Officials hurt in Vietnamese boat attack

Fishery administration officials were reportedly slashed with a knife and beaten during a raid on a Vietnamese fishing boat found deep inside Cambodian territory.

According to local newspaper Nokorwat News, the two government officials had to jump in the sea to escape after being attacked during an operation to stop a Vietnamese vessel fishing illegally near Polovai Island in Preah Sihanouk province on Monday.

The officials, it was reported, captured a boat containing seven fishermen. But when they ordered the captain to take it to a port, 47-year-old Cambodian official Som Darapoc was knifed while his colleague, 48-year-old Nuch Puthreary, was beaten with a stick.

The attack forced them to flee for their lives, according to the newspaper, while the boat returned to Vietnamese waters.


Nao Thuok, director of Fishery Administration, confirmed yesterday that the men had been injured after a scuffle between fishery officials and Vietnamese fishermen. One of the officials, he said, was still being treated at Phnom Penh’s Calmette Hospital.

Nao Thuok was not available to comment further but it was reported that Som Darapoc received five stitches for his knife wounds.

Duong Sam Ath, chief of Fishery Administration at Preah Sihanouk province, denied that the officials came from his province. “Maybe the officials are from other units, but my officials are fine,” he said yesterday.

An employee at the Vietnamese Consular General in Preah Sihanouk province said “I don’t know, ask my colleague” when asked for comment by reporters yesterday.

Le Minh Ngoc, spokesman for the Vietnamese embassy in Phnom Penh, said yesterday that he had no information on the incident.

Chum Nith, coordinator of Fisheries Action Coalition Team based in Preah Sihanouk province, said he had no information.

When Cambodian fishermen stray into Viet' s territory, they would be shot to kill by Viet coast guards but when Viet' s fishermen come to fish on Cambodian water, they attacked Cambodian authority.

No government officials dare to come out to condemn this violation but hiding their head in the sand.

I would not be surprise if those officers who tried to arrest those illegal Viet fishermen will lose their job because they dared to try to arrest those Viets.

There can't be more Stupids than those two officers. They are the one that suppose to be in control, but then they let themselves to be the VICTIMS.

it's a wake up for cambodia to reform and upgrade the coastal protection vessels and training of coast guard, etc, really! it seems so lack of and poor in the way people handle this, really! of course, thieves like youn will always intrude into cambodia waters for fishing, etc, unless cambodia boost up the coast guard and so forth, really! it's probably won't be the last of this incidence either if cambodia don't step up to reform the way the coast guard is handling thing this way, you know! wake up already, people! look around te world, if you lack behind, ok!

yes, it's called reforms and cambodia can use lots of reforms everywhere, really! reforms so we, cambodia, we tackle piracy, illegal smugglings, wildlife trade, territorial protections, coast guards protections, illegal fishing vessels, etc, etc, you name it, ok! wake up already, cambodia! more upgrades and professional trainings are needed, even in the armed forces, ok! get educated already, really!

Well, if the officials had no power to arrest the fishermen, they should have left them alone rather than approaching them outnumbered, and probably unarmed.

Common sense should have warmed them against such attack. In fact, the 2 officials are lucky to have escaped and survived this savage gang attack under the circumstances as reported.

When someone or a group of people knowingly engage in something illegal, it is instinctive for them to be on the alert and be ready to do whatever necessary to evade capture, if and when it comes to that.

There are a few possible scenarios to consider here:

A) the officials are under instructions not to use force against the trespassers for fear of upsetting the Vietnamese authorities, and there had been many incidents in the past whereby the Phnom Penh regime would rather punish the Khmer victims by locking them up or handing them severe criminal sentences(see the 2 Svay Rieng villagers and Mr Rainsy, among others);

B) the officials are ill-trained to carry out their assigned duties because their immediate superiors are more interested in finding illegal ways to make money and become rich themselves than they are in protecting their nation's sovereignty in failing to ensure their subordinates are adequately trained to do their jobs;

C), both A) and B) are contributing factors behind this incident, serving to illustrate yet again the price the country is being made to pay for the lack of sound leadership at the national level.

it's called professionalism, and do upgrade or reform our coast guard like youn/viet do to theirs! if youn is evilly clever for steal from khmer people and cambodia, then cambodia and khmer people should learn and do the same thing to them, otherwise, youn thugs will keep on doing it nonstop. we got to do something to stop their illegal activity with cambodia, really! wake up, cambodia, do something to stop youn invasion, ok! this is unacceptable, period!
