Is this Oeun mentioned by Khmer expert and Yale professor Ben Kiernan who established the Documentation Center of Cambodia in his book The Pol Pot Regime: Race, Power, and Genocide in Cambodia under the Khmer Rouge, 1975-79 (1996) the same as Ta An mentioned by Ms. Theary C. Seng as one of the three in Case 004?

Across the Mekong from the Eastern Zone is the less densely populated North, re-named the Central Zone in 1976. It comprised northern Kompong Cham, Kompong Thom, and Preah Vihear[...]
One Muslim leader says, "Chams died in the largest numbers in six or seven subdistricts along the Mekong's north bank in Kompong Cham... Not a family survived, one one or two people." [...] Normal population growth would have brought these communities to a total of about twelve hundred families by 1975. The three villages increased to five, all in DK Region 41 [footnote: These villages were Antung Sor, Angkor Ban, Khsach Sor, Svay Tahen Krau, and Svay Tahen Khnong]. Most of these inhabitants were dispersed in 1975-77. From Antung Sor village, only one Cham survived, living alone under a Khmer name. Samah Ni, a Cham fisherman and a farmer from Chrang Chamres in the northern suburbs of Phnom Penh, was evacuated from the capital in April 1975. Three of his children were killed by the Khmer Rouge during the evacuation. With three brothers and sisters and his eldest son and daughter-in-laws, Ni made his way to Batheay in the Choeung Prey district of Region 41 [...] Ni claims that there had been no killings under Sao's authority in 1976, but that in January 1977 "the killings began." Sao was executed, and Ni's fourth son and three brothers and sisters were all killed in 1977.

remember too that the stupid KR regime and ignorant people killed people indiscriminately. there hated certain kind of people, despite race, national background, etc, etc... there were millions of khmer people killed then. everyone suffered and lived in fear during that 3 years 8 months 20 days reign of terror, you know! those of us who did survive were based on pure luck at that time, really!
Cham people are so sweet and naive, they too are being used by Hanoi to stir troubles in Cambodia while at the same time Hanoi's military is quietly marching in Cambodia, no one pays attention. It is not their faults because they have nothing to lose as Khmers will lose Cambodia for good.
Khmer Folks, Russia pays so much money to erase Cambodia and Laos from the world map and to create ONE VIETNAM, and it is about to happen.
Koh Tral Island must not be forgotten

Why do Koh Tral Island, known in Vietnam as Phu Quoc, a sea and land area covering proximately over 30,000 km2 [Note: the actual land size of Koh Tral itself is 574 square kilometres (222 sq miles)] have been lost to Vietnam by whose treaty? Why don’t Cambodia government be transparent and explain to Cambodia army at front line and the whole nation about this? Why don't they include this into education system? Why?
Cambodian armies are fighting at front line for 4.6 km2 on the Thai border and what's about over 30,000km2 of Cambodia to Vietnam. Nobody dare to talk about it! Why? Cambodian armies you are decide the fate of your nation, Cambodian army as well as Cambodian people must rethink about this again and again. Is it fair?
Koh Tral Island, the sea and land area of over 30,000 square kilometres have been lost to Vietnam by the 1979 to 1985 treaties. The Cambodian army at front line as well as all Cambodian people must rethink again about these issues. Are Cambodian army fighting to protect the Cambodia Nation or protecting a very small group that own big lands, big properties or only protecting a small group but disguising as protecting the Khmer nation?
The Cambodian army at front lines suffer under rain, wind, bullets, bombs, lack of foods, lack of nutrition and their families have no health care assistance, no securities after they died but a very small group eat well, sleep well, sleep in first class hotel with air conditioning system with message from young girls, have first class medical care from oversea medical treatments, they are billionaires, millionaires who sell out the country to be rich and make the Cambodian people suffer every day.
Who signed the treaty 1979-1985 that resulted in the loss over 30,000 km2 of Cambodia??? Why they are not being transparent and brave enough to inform all Cambodians and Cambodian army at front line about these issues? Why don't they include Koh Tral (Koh Tral size is bigger than the whole Phom Phen and bigger than Singapore [Note: Singapore's present land size is 704 km2 (271.8 sq mi)]) with heap of great natural resources, in the Cambodian education system?
Look at Hun Sen's families, relatives and friends- they are billionaires, millionaires. Where did they get the money from when we all just got out of war with empty hands [in 1979]? Hun Sen always say in his speeches that Cambodia had just risen up from the ashes of war, just got up from Year Zero with empty hands and how come they are billionaires, millionaires but 90% of innocent Cambodian people are so poor and struggling with their livelihood every day?
Koh Tral was a Cambodian island, and technically and legally, remained a Cambodian island until today.

The real Angkar between 1975-1979 or Khmer Rouge consisted of 2 differences as fellow:
1. A group of Paris students .
2. A group of Khmer Viet Minh:
Angkar between 1975-1979 as fellow:
1. Pol Pot. ( a Paris student ).
2. Nuon Chea. ( former Thai Communist Party but in a Paris student groups ).
3. Ieng Sary. ( a Paris student , Khmer Kampuche-Krom ).
4. So Phim. ( Khmer Viet Minh ).
5. Son Sen ( a Paris student , Khmer Kampuchea-Krom ).
6. Ta Mok ( Ta Mok din not study in France but he was in a Paris student group ).
Note: 1. If you have a quick look you will see a group of Paris students more than Khmer Viet Mihn but the reality was Khmer Viet Minh had more troops ( Khmer Viet Minh troops like Heng Samrin , Chea ect… . than Pol Pot troops .

So if you look at Khmer Rouge Trial or ECCC those being detained without trial ( except Duch ) are a group of Paris students and 3 out of 5 are not Angkar 1. Khieu Samphan, 2. Ieng Thirith, 3 Duch.
So one of many reasons why this fake ECCC try to trial 2 Angkar 1. Nuon Chea 2. Ieng Sary ( 2 of Paris students groups ) and let the real killer like Khmer Viet Minh like Heng Samrin , Chea Sim and many more escape from the justice.
