Cambodia Awaiting Monitors for Border Withdrawal

Cambodian officials say they are prepared to comply with an international court order to demilitarize an area surrounding Preah Vihear temple, but not until third-party monitors arrive.

The International Court of Justice in The Hague on Monday ordered troops from both sides to clear a provisional demilitarized zone around the temple, which has been at the heart of a deadly military standoff since July 2008. It also ordered that both sides allow observers to have access to that zone. Indonesia, as head of Asean, has offered to provide observers.

The court decision was in response to a Cambodian request for the court to clarify a decision it made in 1962 over not only the temple, which it awarded to Cambodia, but surrounding lands that both sides still lay claim to.


Chhum Socheath, a spokesman for the Ministry of Defense, told VOA Khmer on Tuesday Cambodia was willing to withdraw from the area but would implement the court order “step by step.”

“When there is a presence of Indonesian observers to monitor a permanent ceasefire in the provisional demilitarized zone, we must withdraw from the border area,” he said.

Thai Prime Minister Abhisit Vejjajiva, who chaired a national security council meeting Tuesday, was quoted saying he has assigned officials to map out talks with Cambodia to implement the international court order.

He said he believe a General Border Committee between the two sides was the best channel for implementing the order, the daily Nation reported. The court order had no bearing on border demarcation, he said, according to the Nation.

Chhum Socheath said Cambodia is not opposed to talks with Thailand, under the framework of Asean.

I just drop my jaw when I read that Cambodia pull back the military too! This is to show that Preah Vihear temple doesn't belong to Cambodia and not under Cambodian sovereignty! If Preah Vihear under Cambodian sovereignty and why Cambodia has to withdraw their military!

The next move is that the Thai will find loophole in the law to wrestle the Preah Vihear into their hand!

This is a very sad day for all Cambodian people!

Wrong argument, Preah Vihear Temple always belongs to Cambodia and the great opportunaty for us Khmer the Tempel is also under the protection of the UNESCO.

Koh Tral Island must not be forgotten

Why do Koh Tral Island, known in Vietnam as Phu Quoc, a sea and land area covering proximately over 30,000 km2 [Note: the actual land size of Koh Tral itself is 574 square kilometres (222 sq miles)] have been lost to Vietnam by whose treaty? Why don’t Cambodia government be transparent and explain to Cambodia army at front line and the whole nation about this? Why don't they include this into education system? Why?

Cambodian armies are fighting at front line for 4.6 km2 on the Thai border and what's about over 30,000km2 of Cambodia to Vietnam. Nobody dare to talk about it! Why? Cambodian armies you are decide the fate of your nation, Cambodian army as well as Cambodian people must rethink about this again and again. Is it fair?

Koh Tral Island, the sea and land area of over 30,000 square kilometres have been lost to Vietnam by the 1979 to 1985 treaties. The Cambodian army at front line as well as all Cambodian people must rethink again about these issues. Are Cambodian army fighting to protect the Cambodia Nation or protecting a very small group that own big lands, big properties or only protecting a small group but disguising as protecting the Khmer nation?

The Cambodian army at front lines suffer under rain, wind, bullets, bombs, lack of foods, lack of nutrition and their families have no health care assistance, no securities after they died but a very small group eat well, sleep well, sleep in first class hotel with air conditioning system with message from young girls, have first class medical care from oversea medical treatments, they are billionaires, millionaires who sell out the country to be rich and make the Cambodian people suffer everyday.

Who signed the treaty 1979-1985 that resulted in the loss over 30,000 km2 of Cambodia??? Why they are not being transparent and brave enough to inform all Cambodians and Cambodian army at front line about these issues? Why don't they include Koh Tral (Koh Tral size is bigger than the whole Phom Phen and bigger than Singapore [Note: Singapore's present land size is 704 km2 (271.8 sq mi)]) with heap of great natural resources, in the Cambodian education system?

Look at Hun Sen's families, relatives and friends- they are billionaires, millionaires. Where did they get the money from when we all just got out of war with empty hands [in 1979]? Hun Sen always say in his speeches that Cambodia had just risen up from the ashes of war, just got up from Year Zero with empty hands and how come they are billionaires, millionaires but 90% of innocent Cambodian people are so poor and struggling with their livelihood every day?

Cambodia has no other way out, but strictly abides by the ICJ ruling. Other way, we would loose the support from the international community, starting with the UN Security Counsel. The demilitarized zone is just a provisional measure to stop wars and so allowing people on both sides of the border living with no fears. ASEAN observers (Indonesians) will be there and according to the ruling, Cambodia, the owner of the temple, can start to implement the management plan without obstruction. So pending the final ruling on the borderlines, we enjoy peace and at the same time, we can restore the temple and even develop it as tourist site. We went to the court to get this body confirm that the temple belongs to us and also the land surround it, belongs to us as well. I agree that the land belongs to us, but Thailand says the same. So how can we solve this problem? War should be only the last resort when we know that while we have a just cause, our army may be not the strongest one (Cambodia spends 192 millions dollars last year for the army while Thailand spends more than 4 billions for the same year). I do not think that the first commentator wants war, how can we say other way?

Here are the last 7 Khmer Provinces that Thai has controlled recently and need to give back to Cambodia once day in the future, These Provinces are already claimed by General Lon Nol in 1974, and after the statistic in 1974, there have 14 millions khmer people in Thailand, there have now around 30 millions Khmer People today live in Thailand,

These are the last 7 Khmer Provinces that Thai has been took recently :
1/ Surin (call Khmer Soren)
2/ Buriram (or Boreiram)
3/ Srah Keo (or Sah Keo)
4/ Sisaket (or Sri Saket)
5/ Chanthaburi
6/ Trat
7/ Ubon Ratchathani

And others Khmer Provinces need to give back also to Cambodia that Thai has been pick up from Cambodia in year 1833 during Khmer King Ang Chan II in that period khmer has been lost the war again Thai and Annam,

32/ Nakhon Ratchasima
40/ Prachin Buri
44/ Chachoengsao
45/ Chon Buri

At 1904 and 1907, Thai has agreed to give back to Cambodia only 4 Provinces :
1/ Siem Reap,
2/ Battambang,
3/ Svay Sisophon,
4/ Posat
These provinces has been back officially to Cambodia in 1947 in the Cambodia Map during The King Sihanouk Governement.
