HRP leaders declared that the recent arrest of their activists is a case of intimidation.
On Saturday 03 September, Kem Sokha, HRP president, called on his party members and local supporters to be courageous and to fight all obstacles and they should not fall on tricks set by the ruling party against the HRP.
Kem Sokha’s call came after cops from Kampong Cham arrested two HRP activists on 01 September and sent them to court. In the afternoon of 02 September, Kampong Cham court judge accused the two activists of incitation to criminal act and of creating social unrest.
In the evening of Thursday 01 September 2011, two HRP activists were arrested by Kampong Cham cops because they were distributing party documents involving Vietnam’s hegemony on Cambodia. Currently, the pair is ordered detained while waiting for their sentence.
An official from Kampong Cham who asked to remain anonymous indicated that the two detained HRP activists are: 66-year-old Phan Pha, the HRP vice-president for Tonle Bit commune, Tbaung Khmum distritct and 69-year-old Oum Yean, a HRP activist from Tuol Ksach village, however the HRP indicated that the latter’s name is 71-year-old Phum Yean from Tonle Bit commune, Tbaung Khmum district.
RFA could not reach the Kampong Cham police commissioner nor court officials to clarify on this arrest. In the afternoon of 03 September, Kem Sokha accused the arrest of being performed without any court warrant.
Nevertheless, Kem Sokha said that the arrest and incarceration of the HRP activists in Kampong Cham showed political threat and rights violation to disturb the election in Cambodia and preventing it from being conducted freely and fairly.
Kem Sokha called on the government to review the action taken by the local authority which violated the political rights of the people. He also asked for an immediate release of the two activists who did not commit anything against the state law.
Ou Virak, CCHR president, declared that his organization is conducting an investigation into the arrest of the HRP activists and to seek for the reason for this arrest. He said that the arrest of the opposition activists prior to the election is a sign of intimidation and threat.
Nevertheless, Heng Sambath, the Kampong Cham police commissioner who is involved in the arrest of the two HRP activists indicated that the reason the authority arrested the two HRP activists was because the 9-page documents the pair claimed they received from the HRP party president from Kampong Cham included incitation that led to confusion on the Cambodian government giving out land to Vietnam.

This arrest maybe fake for the purpose of making HRP seem like it's not infiltrated or controlled by Hun Xen (CPP).

I see the same thing as you do. The Vietnamese orchestrated this whole deal. Kem Sokha is being used by Vietnam and the US. Because the US right now need Vietnam by its side against China. All just games by Hanoi. I am happy that people are getting smarter and smarter and they are able to see the politic games of Vietnamese.
