Cambodia has rejected arrangement for the deployment of Indonesian observers to the disputed border area near Preah Vihear temple because Thailand has proposed a location in Cambodian territory for observers on its side, Cambodian foreign minister Hor Namhong said Saturday.
The rejection was in response to the 5th modified terms of reference (TOR) submitted by Indonesian foreign minister Marty Natalegawa, current rotating ASEAN chair, on April 28, for Indonesian observers to be deployed in the disputed border areas in order to monitor ceasefire.
"Cambodia cannot accept the fifth revised TOR because Thailand has proposed four locations for the observers on its side, but one of the locations is in Cambodian territory at Svay Chhrum area, though Thailand uses a different name," Hor Namhong said at Phnom Penh International Airport upon his return from submitting a request to the International Court of Justice for the interpretation of the Court's judgment of 1962 on the case concerning the Preah Vihear temple.
He said that the Svay Chhrum area in Preah Vihear province is in Cambodian territory as far as 7 kilometers from the border line.
"I will reply to Marty that Cambodia cannot accept the fifth TOR," he said.
Cambodia has proposed three locations -- Ta Sem, Chak Chreng and Pram Makara -- near Preah Vihear temple for the deployment of observers on its side.
The International Court of Justice awarded Preah Vihear temple to Cambodia in 1962.
The 11th century temple was listed as a World Heritage Site by UNESCO on July 7, 2008. But the dispute over the 4.6 square kilometers scrub next to the temple has sparked periodic border conflict between Cambodia and Thailand. The latest in a series of deadly clashes has killed over a dozen soldiers on both sides since April 22.

Do not trust Marty Natalegawa. He is work for Thai on Khmer's expense. He is not on neutral in this case. He married to a Thai. He should step down from this case. Let other Indonesian take his place.

I wish all khmer people and government dont be stupid on siem using all tricks on khmer soil and khmer life. I wanna tell siem we are not fool to hook seim s trap. Khmer ancestors have left the best land for agriculture and temple for next generation. we are proud of khmer. We are much more clever than siem we are willing to die to protect our territory. we want peace and development, we are internal war and powerful country used khmer as game that make this country poor and people die a lot of some khmer stupid leader. Now I wanna khmer leader all generation onward will protect land, territory, and development become rich country in the world. why we cannot like this? I think now many khmer people become well educated to development country and continue for human development for country. All leaders look back our history and dont do bad same thing like POL POT, but if we can we learned how CHEY VARAMAN VII develop country and protect our land is glory khmer king and many thing this king left for our generation. even though at ancient time but this king is real science leader whom we have to learn and adapt to modern one. Historian should be researched and rewrite a book of this king works for next khmer generation to study as well as education should be adapted to modern about science, and development. I think we dont do wrong thing like previous leader make country in war and evil for own people and own blood.
Today is more important than yesterday. So, just try to focus on today. We need nuclear bombs to protect our nation from all preditors. The only place to go to is, North Korea, Iran, India, Pakistan, China and Russia. Try to order at least 10-20 jets that could carry those bombs. No need to talk too much anymore, what the Thai want right now is the 4.6km and Preah Vichear and this issue will never go away. At the same time they know that we are weak and vulnerable so they are taking the chance but what they don't realise is we are a population of half Viet-khmer. We will not let the Thai continue to do this to us any longer. Viets and khmers have worked together to defend our nation from being influenced by the west where as the Thai they tried to betray their neighbouring country by allowing the west to use their country as a base to attack both viet and khmer. This is a time where they need to be reminded of what they have done to us Asian nations, and it is a time for them to know that we know. They were the number one traitor in Southeast Asian. The end will come, and they will pay for what they have done!.
Viet and Khmer once again will be hand in hand to attack the Thai and this time, it will be for good. From here we will never have to face with such 'cancer' ever again. By then Asian nation will find peace once and for all. Just remember this; before 1975 khmer helped viet to win the war from the west and in 1979 Viets saved khmer nation from being extintion. In 1979-1983 Thai helped to kill khmer by dumping us onto the mine-field and thousands died and thousands more were suffered servely. Do not let the Thai get away from what they have done to the us both Viet and khmer. Viet and khmer refugees were constantly attacked by the Thai during those period because of the unstable condition that we were in. So, Thai be prepared for pay back time if you don't stop being sooooo wicked right now, you will see what will come for you next and it is called 'Karma'. There is little time left for you to change you mind about us before we make the next move on you and this time, that is it, there will be no more mercy and god knows what he is doing that justice will be done on earth and as it is in heaven. I still ain't believe that Khmer's race would be eventually extincted, if there were without Youn's invasion.
If there were intentionally not having the repeatingly failing attempts of assassinating Pol Pot,( which insansely making him totally lose and initially killing the Easterners), and Youn was repeatedly attacking the Eastern border thrice, therefore Khmer's communist would be slowly, but gradually became like China and Russia.

Why did Cambodia bring the Preah Vihear issue back to the International Court of Justice? The case was already finalized a long time ago. Everyone knows that it belong to Cambodian. The issue before us today is the 4.6 kilometers squares of land. We need to open a new case with the ICJ concerning this issue. We need to ask France to provide us the original map and we along with experts need to study this map carefully so that we can be fully prepared to provide proof, evidents, testimony to the court. Experts from France can help us pin point to the exact location where the border post should be. Cambodia must invite third and fourth party to participate in the border demarcation so it can be witnessed. The bilateral mechanism is not an option for Cambodia anymore. No bilateral.
