Why they don't call him His Excellency?
in america, the public usually don't call their representative "his excellency" etc, however if you are working for the gov't, or your are under their chain of command, in the military, etc, then of course you use the proper title, but not in the civilian or public, you know! another word, if you are not working directly under them, you don't have to call them "his excellency", "your excellency", etc... however, in a diplomatic community, you would call them by their proper title.
address them as mr. or ms. in many ways is enough because it is redundant to have to repeat the title so many times. it is understand once you explain in your conversation, you don't just keep repeating it, that's all!
