Thailand, Cambodia have not signed convention banning these munitions

The UK-based Cluster Munition Coalition claimed that it had evidence and confirmation from the Thai representative in Geneva, Sihasak Puangketkaeo, showing that Thailand had used cluster bombs in the border skirmish with Cambodia.

Sihasak, Thailand's ambassador to the UN, said he had been misquoted.

"Unfortunately, I was misquoted in the press release. I never used the term 'cluster munitions' at any point in the meeting when referring to the 'dual-purpose improved conventional munitions' type of weapon we used," Sihasak told The Nation.

The ambassador said he had double-checked with Thai top brass on the types of weapons that had been used in the border clash.

CMC director Laura Cheeseman insisted that two separate, onsite investigations had proved that 155mm Dual-Purpose Improved Conventional Munitions (DPICM) were used by the Thai military during the exchange. "These are cluster munitions," she told The Nation.

cluster bomb is a cluster bomb. Cambodian had been killed by Thai's cluster bomb. Any words that come from Thai's mouth is worth less than a cow's dropping. At least cow's dropping are used for fertilizer!

Cluster munitions or DPICM?

It seems to be about semantics after all, especially, as far as the Thais are concerned!

Most forms of conventional weapons are not kind to people or their projected targets. However, one of the main reasons behind the campaign to ban the use of cluster munitions globally is the danger such weapons are likely to cause to human lives/limbs long after the weapons' initial deployment or the conclusion of the conflict.

Like anti-personnel land mines, unexploded cluster bombs or bomblets can lie dormant on any given terrain waiting to go off and explode the moment they are triggered by the slightest touch or movement. But, unlike land mines they are generally not buried beneath the ground's surface, and in addition to their shinning appearances, this makes them very attractive objects to young children, in particular, as well as curious adults (as testified by the recent injuries caused to Cambodian policemen in the area where these bombs had been used).

Indeed, according to the Thai press, there is even a joke among Thai soldiers that "the Cambodians don't like Caesar Salad!", this being the name of the French-made mobile artillery system capable of firing cluster munitions at a distance.

CAESAR can also be uninstalled as quickly as the CAESAR is installed. In 45 seconds, CAESAR can be driven off of the projectile areas, even before the first shot lands on the target. This reduces the risk of being hit by the opponent’s counter battery".

IF, CMC DIRECTOR LAURA CHEESEMAN JUST GOSSIP TO THE WORLD WITHOUT SOLVING THE PROBLEM, THIS WOULD DEFINITELY ENCOURAGE CAMBODIA TO USE THE CLUSTER BOMBS IN NEXT WAR WITH THAILAND IN RETURN OF "RETALIATION".
