[Thai] PM: Observers after troops leave [-Thailand is doing all it can to contradict Cambodian plan]

21/07/2011
Bangkok Post

Indonesian observers would not be allowed to enter the disputed border area near Preah Vihear temple ruins until Cambodian troops had left, Prime Minister Abhisit Vejjajiva said on Thursday - the exact opposite of Phnom Penh's stand on the matter.

“Thailand and Cambodia have different positions on this issue and therefore talks between the two sides are needed.

"Meetings must be held to discuss procedures to prevent any misunderstanding from occurring,” Mr Abhisit said.

The prime minister said the International Court of Justice (ICJ) had ordered an immediate troop withdrawal by both sides.

Jessada Katawethin, deputy director-general of the Department of Information at Foreign Ministry, said state agencies, including foreign and Defence ministries, must meet to discuss the IJC ruling before there was any compliance with the ICJ order.

Mr Jessada expected an initial meeting would be held early next week, after the Thai team at the court hearing returned from The Hague, in the Netherlands.

Police chief Wichian Potephosree on Thursday flew by police helicopter to the No 224 Border Patrol Police unit in Si Sa Ket’s Kantharalak district, to update himself on the the situation along Thai-Cambodian border.

He was accompanied by Army Region 2 commander Lt-Gen Thawatchai Samutsakorn.

Pol Gen Wichian said he would order appropriate security measures to ensure the safety of people living along the border and their property.

Asked whether border patrol police might be deployed to replaced troops along the border withdrawn under the ICJ order, the police chief said the situation had not reached that point yet. He would await orders from the prime minister.

Lt-Gen Thawatchai said the situation in Si Sa Ket border area remains calm and without any tension. He said Thai troops would not be pulled back from the border. The army would wait for orders from the new government.

Pol Gen Wichian and Lt-Gen Thawatchai the boarded passenger vans heading for Pha Mor E Daeng in Khao Phra Viharn National Park. Reporters were not allowed to join the trip.

Mr. Abbhisit, with your stand on dirty war against Cambodia, you have reduced your party representation in Thai parliament to a small minority, mere something more than 100 seats compared to Puea Thai 270 seats. So your time is up now, please shut it up.

Folks,

You'd probably get more reason and logic out of a child in elementary grade school than these low I.Q. PADS Thais, and Abhisit.

It is a tragedy for Thailand that these mindless vocal minority can have so much influence.

Hun Sen locked two of them up already, but he needs to lock up more.

If only to save face for each side, it makes obvious sense for them to withdraw simultaneously - maybe even one unit/section at a time. Just who is going to oversee, referee and verify the progress of withdrawals on each side? Who better to do that than the independent observers?

As usual, there's absolutely no logic to Abhisit (actually Prayuth, of course) insisting that the Cambodian troops withdraw before the observers can enter the area. This is just the usual Thai gamesmanship for no sensible purpose whatever.

It generally accepted among Asians that Thais are generally sneaky, sleazy of any other ethnic Asians.

There is only one way to deal with people who behave like this, and that is don't talk or negotiate, but hit them with what you got in hand.

Yes, the Thai military is doing its level best to sabotage even this latest ICJ effort to enforce peace through its provisional measures. As usual Abhisit turned to the Thai generals for counsel and only then would he be able to outline what course of action for his government to follow. Nothing wrong with consulting with your military, but the outcome of this latest consultation is hardly a departure from all previous meetings the Bangkok government of Abhisit Vijjajiva had had with the men in the barracks concerning the Preah Vihear issue.

In fact, the call for bilateral talks and the insistence by the Thais that Cambodian troops withdraw from the area first as prerequisites for allowing the Indonesian observers to come and do their inspection work are a repetition of recent obstructing tactics by the Thais (military and civilian commands) following the last summit in Jakarta and the agreement on dispatching the Indonesian inspectors to the area in 'dispute'. I said' agreement' here, but with Bangkok the term's meaning can be stretched, bended, twisted around or a combination of any of these post-agreement measures to conform to the conspirators' mood and ultimately prolong their staged crisis with little Cambodia. How could it be verified that the Cambodian troops vacate the area in question without the presence of third party observers being allowed in the same area to confirm or deny the withdrawal?

The incoming Thai government of Pue Thai party is likely to encounter a challenge posed by the Thai military similar to the difficulties Cambodia has been experiencing when dealing with Prayud Chan Ocha and his colleagues who have been in the same tune with the ultra-nationalist PAD since the time when both Abhisit and Kasit Pyromya were their members in opposition.

Cambodia must have faith in international justice that came to her aid once before in 1962 when she did not even have an armed force strong enough to even contain Thailand's aggression. Whether she is allowed to station troops at the Temple itself, which is her legal and rightful property to begin with, is not of immediate relevance or concern at this point as the Court takes its time to look into Cambodia's complain. Why came to the Court for intervention in the first instance, if you did not have sufficient trust in its integrity and judgement needed to dispense justice to either of the parties? What use is there for heavily armed combatants from both countries to be squaring up to within a few metres of one another? If there is such a strong desire to fight it out or shed blood, why not arrange to do so in the Gobi desert somewhere where innocent civilians will not be hurt?

Vast tracts of Cambodian territory have been strewn with cluster bombs and other unexploded munitions; a result of recent clashes, undoing all the last 10/15 years' de-mining effort in the area. Whilst some Cambodians scream at the 'injustice' of being forced to vacate military personnel from their national property as contained in the provisional de-militarized zone, they have unwittingly overlooked the plight of their compatriots in the thousands who had been displaced or harmed by the recent military violence along the border as well as the many kilometre squares (perhaps several times the size of the provisional DMZ) littered with cluster munitions that can no longer be cultivated or used for generating economic subsistence; not at least for several more years to come.

2:29 AM,

Thailand is a fractured society. All those colors you mentioned can't stand each other.

You are too fatalistic. Those supposed powers the Thais have is nothing compared to the mighty US, yet the US is still struggling to have full control in Afghanistan.

When was the last time you hear thousands of Thai soldier died in battle.

Sure they have modern military equipments, but for the most part they are only for show. They love to bark and brag but it remain to be seen if they are willing to sacrifice lives like the US in wars in Afghanistan, Iraq, Vietnam etc...

Up to now these nationalist Thais are noisy dogs who love to bark but have no bite.
