PAD: Reject ICJ ruling

The People's Alliance for Democracy (PAD) on Wednesday issued four statements, calling on the government and the military to reject the ruling by the International Court of Justice (ICJ) on the demilitarisation of the disputed area around Preah Vihear temple issue.

The PAD demanded that the government and the military urgently:
  • Issue an announcement that they do not accept the ICJ's ruling,
  • Keep troops in the Thai territory (disputed area) and push Cambodians out of it,
  • Develop and restore international relations, particularly with member countries of the United Nations Security Council,
  • Not to reapply for membership of the World Heritage Convention,
  • Revoke the 2000 memorandum of understanding with Cambodia on demarcation, and
  • Seek the release of Veera Somkwamkid and Ratree Pipatanapaiboon, who are imprisoned in Cambodia for spying and illegal entry.
The ICJ on Monday ordered Thailand and Cambodia to both withdraw troops from the 4.6 square kilometre disputed area, which would be part of a provisional demilitarised zone, and annolunced provisional measures for the two countries to follow to reduce confrontation and bring about peace.

Here are the last 7 Khmer Provinces that Thai has controlled recently and need to give back to Cambodia once day in the future, These Provinces are already claimed by General Lon Nol in 1974, and after the statistic in 1974, there have 14 millions khmer people in Thailand, there have now around 30 millions Khmer People today live in Thailand,

These are the last 7 Khmer Provinces that Thai has been took recently :
1/ Surin (call Khmer Soren)
2/ Buriram (or Boreiram)
3/ Srah Keo (or Sah Keo)
4/ Sisaket (or Sri Saket)
5/ Chanthaburi
6/ Trat
7/ Ubon Ratchathani

And others Khmer Provinces need to give back also to Cambodia that Thai has been pick up from Cambodia in year 1833 during Khmer King Ang Chan II in that period khmer has been lost the war again Thai and Annam,

32/ Nakhon Ratchasima
40/ Prachin Buri
44/ Chachoengsao
45/ Chon Buri

At 1904 and 1907, Thai has agreed to give back to Cambodia only 4 Provinces :
1/ Siem Reap,
2/ Battambang,
3/ Svay Sisophon,
4/ Posat
These provinces has been back officially to Cambodia in 1947 in the Cambodia Map during The King Sihanouk Governement.

Thanks 12:37 am for your information. Khmer in those provinces have to know that they are khmer. The Thai take you as a slave -- as you can see the provinces that Thai took -- not much development taken place (majority are poor) compare to other provinces in Thailand!

As one can see from this statement alone issued by the PAD and its supporters, the resolution of the Preah Vihear Temple is a very difficult issue Cambodia has to deal with.

Though the PAD is not in government it can still certainly exert pressure on the Thai government in its dealing with Cambodia.

Unfortunately justice is simply a perfect condition humanity has been trying to seek throughout its history without great success in the same manner as the religious people are seeking and wish for heaven and the return of their gods to this world.

One can curse and complain of Thailand's aggressive behaviours toward Cambodia to whoever or whatever country and organization in this world, but we all know the reality that confronts us everyday and that reality, in simple term, means the survival of Cambodia as a nation within its own border and justice for Cambodia will always remain as elusive as it has always been.

Cambodia currently faces a myriad of problems from land encroachments by the neighbours, dangerously and deadly internal division, poverty, social injustice, wider division between the poor and the rich, etc. These problems were also more or less faced by the previous government of Sihanouk, Lon Nol and Pol Pot (the worse one in the whole history of Cambodia).

To explain this phenomenon in a simple term one can try to compare Cambodia to a family whose internal fighting among the siblings and parents gets to the point of killing each other and yet at the same time the occupants of the house are trying, in the name of protecting their common residence, to push away or stop external enemies' or neighbours' never-ending desire to possess the house.

Not only being a weak country relying on helps from the outside world to sustain its existence and normalcy, Cambodia also has children who do not know how to reconcile with each other and work together. Her children seem to only know how to fight very well not against the outsiders, but among themselves. The latest example of this division is seen by the rapid speed at which the SRP members of Parliament issued a statement to condemn the government for its failure to convince the ICJ to demand the withdrawal of the Thai armed forces from the disputed territory surrounding Preah Vihear Temple. Is it really a failure? Would the SRP be able to do a better job considering all the circumstances and problems Cambodia is facing right now? In order to have a chance to do what they want to do, the SRP needs to convince the majority of Cambodians to vote for them first and if all Cambodians voted for them, no amount of cheating could change the result without serious consequences. Unity is the word that every Cambodian understands very well, but somehow continues to not being able to put it into practise. A song by the name of “Chon Cheat Khmer…” was used and sung by Ms. Mu Sochua with her supporters at the recent rally organized by her and her party and it is quite paradoxical that the SRP issued such a statement at the critical time after the delivery of verdict by the ICJ.

Also if its policy and principles are more accomodating towards the Vietnamese living in Cambodia, the SRP may be surprised as to how many of them may be willing to vote for the SRP. Here is the explanation of why I choose to make such a statement and I am pretty sure that some of you who have read my comment up to this point begin to call me a Vietcong, a North Vietnamese's agent, a man or woman with Cambodian body, but Vietnamese mind, etc. Well, here is my explanation:

In the 60s I have more than a few friends who were in my primary school of Decho Dam Din. They are Vietnamese being born in Cambodia. I have no idea if their parents were also born in Cambodia. I believe their grandparents came to live in Cambodia during the French colonialism. These Vietnamese friends of mine were very good students and, though being able to speak Vietnamese at home, spoke Cambodians very well without any accents whatsoever and always considered themselves Cambodians and that was also why they were in Cambodian schools.

One would be surprised when speaking to them about their love for Cambodia and nothing else but Cambodia as their home and country.

During the Lon Nol’s coup of 1970, they and their families were rounded up and murdered not because they worked for the Vietcongs or North Vietnamese, but simply they were Vietnamese.

Cambodian governments of all regimes never attempt to promote the assimilation of willing Vietnamese into Cambodian society or offered them citizenship based on birth or length of stay in Cambodia for fear of being called a pro-Vietnamese government even though they may have thought of doing so and certainly there were also radical governments of Marshal Lon Nol and Pol Pot who killed them indiscriminately.

Here is a question for thought: did all the Vietnamese who came to live in Cambodia do so at the order of their government to take over Cambodian land for Vietnam? Or perhaps could it be possible that some or most did come for economic opportunities and better conditions of living that Cambodia can provide?

How does one define being a Cambodian and a love for Cambodia?

My definition of a Cambodian is quite simple and it is someone who takes or wants to take a Cambodian citizenship, loves Cambodia and considers it his or her country and is willing at all cost to defend her and her interests. Being born in Cambodia and having a dark color with curly hair are not important. Cambodia of modern day is composed of various ethnic groups who enjoy her culture, traditions, ways of life and consider Cambodia their home. This is a fact which cannot be ignored and ignoring it will only lead to more bloodshed and tragedy.

Imagine the US were at war with Cambodia and the Americans decided that the Khmers who had come to live there were not to be trusted and therefore should all be deported back to Cambodia or even killed. What do you think of that policy?

Now, your allegiance to the US is being tested, isn't it? Which country do you show your allegiance to? I am not going to answer that question, but let each one of you who is Khmer and lives in the US answers the question yourself.

Cambodian political and national problems are quite complex and it is not easy to find a good solution to all the problems Cambodia faces. For prosperity and peace in Cambodia, we need to move beyond the ethnicity and race issues and learn to unite and provide the government with praises when it does a reasonable job and stop criticizing it for the sake of criticism and political gain.

I agreed with you on this. I think if we want to find something wrong with the govt., we definitely can find 1001 reasons to criticize them. And we have to realize that as well, that it is equaly likely that there are 1001 reasons to praise the govt.

...well, as to what you said, the opposition is not always rights and good == not all CPP always wronge and bad.

May all Khmers realize their short coming as well as potential/capability in each and everyone of them in order to help rebuild Khmer nation.

Don't/stop blame thai and Viet too much. We must blame our leader Hun Sen's government. He has secretly signed many packages deal agreement with both countries. Do Cambodian people know about secret agreement? Answer no and no. Hun Sen doesn't want Cambodian people to know. There are no white zones before 1975 etc... Hun Sen does suicide political by himself and shoot himself in the foot.

You are absolutely right when you said that not all CPP members are bad and not all opposition members are good.

A basket of CPP members do contain
some good apples.

The grip on power held by the CPP is not easily shaken because of the many reasons we all fairly know.

Cambodians are too tired of wars, social upheaval, political chaos and anything that would lead to uncertainty and definitely they do not want another civil war right now.


They went through political changes and wars in the 70s that promised better life and prosperity, but ended up in the horrible and deadly hell of the Khmer Rouge regime. It seems like no Khmer leader is different once in power!

The CPP control of power in Cambodia right now is similarly strong to that of Sihanouk in the 70s era.

Just in the same manner as the toppling of Sihanouk came from the force within his own rank and file, the change in the CPP will probably be possible only from the desire for change within the CPP itself and hopefully that change is smooth enough to avoid a civil war or a devastating destruction to a newly emerging and hopeful Cambodian society.

Hun Sen is a dictator and will never relinquish power without a fight in Cambodia, no matter what the cost is.

Everyone knows he has no intention to give up power and has been preparing his children to take over in the same manner as Kim Il Sung and Kim Il Jong prepared their children for eventual succession in North Korea.

A change in Cambodia, if it ever happens, will be slow and faster and safer only through the education of the people so that they themselves (and I mean the majority) must demand from their government what they want for themselves and their children.

We can hope that with their education in the US, Hun Manet and Hun Many, if given the power and opportunity, will govern Cambodia differently from their father, Mr. Hun Sen.

I certainly wish and hope that they do not deviate from the democratic principles they have been exposed to in American Military Academy.

You hate the Khmer-born Vietnamese and the Vietnamese who live in Cambodia so much by the way you call them in your writing and yet you expect them to help your cause.

Why should they help you to eventually remove them from Cambodia or even kill them by supporting you?

A very dumb Vietnamese would still have no choice but to support Mr. Hun Sen since that is the only surviving possibility they have considering that the alternative is your policy.

Not many Khmers in Cambodia rise up to protest against any of Hun Sen's policy either or he won't be still in power.

It is easy for you to call for an uprising here in Cambodia, but the question is, will you be here with us to fight?

Of course as I study with the CPP children in the US, some of them know that what Hun is doing is not totally right, but need political stability in order to develop (which I agreed on this point). And I am strongly agreed with you that the populuation need to be educated in order to make an inform decision of choosing the right govt. to governce them.

To all the above commentators, the truth is,we all are living in a no man's land...at the end of the day, we all belong to the earth and the earth doesn't belong to any of us. So, that is why in Australia we adopted what we called the "Multicultural Policy'. This policy is to overlook any kind of differences, providing equal right and equal opportunaty for all "human being" with social right and social justice etc. The reason this is to accept human existence; since we all are here for the same purpose to live and to love one another regardless of different genders and roles. Now, once acknowledge our existence of equal value then we can conquer our fear and hatred for one another. So, what are waiting for? why not use this same policy to make peace like all for one and one for all.

If this is done according to what is right, then we will be prosper in no time. In stead of worry about our different, we should be more concern about what else need to be done for our country and nation, e.g create a welfar system to help the poor or putting more infrastures such as, roads,housings, schools, University, hospital, supper- markets etc.

This rule "Multiculture Policy" can eliminate all doubt. The more people we have are the better for the developmentation. Be smarter, in Australia, we tend to migrate more and more skilled migrant to come into the country. In addition, they also provide free education for their people and they use this qoute "we are living the world of abundant" and it is up to you to grab it or the "each country is not poor but rather poor management". So, wake up to all of our politicans/national leaders/leaders etc who are in the same boat of wanting to make peace.

Until that day, lets not inject us with your superficial Shitcong propaganda and help our Khmer Krom brothers and sisters. Let's find a way to pressure the Shitcong to relinguish their control and gave back these lands to us.
