France ready to help resolve Cambodian, Thai border dispute [-How about the problem with Vietnam???]

July 03, 2011

The Prime Minister of France, Francois Fillon said Saturday that France is ready to help resolve the simmering Cambodian and Thai border conflict, through map provision and other means of peaceful solution.

Fillon's promise was made during a one-hour meeting with Cambodian Prime Minister Hun Sen on Saturday afternoon at the Peace Palace in Phnom Penh.

"At the request by Prime Minister Hun Sen, Fillon said France is ready to provide copies of maps it made at the start of the last century when it ruled Indo-China to help solve out the Cambodian and Thai border dispute," Srey Thamrong, a minister attached to the Prime Minister Hun Sen, told reporters after the meeting.

"Moreover, Fillon said France may also help to find out a peaceful solution for the Cambodian and Thai conflict," he added.

The maps were produced by the Franco-Siamese commission between the period of 1905 and 1908 when France ruled Indo-China.

Cambodia and Thailand have had sporadic border conflicts over a territorial dispute near the Preah Vihear temple since the UNESCO listed the 11th century Preah Vihear temple as a World Heritage Site on July 7, 2008.

Thailand claims the ownership of 4.6 square kilometers (1.8 square miles) of scrub next to the temple.

Since then, both sides have built up military forces along the border and periodic clashes have happened, resulting in the deaths of troops and civilians on both sides.

Francois Fillon arrived in Phnom Penh on Saturday for a two-day visit at the invitation of Prime Minister Hun Sen.

Cursing is not what civilized people do. To earn the respect locally and internationally, we, Khmers should post comments using common sense rather than opting to curse indiscriminately.

The border with Vietnam may have already been a fait accompli considering the fact that the current Cambodian government is very silent on the issues knowing fully well that Cambodian territory has been encroached upon. The 2005 agreement with Vietnam will unfortunately now form the foundation upon which any future negotiations on territorial disputes will rest.

Hun Sen and his group will not go against the Vietnamese or even attempt to use a third party like France to help resolve the border problems with Vietnam fearing that he may be replaced by someone in his own party and to him holding on to power is more important than the actual size of Cambodia at the time of independence.

Unfortunately there are always Cambodians ready to serve Vietnamese interests in order to promote theirs thus putting Cambodia always at risk of losing her territory and independence. This is the fact which we cannot change at all.

The actual work of demarcation along the Cambodian border with Vietnam is done under Vietnamese decision and direction and obviously has gone predictably as smooth as silk with Vietnam gaining the most from the agreement.

Much worse the government would not even allow, without serious consequences, the oppositions to request that French assistance be sought and applied also to the eastern border.

It is also incredible that none of the CPP members are bold enough to come forward and make such a request for the country they claim to love more than their lives. It is better to lose one's job at the risk of being imprisoned and then go down in history as a hero than to hang on to a meaningless job for self gratification, pleasure and glory, but finally go down in history as a traitor.

It appears that Cambodian leadership has failed the country from one generation to the next to advocate for her defense and interest.

As for the Cambodian people who live here, they have been so tired of war, suffering and destruction that to them status quo is probably the best they could wish for and for that reason have decided to utter no protest whatsoever about the border issues with anyone and that is quite understandable considering the tragedy they have gone through and the same kind of leadership under which they have endured for years.

The Khmer Rouge was in the best position after taking over Cambodia in 1975 with the strong support of China to begin a serious and compromised negotiations on all border issues with Thailand and Vietnam, but they had miserably failed that opportunity because of their fanaticism, hatred, closed-mindedness, anger against the neighbouring countries, especially Vietnam, insane mistrust among their rank and file and their absolute incompetence on how to manage a country and reach out to the rest of the world.

Being intoxicated by their victory over Lon Nol's forces they were so proud of themselves and their tiny armed forced that they forgot completely the concept of compromise and the fact that Cambodia was a smaller state with smaller economy and rightly fresh from war.

A lot of us used to blame our ancestors who lived in the periods after Angkor when we studied hitory lessons in the classroom for their failure to protect Cambodian territorial integrity. Perhaps now we can begin to understand that we may have diseases, genetically speaking, in our society which are quite hard to cure and seem cancerous in nature. I can think of two of them such as disunity and the willingness to serve the neighbouring foreigners to promote one's interests at the cost of one's country.

Part 2:

Looking at Cambodian problems presently in place, I sorrowfully admit that I have no immediate solutions on how to tackle the problems and thus fall back on my back-up plan of using education to educate as many people as possible, especially the younger ones with sincere hope that the next generation will be able to do a much better job of protecting and preserving our certainly smaller Cambodia.

With sincere "thank you" and respect for all of you who have read this long comment, I remain.

If Hun Sen does not say that Cambodia has problem with Vietnam, how can any country in world help Cambodia?
Currently through the Vietnamese backing Hun Sen is the owner of Cambodia.
And the stupid Khmer just stand by and allow it to happen.

The hostilities and many chaos within Cambodia were caused by the annexation of Kampuchea Krom by France to Vietnam.

The oppression of Khmer by France and France gave power to Vietnam to oppress Khmer Krom led to the unstable minds in Cambodians.

The chaos led to the raised of Khmer Rouge and civil war which resulted in nearly 2 million death of Cambodians.

France has been the caused of genocide in Cambodia.

Merci Fillon but we do not need you to resolve this non-issue since Yingluck will be Prime Minister of Thailand.

Will you be able to please help Cambodia get back PN(HC)or at least encroached territories before you will be gone in 1012?
