Note for RGC (Ministry of Defence)

Note for RGC (Ministry of Defence):

Note by MP
As a foot soldier, you don't want to learn of your commanding officer's or your general's corrupt practices, and likewise as a citizen you don't want to live in a hut gazing at your rulers' opulent palaces. And no, evicting the impoverished subject is not the solution!
Cambodian soldiers still in flip-flop while fighting in Oddar Meanchey
This episode - armed aggression by Thailand - reiterates yet again Cambodia's need to upgrade its defence capability.

I accept that for the first time since independence from France, Cambodia has the ability to defend itself to a limited extent, and providing the clashes are confined to one or two localities, containing or neutralising invading forces does not call for massive defensive resources.

But this calculation - especially in light of limited national budget - can be dangerously misleading. It's not just about the 1:15 or 1:10 ratio in terms of what the defending side and the invading one require respectively to upset the odds. The Vietnamese deployed 200,000 troops, backed up with aerial sorties, to overwhelm KR forces of about 70 - 80,000 men -many of whom had been hastily recruited after the 1970-5 war and had no previous combat experience - but the vast disparity here owed perhaps to the strategic-political need of the Vietnamese to spread military presence over an entire country's territory with the threat of prolonged guerrilla campaign in mind.

As long as Cambodia continues to rely on outsiders to do battle for her and/or take excessive, false security in formal safety nets provided by political and diplomatic alliances - from Treaty with Vietnam to ties with Asean, the UN etc. - her de facto political freedom and independence will always continue to elude her.

The Vietnamese have learned from their national humiliation at the hand of the Chinese in the past. Their estimated 1m strong conventional forces and heavy investment in military hardware reflects their hard-nosed realism in this regard. From their bruising encounter with Vietnam in 1979, the Chinese will think twice before considering 'teaching' Hanoi another lesson. Yet the threat from the Chinese is still there, and Hanoi knows this.

War can be painful in reality, but it has been a feature of human civilisation since the dawn of history, and is unlikely to go away any time soon for good.

Until Cambodians are certain that their supposed friends and neighbours have their (Cambodian) people's interests at heart or love the Cambodian nation more than they do their own, then be prepared to face up to this necessary evil.

The constant threats posed by Cambodia's two neighbours; the geographic position occupied by her in between them, and the resolve to meet these threats and actual aggression (testified by the current border war) could ironically work to the country's long term benefit. For example, to build up the military (say increase well trained combatants to around 200,000 to 300,000 or more in proportion to projected population expansion within the next 10-15 years or so) finances have to be in place. Yet this resource (money) is unlikely to be conjured out of thin air. Therefore, a wave of cleaning up campaign and structural reform are paramount; and there is no need to use this pretext of national security to bulldoze civil liberty or infringe on human rights. As a foot soldier, you don't want to learn of your commanding officer's or your general's corrupt practices, and likewise as a citizen you don't want to live in a hut gazing at your rulers' opulent palaces. And no, evicting the impoverished subject is not the solution!

Cambodia can only begin to have a strong, disciplined and up-to-date military WHEN AND IF the CPP is no longer in power and the tradition of corruption amongst military/police elites die out.

The only part of the Cambodian military that is adequately equipped with modern weapons are the military police commanded by Sokha Sao, the 911 Special Operations Commandos trained by Indonesia, and Hun Sen's para-military bodyguard unit.

The rest of the Cambodian military is very rag-tag. The few ighter jets from the 60's and 70's at Pochentong are in decay. Cambodia relies on 2nd hand donated vehicles from China and the US. Soldiers wear sandals, appear malnourished, are under-paid (or no pay)have rusty & outdated Soviet-era weapons and every soldier and officer seems to be wearing different camouflage uniforms from one another and are mismatched!

Honestly, if it ever comes to a full conventional war, Cambodia will once again beg Vietnam for full military support. These border skirmishes with Thailand are childs play and beyond that...Cambodia is incapable.

War is business, war is political.
War is a cycle, These machinese and weapons, alway will be used before become expired.

These are the best soldier in the world. They need no shoes. Sandles are perfect for them. They don't want to Hun Sen to buy shoes for them they prefer Hun Sen keeps the money for CPP to buy vote in the next election.

It doesn't matter what they wear because they are not in the front line. As long as they can perform their duty, it is good !!!

Have you seen Thai attilary unit ?

They also perform their duty without shirt on ! But the front line soldier all full equipped.

It is hard to increase the millitary spending on Cambodian soldiers when SRP ask for reducing spending and they twist and turn for political gain as I have seen in this blog.

As far as I know, all units are near the Thai border, even Hun Sen security guards !!!!

I agree with 2:18 AM. Cambodia lost a lot of territory and don't want to lose it anaymore. That is the motivation for fighting. Thailand can not even win against ghost army in the south of the country.

That's what they called Khamen flip-flop!

There we go again, another useless NGO. Srok Khmer has over 2,000 NGOs already. How many more do we need? To do what? All the NGOs are at the mercy of Hun Sen anyway. If Seng theary is brave, she should file a criminal case against Hun Sen! He's the real mass muder. Theary wouldn't be able to remain in Cambodia longer than 24 hrs. if she dares to take on Hun Sen!!!

What kind of writer would begin a sentence with the word "and"??? Whoever wrote the statement above in red needs to go back to school and learn proper grammar!!

Anonymous said...

Cambodian troop still use bunch of old 120mm, D-30 from red army, soviet' era...Hun Sen must order new heavy artillery,155mm from russia and china ASAP!

Cambodian needs long range missile that can shoot around 1000 miles. I bets if we can get that kind of missiles from North Korea or China. I'm sure ah Yuon and ah Siamese, won't arrogant on us, maybe we can demand them to return all the land that they've been stolen from us in past back too. We needed modern weapons and new technology to protect our country and nation from the enemies, cause we've alot of enemies around us.

Koh Tral Island must not be forgotten

By Ms. Rattana Keo

Why do Koh Tral Island, known in Vietnam as Phu Quoc, a sea and land area covering proximately over 30,000 km2 [Note: the actual land size of Koh Tral itself is 574 square kilometres (222 sq miles)] have been lost to Vietnam by whose treaty? Why don’t Cambodia government be transparent and explain to Cambodia army at front line and the whole nation about this? Why don't they include this into education system? Why?

Cambodian armies are fighting at front line for 4.6 km2 on the Thai border and what's about over 30,000km2 of Cambodia to Vietnam. Nobody dare to talk about it! Why? Cambodian armies you are decide the fate of your nation, Cambodian army as well as Cambodian people must rethink about this again and again. Is it fair?

Koh Tral Island, the sea and land area of over 30,000 square kilometres have been lost to Vietnam by the 1979 to 1985 treaties. The Cambodian army at front line as well as all Cambodian people must rethink again about these issues. Are Cambodian army fighting to protect the Cambodia Nation or protecting a very small group that own big lands, big properties or only protecting a small group but disguising as protecting the Khmer nation?

The Cambodian army at front lines suffer under rain, wind, bullets, bombs, lack of foods, lack of nutrition and their families have no health care assistance, no securities after they died but a very small group eat well, sleep well, sleep in first class hotel with air conditioning system with message from young girls, have first class medical care from oversea medical treatments, they are billionaires, millionaires who sell out the country to be rich and make the Cambodian people suffer every day.

Who signed the treaty 1979-1985 that resulted in the loss over 30,000 km2 of Cambodia??? Why they are not being transparent and brave enough to inform all Cambodians and Cambodian army at front line about these issues? Why don't they include Koh Tral (Koh Tral size is bigger than the whole Phom Phen and bigger than Singapore [Note: Singapore's present land size is 704 km2 (271.8 sq mi)]) with heap of great natural resources, in the Cambodian education system?

Look at Hun Sen's families, relatives and friends- they are billionaires, millionaires. Where did they get the money from when we all just got out of war with empty hands [in 1979]? Hun Sen always say in his speeches that Cambodia had just risen up from the ashes of war, just got up from Year Zero with empty hands and how come they are billionaires, millionaires but 90% of innocent Cambodian people are so poor and struggling with their livelihood every day?

Koh Tral was a Cambodian island, and technically and legally, remained a Cambodian island until today.

Smart Khmer girl Ms. Rattana Keo,
