Preah Vihear province - Villager representatives from Kampong Thom province’s Sandan district who have been vocal in their opposition to land concessions in Prey Lang forest say they have been under surveillance in recent months and fear they may face legal action.
The villagers raised the issue at a public forum in Preah Vihear province on Tuesday that was organised by the Cambodian Centre for Human Rights.
Sandan Chheang Vuthy said police in the district had stopped him and other representatives and taken down their names as the group travelled to a community forum in April and a protest in Phnom Penh last week.
“I am afraid because the authorities said the names will be taken to file a complaint to the court, but I wonder what I am doing wrong,” he said. Svay Phoeun, another community representative, said local forums in Sandan had drawn police who registered all village representatives in attendance. “Wherever the villagers go, police officers register the representatives,” he said.
Prey Lang, which stretches for roughly 3,600-square kilometres between the Mekong and Stung Treng rivers across parts of four provinces, has been the subject of heated protests in recent months, as villagers claim the government is crowding them out through the rampant awarding of concessions.
The Prey Lang network, a local activist group, says more than 40,000 hectares in the forest have been granted for rubber plantations alone, while 27 exploration licences and related concessions have been handed to mining firms.
Sandan commune police chief Oung San acknowledged that local authorities had registered villagers at public gatherings, but said this was not a prelude to legal action.
“We don’t register their names to threaten them or to file a complaint,” he said. “We want to know which people might be in danger so it is easy to help them.”

There must be a reason to be angry with the government.
They are not governing the country but destroying the nation. Forest destruction is their evil act. Forest concession to Vietnamese organization is a treason act. Pictures on the right are truly of the traitors. This government must be changed so that Khmer survive or Cambodia will be another Kampuchea Krom.
All we need to do is to destroy the root of Vietcong/Yuon in Cambodia that is a foundation of the stupid Hun Sen. All Khmer people need to tell the world communities and the UN about the Yuon/Vietcong communist leaders in Cambodia or Phnom Penh wh are behind the Hun Sen. Let the UN and International Communities, EU, USA and other powerful countries to put pressure on Vietcong/Yuon Communist leaders in Hanoi and put sanctions against Communist Vietnam or Communist Hanoi bastards and then Hun Sen will be weaken and people of Cambodia including Khmer Krom and Khmer Surin will take the stupid Hun Sen and his CPP members (top ranking officials) and his family down.
Hun Sen is a machine of Communist Hanoi just like a robot machine and he was operated by evil Hanoi Communist leaders.
Now, Khmer people can see what is like in Cambodia today as the crystal clear. The International Communities and the UN including USA, Canada, UK, China, and other countries will begin to look into what Vietnamese Communist leaders doing illegally and brutally in Cambodia in their secret plans to steal or over take everything from Cambodia to evil Communist Vietnam.
Don't worry, Khmer people. Vietnam will face the biggest problems in front of the International Communities, the UN, USA, China, UK, Brazil, Canada, Aussie, and other countries. Communist Vietnamese leaders and its supporters (some people of Vietnam) will confront the massive questions and they (Vietnamese/Yuon) will pay back what they took, multi-billions of dollars for more than three decades using Hun Sen as their puppet along Khmer Rouges (Yuon and Khmer Vietminh like Hor Nam Hong, Sok An, Sok Kong, Yeay Phu, etc). Wait and see in the near future.
It will be a laughable for the stupid country like evil Communist Vietnam whose evil Viet/Yuon leaders in Hanoi will be ashame and embarrassed in the world.
Mr. Sam Rainsy is the sun that shine bright in all Cambodians heart and mind unlike PhD, Dr. Hun Sen murdered thousands khmer lives and cut off 30 000 km2 of Cambodia to Vietnam as personal gift.
So Who is the bad guy now?
