Being a thieves is a norm. If you are not a thieves, people will prown at you! They look at you like you're from a different solar system. If you are not a thieves, your are not normal in their environment! So warning, any Khmer want to work in Cambodia, you better be ready to be one of them!
Cambodians are naitive, ignorant, and docile enough to let the 1-eyed dictator rule for almost 3 decades. Don't blame it on him, but on his people.
How applicable it is in America. Less so in Cambodia. US government take from it's citizens to give to foreigners in the name of charity. It's call wealth distribution that is why American is about bankrupt.
