The kid does not suckle the milk because he is starving. You need to watch the clip. His parents are not very poor. They have cow and live in the rural area with farm and house. He looks healthy. If you want to see hungry kid, check picture of Somalian children. Food stamp? Dream on. Even at U.S, they are cutting more and more benefit from public assistance. Public assistance only develop dependency and culture of poverty.

Some of you must be gay or single man. If the boy has his mother by him, he won't suck the cow milk. who would prefer mother's breast than cow breast? Only some of you have a dirty word for the poor boy. How can one say his family is not poor? What is your standard for poor? If one doesn't own the car and villa, it considers poor. Don't you understand?
And don't compare America welfare system. The government broke because of the refugees takes advantage of American government. I live here for 30 years in Washington DC. I know a lot of Khmer refugees took welfare from 1980 to 2000 especially California. They don't work and just take welfare, bake donut for extra income and sewing at home for more income. They do divorce so his wife can get more benefit. They said they are blind or they have mental ill problem from Pol Pot or they suck their wife to get more kids to prolong their benefit. They do all kind of tricks to get government benefit. Now California is broke.
I, tax payer, paid for their benefit I came to the US in 1981 and work since then.

USA owes Cambodians more than that,
Americans dropped millions of bombs in Cambodia years 1965-1975,
Americans were ready to compensate Cambodia for it but none of our governments did ask.
