During the Council of Ministers meeting held at the Eternal Peace Building in Phnom Penh this morning, deputy-minister Sok An brought up an important topic that required high-level decision. According to an anonymous source at the Council of Ministers (his initial is P.S.P.), H.E. Sok An indicated that, during a secret meeting between his wife, Chumteav Toch Sok Annie, and Cambodia’s first lady, H.E. Chumteav Thom Dr. Bun Rany, held at the Naga Casino Hotel, H.E. Chumteav Thom Dr. Bun Rany bitterly complained about the dishonorable situation faced by her family: following the second marriage between her daughter, Ms. Hun Mana, to H.E. Dy Vichea, son of late General Hok Lundy, she was quite concerned that this union may result in many children that would make the Hun family loses face. Indeed, H.E. Dy Vichea was once married to Ms. Hun Chantha, the first cousin of Ms. Hun Mana. Therefore, any children resulting from the union between Ms. Hun Mana and H.E. Dy Vichea will surely hit a snag: how will these children call Ms. Hun Chantha? Should they call her Aunty Chantha and should they call them step-mom Chantha?

Facing with this huge dilemma that could decided the future of Cambodia and the future of the CPP itself, H.E. Chumteav Thom Dr. Bun Rany had decided to seek counsel from Chumteav Toch Sok Annie. While the meeting was being held, the hotel staff was ordered to blast the song “Any” by the late singer Sin Sisamouth so that nobody could hear the secret conversation between H.E. Chumteav Thom Dr. Bun Rany and Chumteav Toch Sok Annie.

Following this secret discussion, H.E. Sok An was ordered to report the outcome to the Council of Ministers so that a sub-decree may be issued by order of Samdach Decho Hun Sen during Friday’s meeting. After a quick headcount, all ministers present cheerfully agreed to the proposed sub-decree which stipulates the following:

1. Starting at Noon on the first day of April of the year of the Lord 2011, all married children of the CPP elite (starting from the rank of under-secretary of state and above) are to report to the Council of Ministers with their spouses. This is a mandatory order. Those who refuse to show up will be gently shot.
2. Each of these children of the CPP elite will be assigned a random number upon their arrival.
3. Once all children of the CPP elite have been herded and accounted for at the Council of Ministers, a drawing will be conducted to pair these children with a partner who will be different from the one they are currently married to.
4. This pairing will last until one of the two conditions below is fulfilled: if the pair produces a child in a period less than one year, they will be allowed to leave the pairing partner and rejoin their former spouse (or another partner of their choice if their spouse is not relieved from his/her national duty yet). If no child is produced within a year, the pairing will be maintained until a child is pro-created.
5. This decision is final and will supersede any prior decree. This sub-decree must be kept confidential and serves to provide a diverse gene pool for the future leaders of the CPP party.
6. All those who dare reveal this top secret spouse exchange sub-decree will be shot or sent to the Vietnamese Gulag.
7. The Cambodian morality squad  is ordered not to talk and to deny any knowledge of this sub-decree.
