent in your invaders to pick the fight. Keep sending more troops and Cambodians happily await and shoot.

Why talk to the thief when they don't hornor the meeting held at multiple sessions in the past? Cambodians already know about the talks that produced no result. They're playing game b'caus they know Cambodians easy to fool. Any discussion should be a third party involve as witness.

The real purpose of Thai is that Thai want to annex the area surrounding of Preash Vihear temple, what so called by Thailand as 4.6 square k m, which ICJ already rightfully has given to Cambodia as it was proof by the signing between Thai king and french and it has been recognized internationally. Thai and suwit is tricking the World and Cambodia to included Thailand's area in the PVH management plan which is, also, not a mm of Thai soil. The conflict is stemming from the robber's annexation aim of Thailand's king before it die to the hell. Thai king and entire family will go to hell when it die.

Thai officials are trying to play the trick or games by rejecting rejected an offer to have U.N. peacekeeping troops sent to the area after the clashes erupted in February.The UN would send troops to the borders, but Thai officials acted like childish or three-year-old kind the UN have made the decision on both sides. Thai officials always want to do it alone with Cambodia to get a part of bilateral cooperation between the countries without the UN. ASEAN's intervention is so far not going anywhere.

What wrong with flip-flopped Thai officials?

Again, Preah Vihear and the dispute area surrounding it are not belonged to Thailand. Danm it, Thai officials.

I think the UN would send troops to the borders anyway, but Thai officials will act like a childish or three-year-old kid. Thai officials would respect that the UN have made the decision on both sides. Thai officials always want to do it alone with Cambodia to join the bilateral cooperation between the countries without the UN intervention. However, ASEAN's intervention is so far not going anywhere.

It is either you are too old or too illiterate to understand the decisions that were awarded to Cambodia in 1962, so this issue has been resolved a long time ago unless you are too old to remember. The ICJ has awarded based on evidences provided by both countries and it has satisfied the ICJ based on your country's ability to gather all of your intelligence for the ICJ to view and the decision has been rendered and it is SITUATED INSIDE OF CAMBODIA. So why you made such a ludicrous statement that implied to be not so. You said Unesco should have waited until the demarcation between Cambodia and Thailand is completed. It is either you are stupid or cant understand the decision made by the ICJ. Preah Vihear has been built by Cambodians and it is SITUATED INSIDE of CAMBODIA and THEREFORE CAMBODIA CAN MAKE ANY OFFER TO ANY COUNTRY AS IT SEES FIT and in this case that would be UNESCO. This is the FUCKING NEW CAMBODIA and THE NEW CAMBODIAN GENERATIONS. We will no longer allow anyone or any country to dictate what we see best for all CAMBODIANS AND CAMBODIA. This new generation will not fall for the same traps attempted by illegitimate countries to involve themselves in our internal affairs. This new generation will fight to the end. If in means to drag other countries that will support this war between Cambodia and Thailand. Mr. Suwit, you should which countries I was referring to when I said it. Thailand needs to reconsider its position

The latest border skirmish between Thailand and Cambodia at Ta Mouan Thom temple is solid proof that Abhisit Vejjajiva's foreign policy and diplomatic skill towards Cambodia are absolutely wrong and have failed to help bring peace with its neighbour.
Many soldiers and civilians have lost their lives in recent years since Thailand opposed Cambodia's plan to get World Heritage listing for the Preah Vihear temple in 2008.
The latest clash at Ta Mouan and Ta Kwai (known in Cambodia as Ta Krabei), some 150km west of Preah Vihear, is just an extension of the conflict in February, which was caused by Cambodian disappointment at Abhisit's policy.

The issue became complicated and very difficult to resolve as the current Thai government mixed everything up. Thailand and Cambodia's conflict these days are a combination of boundary issues, military arrangements at the border, management of the World Heritage plan, as well as local and international politics.

The root cause of the problem began when Abhisit's government linked the World Heritage management plan with boundary demarcation of areas near to the temple. This government would use all means to block the management plan for Preah Vihear if demarcation of the boundary is not completed.

But even a schoolboy knows that boundary demarcation is time-consuming work and it could be separated from the management of World Heritage property. Legal experts agree that World Heritage listing should not cause Thailand to lose rights of sovereignty over territory adjacent to the temple - if that land really belongs to this country.

Cambodian Prime Minister Hun Sen also knows that Abhisit wants to use this issue to delay his plan for Preah Vihear.

Abhisit has felt compelled to do this, as he has been pressured by conservative and nationalist groups, which have camped near his office for months now.

A plan to make permanent peace at the border was also deferred because the Thai military hesitated to receive Indonesian observers at the border. The government has stalled on this since it agreed to the proposal in February. No observer from Indonesia has set a foot on the ground since the last clash at Preah Vihear in February.

Perhaps it's too shallow to think that Cambodia attacked Thailand simply because it wants to 'internationalise' the conflict. Would anybody think twice on why Phnom Penh might want to do this? And why Thailand was so scared of a multilateral forum wanting to resolve the problem?

Abhisit insists from time to time that existing bilateral mechanisms should be used to strike a deal with Cambodia over the conflict - as though he never knew that such a method would be ineffective at settling a contemporary dispute.

It sounds very na๏ve to call local commanders on both sides for a ceasefire when everybody knows that only Prime Minister Hun Sen can make such a decision. So the question is why doesn't Abhisit, as head of government, call his Cambodian counterpart to get a ceasefire?

If the government has no diplomatic capacity to convince Cambodian leaders to settle the conflict, the only option is for an acceptable third party. So, if Thailand has nothing to hide, having foreign observers at the border to monitor a cease-fire should not be a worry.

In this context, Asean, which is now chaired by Indonesia, is available and ready to enhance its role in solving the problem for its two member states.

Phnom Penh is also ready to comply with Asean's line, as it called for observers. But the problem has been on our side.

Time is running out and the situation is escalating. Perhaps the original plan to dispatch only 15 Indonesian observers on each side is not enough now. If Thailand wants to limit the size of the problem and find a solution, it needs to adjust its position and make a decision now.

The Siamese signed 1904, 1907 and 1908 treaties (The international boundary line between Cambodia and Thailand.) with the French, but Thailand did not obey it own signed treaties.

Preah Vihea Temple is inside Cambodia.
Ta Moan Temple is inside Cambodia.
Ta Krabey Temple is inside Cambodia.
The 4.6 KM square disputed area is inside Cambodia.

The border conflict between Thailand and Cambodia is a tool for the Thai Royalist Yellow Shirt Military Dictatorship Regime and AhBullShit Vejajiva's government to grab on to power.

I want Cambodia stop talking with Thai because they are not willing to be peace with Cambodia. I think if siem approved the previous minutes, so Cambodia will continue to talk. but if not, talk is useless. Siem Internal issues turn to make Cambodia with problem for political benefits for election. Siem want to review relation with khmer. who care what they said? We dont care much unbalance trade with Siem. Really, we want it cooperation, but this time is constraint no medicine to treat with child siem leader. About military threat, Cambodia is independent country why siem order we have to follow? Siem has no power to do this. I hope khmer will company with siem both diplomacy and military. if war is full scale, I dont think siem will win. if so it will cost more people both side. However, if we want peace but siem ignore. what we gotta do? so dont talk and wait and see Asean doing and UN action. we keep calm but strong and firm to protect land and people and dont patient with siem military action toward khmer. they used heavy weapon to kill our soldiers why we cannot use the similar response? khmer have to do from now on.
